The declassified version of that <a href=\"https:\/\/www.dni.gov\/files\/ODNI\/documents\/assessments\/Unclassified-Summary-of-Assessment-on-COVID-19-Origins.pdf\">assessment<\/a> has now been released.<\/p>\n<p>The report is only 493 words long and curiously ignores readily available information, instead choosing to focus on and reinforce questions that are, for the most part, unknowable.<\/p>\n<p>Specifically, the Intelligence Community (IC) claimed that in order to reach a conclusive assessment, it required \u201cclinical samples or a complete understanding of epidemiological data from the earliest cases.\u201d<\/p>\n<p>This China-reliant approach aligns with a <a href=\"https:\/\/www.ft.com\/content\/ab90cdfd-e7c4-496d-a75c-7aa93f6176fe\">recent response<\/a> from Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases (NIAID). When he finally conceded in June of this year that the virus might have originated in a Wuhan lab, Fauci also said that clinical samples of the earliest cases were needed.<\/p>\n<p>At the same time, while the IC claims that China\u2019s cooperation is needed to determine the origins of COVID-19, it acknowledges that China has refused to cooperate with any true investigation.<\/p>\n<p>Fauci and the IC both understand that if there was information helpful to the Chinese Communist Party (CCP), that information would have been released immediately.<\/p>\n<p>The report, unsigned but issued under a Director of National Intelligence letterhead,\u00a0appears to be structured in a manner designed to avoid upsetting China. More importantly, the report effectively protects China, repeatedly giving weight to the lack of foreknowledge of the outbreak on the part of China officials. The report ignores that if the pandemic resulted from a lab accident, no official would have had foreknowledge.<\/p>\n<p>The IC also appears to conflate cause and effect by claiming that China\u2019s failure to cooperate with an investigation is motivated by \u201cfrustration\u201d that the international community is \u201cusing the issue to exert political pressure on China.\u201d<\/p>\n<p>Notably, the IC has shown a marked lack of interest in the copious amount of data that is already available and does not require CCP assistance.<\/p>\n<p>Perhaps the most obvious fact pointing at a lab leak is simply\u00a0that Wuhan is at least 1,000 miles from natural bat habitats\u2014a point not even mentioned in the IC\u2019s report.<\/p>\n<p>Additionally, Wuhan was the only location in China where bat virus experiments were taking place. In fact, Wuhan had at least three labs conducting such work\u2014the Wuhan Institute of Virology (WIV), the Wuhan CDC Lab, and the Wuhan University Center for Animal Experiment.<\/p>\n<p>The director of the WIV, Shi Zhengli, herself admitted that she <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-9106951\/Lab-leak-credible-source-coronavirus-outbreak-says-government-official.html\">never expected<\/a> this kind of virus to emerge in Wuhan. When viruses emerged naturally in <a href=\"https:\/\/www.pbs.org\/newshour\/show\/southern-china-hotbed-disease-development\">the past<\/a>, they emerged in Southern China.<\/p>\n<p>Also ignored by the IC Report was the type of research being conducted at WIV since at least 2007, which has been well documented. <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/26552008\/\">Research<\/a> <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/18077725\/\">papers<\/a> <a href=\"https:\/\/ucdavis.pure.elsevier.com\/en\/publications\/isolation-and-characterization-of-a-bat-sars-like-coronavirus-tha\">provide<\/a> direct evidence of increasingly sophisticated gain-of-function experiments\u2014a process whereby viruses are deliberately made more virulent in order to predict emerging diseases\u2014being carried out by the WIV lab in the years leading up the pandemic, including a number of experiments specifically designed to make coronaviruses more transmissible to humans.