But in addition to Democrats\u2019 bare majorities, the package faces many obstacles \u2014 including some set by Democrats themselves.<\/strong><\/li>\n<li><strong>\u201cHit the pause button,\u201d West Virginia Sen. Joe Manchin said about the bill. \u201cLet\u2019s sit back. Let\u2019s see what happens. We have so much on our plate. We really have an awful lot. I think that would be the prudent, wise thing to do.\u201d<\/strong><\/li>\n<li><strong>\u201cWe are firmly opposed to holding the president\u2019s infrastructure legislation hostage to [the budget], risking its passage and the bipartisan support behind it,\u201d nine moderate lawmakers wrote in August, vowing to oppose it if the infrastructure bill was not passed first.<\/strong><\/li>\n<\/ul>\n<p>Congressional committees began meeting Tuesday<strong>&nbsp;<\/strong>to formally draft Democrats\u2019 $3.5 trillion budget, moving ahead with the sweeping bill that contains much of President Joe Biden\u2019s domestic agenda even as its passage remains anything but certain.<\/p>\n<p>The bill as contrived could affect Americans at nearly every stage of their lives, from provisions adopting free or affordable child care to Medicare expansions. But the package, which also includes two years of higher education for most students, expanded child tax credits for young families and expansive climate change mitigation measures, faces multiple obstacles \u2014 including some set by Democrats themselves.<\/p>\n<p>First and foremost is the makeup of Congress itself. Even though the package can skirt a Senate filibuster under a process called budget reconciliation, 48 votes would leave the budget two shy of the simple majority needed to reach Biden\u2019s desk.<\/p>\n<p>\u201cI urge my colleagues to seriously consider this reality as this budget process unfolds in the coming weeks and months,\u201d Manchin, a Democrat from West Virginia, <a href=\"https:\/\/dailycaller.com\/2021\/08\/11\/joe-manchin-budget-kyrsten-sinema-senate\/\">said<\/a> after the House advanced the budget framework in August. \u201cIt is simply irresponsible to continue spending at levels more suited to respond to a Great Depression or Great Recession \u2013 not an economy that is on the verge of overheating.\u201d<\/p>\n<p>He was even more <a href=\"https:\/\/dailycaller.com\/2021\/09\/02\/joe-manchin-democrats-pause-3-5-trillion-budget\/\" target=\"_blank\" rel=\"noopener noreferrer\">explicit<\/a> Thursday, calling on his Democratic colleagues to \u201cpause\u201d on the budget as Congress responds to a chaotic Afghanistan withdrawal, multiple natural disasters and an already grueling schedule ahead.<\/p>\n<p>\u201cHit the pause button,\u201d Manchin said. \u201cLet\u2019s sit back. Let\u2019s see what happens. We have so much on our plate. We really have an awful lot. I think that would be the prudent, wise thing to do.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2021\/08\/31\/congress-faces-brutal-september-high-stakes-deadlines-budget\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Congress Faces An Absolutely Brutal September Filled With High-Stakes Deadlines)<\/a><\/strong><\/p>\n<p>A Sinema spokesman minced her words even less. \u201cProceedings in the U.S. House will have no impact on Kyrsten\u2019s views about what is best for the country \u2013 including the fact that she will not support a budget reconciliation bill that costs $3.5 trillion,\u201d he <a href=\"https:\/\/dailycaller.com\/2021\/08\/23\/kyrsten-sinema-doubles-down-against-democrats-3-5-trillion-budget\/\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> in August.<\/p>\n<p>Other provisions in the budget may also prove divisive among Democrats not publicly opposed to its overall size. For example, it aims to enable Medicare to <a href=\"https:\/\/dailycaller.com\/2021\/09\/01\/lower-drug-costs-democrats-battle-big-pharma-fellow-members-chuck-schumer-medicare\/\" target=\"_blank\" rel=\"noopener noreferrer\">negotiate drug prices<\/a> with pharmaceutical companies, potentially saving the program billions that Democrats want to use to incorporate <a href=\"https:\/\/dailycaller.com\/2021\/06\/21\/schumer-medicare-expansions-bidens-infrastructure-families-plans\/\" target=\"_blank\" rel=\"noopener noreferrer\">vision, dental and hearing coverage<\/a> for those on it.<\/p>\n<p>While the overwhelming majority of Democrats support it, 10 in the House went on-record opposing. (Kevin Dietsch\/Getty Images)<\/p>\n<\/div>\n<p>Intraparty divisions have also emerged over state and local tax deductions, with several moderates from affluent districts calling for the cap on them to be <a href=\"https:\/\/dailycaller.com\/2021\/09\/07\/state-and-local-taxes-moderates-budget-tax-cut-rich\/\">fully repealed<\/a>, breaking from their progressive colleagues.<\/p>\n<p>\u201cNo SALT, no deal,\u201d Rep. Thomas Suozzi, whose district sits just outside New York City, said Tuesday.<\/p>\n<p>His remarks stand in <a href=\"https:\/\/dailycaller.com\/2021\/05\/10\/bernie-sanders-democrats-tax-cuts-salt-terrible-message\/\">total opposition<\/a> from comments that Vermont Sen. Bernie Sanders, the chair of the Senate Budget Committee who wrote the bill\u2019s framework, said in May.<\/p>\n<p>\u201cIt sends a terrible, terrible message when you have Republicans telling us that this is a tax break for the rich,\u201d he said. \u201cYou have got to make it clear which side you are on \u2013 and you can\u2019t be on the side of the wealthy and powerful if you\u2019re really going to fight for working families.<\/p>\n<p>As written, however, the budget would repeal the $10,000 cap on SALT deductions adopted in 2017.<\/p>\n<p>Progressives and moderates have also split on procedure itself. In addition to the budget, Democrats are trying to pass the bipartisan infrastructure bill before surface transportation funds expire on Oct. 1, and the two separate wings have broken over which should be addressed first.<\/p>\n<p>While the moderates called on the House to clear the infrastructure bill first, noting the limited window and that the Senate <a href=\"https:\/\/dailycaller.com\/2021\/08\/10\/senate-passes-infrastructure-package-dozen-republicans-join-dems-kyrsten-sinema-rob-portman-joe-biden\/\" target=\"_blank\" rel=\"noopener noreferrer\">passed<\/a> it on Aug. 10, progressives have insisted that it wait until the budget is passed. As tensions rose, each wing <a href=\"https:\/\/dailycaller.com\/2021\/08\/13\/house-moderates-block-budget-infrastructure-law-nancy-pelosi\/\">threatened<\/a> to <a href=\"https:\/\/dailycaller.com\/2021\/06\/24\/ilhan-omar-nancy-pelosi-joe-biden-bernie-sanders-elizabeth-warren-american-jobs-plan-chuck-schumer\/\">oppose<\/a> their nonpreferred bill if their side did not get its way.<\/p>\n<p>\u201cWe are firmly opposed to holding the president\u2019s infrastructure legislation hostage to reconciliation, risking its passage and the bipartisan support behind it,\u201d nine moderate lawmakers wrote in August. <strong><a href=\"https:\/\/dailycaller.com\/2021\/08\/23\/moderate-dems-double-down-vow-block-budget-infrastructure-first\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: \u2018Take The Win\u2019: Moderate Dems Double Down, Vow To Block Budget Unless Infrastructure Bill Gets A Vote First)<\/a><\/strong><\/p>\n<p>After an hours-long <a href=\"https:\/\/dailycaller.com\/2021\/08\/24\/house-moderates-nancy-pelosi-standoff-talks-stall-budget-infrastructure\/\" target=\"_blank\" rel=\"noopener noreferrer\">standoff<\/a>, House Speaker Nancy Pelosi brokered a compromise <a href=\"https:\/\/dailycaller.com\/2021\/08\/24\/democrats-house-of-representatives-joe-biden-budget-infrastructure-stalemate-nancy-pelosi-moderates-congress\/\" target=\"_blank\" rel=\"noopener noreferrer\">advancing both simultaneously<\/a> and setting up a final infrastructure vote on Sept. 27. That agreement, however, did little to guarantee passage.<\/p>\n<p>\u201cOur position remains unchanged,\u201d Rep.