<\/p>\n<p>Some of these gain-of-function experiments were also detailed in a Nov. 9, 2015, <a href=\"https:\/\/www.nature.com\/articles\/nm.3985\/\">article<\/a> in the journal Nature about experiments that were being conducted at the Wuhan lab using \u201cchimeric viruses\u201d in mice.<\/p>\n<p>Notably, In 2014, Fauci\u2019s NIAID awarded a $3.7 million <a href=\"https:\/\/grantome.com\/grant\/NIH\/R01-AI110964-06\">grant<\/a> to the New York-based EcoHealth Alliance, headed by Peter Daszak. <a href=\"https:\/\/hughhewitt.com\/dr-francis-collins-on-the-u-s-funding-of-the-wuhan-lab-and-congressional-oversight\/\">According<\/a> to Francis Collins, the director of the National Institutes of Health (NIH), some of the grant funds \u201cwent to Wuhan\u201d as part of \u201ca subcontract from EcoHealth.\u201d In August 2020, after President Donald Trump canceled the first grant, Fauci awarded Daszak\u2019s EcoHealth a new grant of $7.5 million.<\/p>\n<p>Only one section of the report refers to animal handling and sampling by the WIV. This section is in reference to one intelligence agency that concluded that it was moderately confident that the virus may have leaked from a Wuhan lab. Notably, all other agencies leaned toward natural origins for the virus\u2019s outbreak.<\/p>\n<p>The report ignores that live bats were kept at the WIV, apparently the only location in Wuhan where bats could actually be found. The report also fails to note that thousands of bat samples were brought from Southern China to Wuhan by <a href=\"https:\/\/archive.is\/zqJl9\">lab scientists<\/a>.<\/p>\n<p>The huge depository of bat samples in Wuhan was <a href=\"https:\/\/archive.is\/CUiQv\">confirmed<\/a> by Daszak in July 2020, when he discussed the early discovery of a close genetic match to COVID-19, noting that \u201cIt was just one of the 16,000 bats we sampled. It was a faecal sample, we put it in a tube, put it in liquid nitrogen, took it back to the lab. We sequenced a short fragment.\u201d<\/p>\n<p>Daszak, the person through whom Fauci was providing funding for the WIV, denied that live bats were kept at the Wuhan lab, claiming that that was not the way science worked. Daszak later <a href=\"https:\/\/twitter.com\/HansMahncke\/status\/1367672229803229185\">deleted<\/a> his tweet denial without explanation. Pictures from inside the WIV Lab have since <a href=\"https:\/\/www.youtube.com\/watch?v=ANRs4DojOek\">emerged<\/a>, confirming that live bats were indeed held by laboratory staff.<\/p>\n<p>The report also fails to address the fact that the director of the WIV, Shi Zhengli, tried to cover up the fact that she had maintained possession of the closest known relative to COVID-19 for more than seven years. Shi suddenly renamed the virus in early 2020 at the onset of the pandemic, thereby obscuring that her lab had held a closely related virus.<\/p>\n<p>Shi also obfuscated the virus\u2019s origin. The location where Shi originally found the COVID-like virus was later <a href=\"https:\/\/www.theepochtimes.com\/scientists-obfuscated-source-of-covid-19-like-virus-stored-at-wuhan-lab_3878140.html\">discovered<\/a> to be the Mojiang Mine where three miners had died with COVID-like symptoms in 2012. Shi would later admit that the <a href=\"https:\/\/www.nature.com\/articles\/s41586-020-2951-z\">Mojiang Mine<\/a> was indeed the source of her virus.<\/p>\n<p>Shi\u2019s research on bat coronaviruses had previously drawn the attention of diplomats at the U.S. Embassy in China. In 2018, after visiting the WIV, they sent a <a href=\"https:\/\/foia.state.gov\/Search\/Results.aspx?searchText=&amp;beginDate=&amp;endDate=&amp;publishedBeginDate=20200716&amp;publishedEndDate=20200716&amp;caseNumber=\">number of cables<\/a> to the State Department warning of the inadequate safety conditions at the lab.<\/p>\n<p>Fauci\u2019s own official representative in China, Chen Ping, had herself sent multiple messages to Fauci\u2019s office\u2014all of which should have raised red flags. Chen noted that research papers detailing gain-of-function experiments at the WIV were being published as NIH-funded work.<\/p>\n<p>Her inquiries with Fauci\u2019s office appear to have gone unanswered. Chen also complained that she was being denied access to the WIV. When, after two years, Chen was finally allowed to visit the facility, she was <a href=\"https:\/\/www.judicialwatch.org\/wp-content\/uploads\/2021\/07\/JW-v-NIH-Wuhan-June-2021-00696.pdf\">forbidden<\/a> from <a href=\"https:\/\/www.judicialwatch.org\/wp-content\/uploads\/2021\/07\/JW-v-NIH-Wuhan-June-2021-00696.pdf\">taking any pictures<\/a> inside the lab.<\/p>\n<p>Since the start of the pandemic, unearthed <a href=\"https:\/\/www.youtube.com\/watch?v=ANRs4DojOek\">video footage<\/a> taken by Chinese TV crews inside the lab has been used to pinpoint a number of biosafety lapses, as well as the fact that the lab was keeping live bats.<\/p>\n<p>In 2015, an article in Nature <a href=\"https:\/\/www.nature.com\/articles\/nature.2015.18787\">specifically warned<\/a> about the pandemic potential from the WIV experiments. Richard Ebright, a molecular biologist and biodefense expert at Rutgers University, presciently stated, \u201cThe only impact of this work is the creation, in a lab, of a new, non-natural risk.\u201d<\/p>\n<p>There is no mention of any of these pre-pandemic warnings in the IC\u2019s report. Nor is there any mention of the warnings from the French government, which had initially helped with the construction of the WIV\u2019s BSL-4 (biosafety level 4) lab as part of a joint venture with the Chinese regime.<\/p>\n<p>However, the French government later <a href=\"https:\/\/archive.is\/wlQYw\">refused to certify<\/a> the WIV\u2019s lab based on bioweapon concerns from military officials. France also denied China access to safety equipment and viruses over similar concerns that these could be used for bioweapons research.<\/p>\n<p>Additionally, in 2009, then-Secretary of State Hillary Clinton was <a href=\"https:\/\/web.archive.org\/web\/20210904113348\/https:\/\/wikileaks.org\/plusd\/cables\/09STATE67207_a.html\">warned<\/a> in a diplomatic cable of the construction of the WIV BSL-4 lab and the potential for biological weapons proliferation.<\/p>\n<p>The IC report also failed to note that both the WIV and the Wuhan CDC were conducting bat coronavirus experiments in BSL-2 labs, a low biosafety environment that falls below the <a href=\"https:\/\/www.who.int\/docs\/default-source\/coronaviruse\/laboratory-biosafety-novel-coronavirus-version-1-1.pdf\">accepted threshold<\/a> of safety for coronavirus research levels. A minimum of BSL-3 is <a href=\"https:\/\/ehs.washington.edu\/biological\/covid-19-research-biosafety-guidance\">required<\/a> for working with coronaviruses, including isolation, culture, and amplification.<\/p>\n<p>When Shi Zhengli finally <a href=\"https:\/\/web.archive.org\/web\/20200725142840\/https:\/\/www.sciencemag.org\/sites\/default\/files\/Shi%20Zhengli%20Q&amp;A.pdf\">admitted<\/a> to conducting coronavirus experiments at BSL-2, a prominent natural origins supporter, Ian Lipkin, <a href=\"https:\/\/donaldgmcneiljr1954.medium.com\/how-i-learned-to-stop-worrying-and-love-the-lab-leak-theory-f4f88446b04d\">changed his view<\/a> on the pandemic\u2019s origin. Lipkin now thinks the virus did come out of a Wuhan lab, saying that \u201cIt shouldn\u2019t have happened. People should not be looking at bat viruses in BSL-2 labs. My view has changed.\u201d<\/p>\n<p>A more recent development also ignored in the IC\u2019s report is that the World Health Organization\u2019s (WHO) lead origins investigator, Peter Ben Embarek, has now claimed in a <a href=\"https:\/\/nyheder.tv2.dk\/udland\/2021-08-12-ansat-paa-laboratorie-i-wuhan-kan-vaere-smittet-af-flagermus-som-den-foerste-siger\">Danish documentary<\/a> that a lab leak is likely and \u201cmay well have been started by an employee at one of the city\u2019s laboratories.\u201d<\/p>\n<p>Embarek, who headed the WHO\u2019s team that visited Wuhan in February of this year, had earlier claimed that a lab leak was <a href=\"https:\/\/apnews.com\/article\/who-virus-unlikley-leaked-china-lab-7a739e01f0713ebcc031d7ca81c51345\">extremely unlikely<\/a>. But he now admits that that claim was the result of pressure from the Chinese regime. Embarek <a href=\"https:\/\/nyheder.tv2.dk\/udland\/2021-08-12-ansat-paa-laboratorie-i-wuhan-kan-vaere-smittet-af-flagermus-som-den-foerste-siger\">told the Danish documentary team<\/a> that after two days of negotiations, a deal was struck between the Embarek\u2019s team and their Chinese counterparts.<\/p>\n<p>Under the <a href=\"https:\/\/nyheder.tv2.dk\/udland\/2021-08-12-ansat-paa-laboratorie-i-wuhan-kan-vaere-smittet-af-flagermus-som-den-foerste-siger\">deal struck with the CCP<\/a>, Embarek would be allowed to mention the lab leak theory\u2014but only on condition that it was determined to be \u201cextremely unlikely\u201d and that there would be no further studies into the issue.<\/p>\n<p>The IC report also fails to address a Feb. 1, 2020, teleconference that was <a href=\"https:\/\/www.theepochtimes.com\/fauci-team-scrambled-in-january-2020-to-respond-to-lab-leak-allegations-emails-show_3842427.html\">hastily organized<\/a> by Fauci and Dr. Jeremy Farrar, <a href=\"https:\/\/wellcome.org\/about-us\/people\/sir-jeremy-farrar\">director<\/a> of the British Wellcome Trust. The teleconference took place after the previous night\u2019s <a href=\"https:\/\/www.science.org\/news\/2020\/01\/mining-coronavirus-genomes-clues-outbreak-s-origins\">public reporting<\/a> of a potential connection between COVID-19 and the WIV.<\/p>\n<p>Fauci and Farrar were concerned about previous U.S. involvement with the lab, and that they had knowledge of public statements made by the Wuhan lab\u2019s director about U.S. funding being used for controversial gain-of-function research conducted there.<\/p>\n<p>Following the teleconference, public discussion of the source possibly being a lab leak was actively suppressed by social media platforms, health officials, and the WHO.<\/p>\n<p>Teleconference participants were also instrumental in publishing two influential articles that were used extensively by media organizations to <a href=\"https:\/\/www.theepochtimes.com\/emails-reveal-how-influential-articles-that-established-covid-19-natural-origins-theory-were-formed_3848832.html\">push the natural origins theory<\/a>. Simultaneously, alternative theories\u2014including that of a possible lab leak\u2014were widely discredited as conspiracy theories.<\/p>\n<p>Another related area of focus that the IC report failed to address was funding of the WIV from domestic sources in the U.S. government and how those funds were being utilized. The funding agencies, including Fauci\u2019s NIAID and NIH, have responsive records and documentation in their possession, as does Daszak\u2019s EcoHealth Alliance, through whom funding of the WIV was arranged.<\/p>\n<p>Indeed, EcoHealth documents <a href=\"https:\/\/theintercept.com\/2021\/09\/06\/new-details-emerge-about-coronavirus-research-at-chinese-lab\/\">recently released<\/a> under the Freedom of Information Act have confirmed that Fauci\u2019s NIAID funded gain-of-function experiments\u2014including the construction of novel chimeric SARS-related coronaviruses at the WIV. Those engineered viruses were tested on humanized mice showing that the viruses could infect humans and were more pathogenic than the original virus.<\/p>\n<p>Publishers such as Springer-Nature and Lancet, both of whom aggressively advanced the natural origins narrative, have archives of early drafts, data, and review reports of the many papers submitted by WIV staff. The Wellcome Trust, with whose help Fauci orchestrated his secret teleconference, has records pertaining to both its role in the teleconference as well as in <a href=\"https:\/\/archive.is\/kBzYr\">funding<\/a> the WIV.<\/p>\n<p>The lab that <a href=\"https:\/\/archive.is\/wlQYw\">trained WIV<\/a> staff, the Galveston National Laboratory in Texas, has detailed information both on the training and the staff. The government of France has records on the construction of the lab and on the disputes that ultimately led France to withdraw from the WIV. The EU also funded the WIV and has pertinent records.<\/p>\n<p>There are also whistleblowers from Western countries. While it is not realistic to gain direct access to Chinese whistleblowers such as Xiao Botao, a scientist from Wuhan, who was the first to <a href=\"https:\/\/web.archive.org\/web\/20200214144447\/https:\/www.researchgate.net\/publication\/339070128_The_possible_origins_of_2019-nCoV_coronavirus\">publicly blame<\/a> a lab leak for the pandemic on Feb. 6, 2020, there are many others\u2014including some scientists who may have been initially misled by their peers.<\/p>\n<p>Andrew Huff used to work as <a href=\"https:\/\/web.archive.org\/web\/20151019190142\/http:\/\/www.ecohealthalliance.org\/about\/experts\/50-huff\">associate vice president<\/a> at Daszak\u2019s EcoHealth. He has since <a href=\"https:\/\/archive.is\/t1K7H\">posted<\/a> a number of statements on LinkedIn blaming a lab leak for the pandemic and also blaming international scientists for collaborating in the lab leak cover-up.<\/p>\n<p>In response to the claim that the virus\u2019s origin could not be determined, Huff <a href=\"https:\/\/archive.is\/t1K7H\">stated<\/a> that \u201cyou can read the peer reviewed studies, patent filings, grant applications, and Fauci emails, and it is very clear what Fauci\u2019s role was.\u201d<\/p>\n<p>There are also a number of scientists involved in initial efforts to push the natural origins theory who have since had a change of heart. Stanley Perlman now says that the lab leak theory is \u201c<a href=\"https:\/\/health.wusf.usf.edu\/health-news-florida\/2021-05-25\/in-search-of-covids-origins-scientists-reignite-debate-on-wuhan-lab-leak\">back on the table<\/a>.\u201d And signatory Charles Calisher <a href=\"https:\/\/www.technologyreview.com\/2021\/03\/18\/1021030\/coronavirus-leak-wuhan-lab-scientists-conspiracy\/\">claims<\/a> that it was \u201cover the top\u201d to call the lab leak a conspiracy theory.<\/p>\n<p>Another signatory, Peter Palese, is now <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-9652589\/One-original-lab-leak-deniers-calls-thorough-investigation-Covids-origin.html\">demanding<\/a> a proper investigation. Most notably, University of Chicago professor Bernard Roizman <a href=\"https:\/\/www.wsj.com\/articles\/wuhan-lab-leak-question-chinese-mine-covid-pandemic-11621871125?mod=hp_lead_pos5\">has stated<\/a> that the virus originated from the lab due to \u201csloppiness,\u201c claiming that Wuhan lab personnel \u201ccan\u2019t admit they did something so stupid.\u201d<\/p>\n<p>The intelligence community\u2019s report has stated that \u201cChina\u2019s cooperation most likely would be needed to reach a conclusive assessment of the origins of COVID-19.\u201d<\/p>\n<p>But there is a wealth of information in the public realm that is readily available and does not require the vast resources of our nation\u2019s intelligence communities or the CCP\u2019s cooperation.<\/p>\n<p>If the IC\u2019s intention was to provide the public with an answer to the origin of the virus, that answer could easily be found.<\/p>\n<div class=\"one_author_block round\">\n<div class=\"top_row\">\n<p><img decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/09\/15f264f03e29bff6_ttl7daybby_WEB_JeffCarlson2.jpg\" alt=\"Jeff Carlson\" \/><\/p>\n<div class=\"names\">\n<p>Jeff Carlson<\/p>\n<\/div>\n<\/div>\n<p>Jeff Carlson is a regular contributor to The Epoch Times.
