Ilhan Omar possibly committed a felony by failing to report income she may have received from her 2020 book deal in her required financial disclosure forms, a watchdog group alleged in a complaint filed Tuesday.<\/strong><\/li>\n<li><strong>Members of the House are required to disclose sources of income above $200 in their financial disclosures, but Omar\u2019s filings contain no mention of her book deal, which was reportedly valued at up to $250,000 in January 2019.<\/strong><\/li>\n<li><strong>\u201cRepresentative Omar\u2019s apparent disclosure omissions and misreporting violate House ethics rules, the Ethics in Government act, and possibly 18 U.S.C. 1001, a felony with penalties up to five years in prison for making false statements in a matter before the legislative branch,\u201d the National Legal and Policy Center wrote in a complaint to the Office of Congressional Ethics.<\/strong><\/li>\n<\/ul>\n<p>Minnesota Rep. Ilhan Omar possibly committed a felony by failing to properly report her assets and income in her financial disclosure reports to the House of Representatives, a conservative-leaning watchdog group alleged in a complaint filed Tuesday.<\/p>\n<p>The group, National Legal and Policy Center (NLPC), demanded the Office of Congressional Ethics (OCE) investigate why Omar\u2019s financial disclosures make no reference to the income she may have received from her memoir published in May 2020, as well as the Democratic lawmaker\u2019s apparently gross undervaluation of her new husband\u2019s consulting firm, which raked in nearly $3 million from Omar\u2019s political campaign from 2018 through 2020, campaign finance <a href=\"https:\/\/www.fec.gov\/data\/disbursements\/?data_type=processed&amp;committee_id=C00680934&amp;recipient_name=e+street\" target=\"_blank\" rel=\"noopener noreferrer\">records<\/a> show.<\/p>\n<p>\u201cRepresentative Omar\u2019s apparent disclosure omissions and misreporting violate House ethics rules, the Ethics in Government act, and possibly 18 U.S.C. 1001, a felony with penalties up to five years in prison for making false statements in a matter before the legislative branch,\u201d NLPC wrote in its <a href=\"https:\/\/www.scribd.com\/document\/522552378\/NLPC-Rep-Omar-Complaint-to-OCE-Aug-31-2021?secret_password=eoNigLe6gRISRoMuIrJL\">complaint<\/a>. \u201cThere is clearly more than \u2018reasonable cause to believe\u2019 that disclosure violations may have occurred.\u201d<\/p>\n<p>A spokesman for Omar dismissed the NLPC\u2019s complaint in a statement Tuesday to the Daily Caller News Foundation.<\/p>\n<p>\u201cThe NPLC a [sic] far-right group with ties to the Trump campaign known for filing specious claims, including trying to challenge the constitutionality of the Mueller investigation,\u201d Omar spokesman Jeremy Slevin said. \u201cWe see this complaint for what it is: a completely political document, and not one with legal validity.\u201d<\/p>\n<p>The DCNF first reported on Aug. 17 that Omar did not report in her <a href=\"https:\/\/disclosures-clerk.house.gov\/public_disc\/financial-pdfs\/2020\/10042970.pdf\">2020 financial disclosure<\/a> any income or royalties she may have received from her memoir, \u201c<a href=\"https:\/\/www.amazon.com\/dp\/B07WSB4MDC\/ref=dp-kindle-redirect?_encoding=UTF8&amp;btkr=1\" target=\"_blank\" rel=\"noopener noreferrer\">This Is What America Looks Like<\/a>,\u201d which was first released in May 2020. Forbes <a href=\"https:\/\/www.forbes.com\/sites\/rachelkramerbussel\/2019\/01\/16\/representative-ilhan-omar-signs-memoir-book-deal-will-cover-journey-from-refugee-to-congresswoman\/?sh=1361ae445b8d\">reported<\/a> in January 2019 that the lawmaker signed a deal for the memoir worth between $100,000 and $250,000<\/p>\n<p>Lawmakers are required to report any income sources over $200 in their financial disclosures, the NLPC noted in its complaint.<\/p>\n<p>Omar\u2019s <a href=\"https:\/\/disclosures-clerk.house.gov\/public_disc\/financial-pdfs\/2018\/10027377.pdf\">2019<\/a> and <a href=\"https:\/\/disclosures-clerk.house.gov\/public_disc\/financial-pdfs\/2018\/10027377.pdf\">2018<\/a> financial disclosures also contained no reference to her book or any advance she may have received from it. <strong><a href=\"https:\/\/dailycaller.com\/2021\/08\/17\/watchdogs-ilhan-omar-book-deal-alarm-evade-financial-disclosure\/\">(RELATED: Watchdogs Sound Alarm As Ilhan Omar Continues To Evade Financial Disclosure Of Reportedly Lucrative Book Deal)<\/a><\/strong><\/p>\n<p>Slevin told the DCNF on Aug. 17 that Omar \u201chas been in full compliance with House Ethics rules. She has reported everything that needed to be reported on the financial disclosure form accurately.\u201d<\/p>\n<p>Slevin also said the value of Omar\u2019s book deal as reported by Forbes is wrong, but he said he did not have \u201canything beyond what I shared\u201d when asked what the correct value of the lawmaker\u2019s advance was or whether she received any royalties after her book was published in May 2020.<\/p>\n<p>Slevin tweeted in May 2020 that the House Ethics Committee approved Omar\u2019s book deal.<\/p>\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\" readability=\"8.4679802955665\">\n<p dir=\"ltr\" lang=\"en\">Her book was approved by the Ethics committee months ago and the deadline was automatically extended for every Member of Congress due to COVID\u2026<\/p>\n<p>Try again.<\/p>\n<p>\u2014 Jeremy Slevin (@jeremyslevin) <a href=\"https:\/\/twitter.com\/jeremyslevin\/status\/1264375667631755264?ref_src=twsrc%5Etfw\">May 24, 2020<\/a> <\/p>\n<\/blockquote>\n<p>A source in the publishing industry told the DCNF that book advances are traditionally paid in installments. The source, who requested anonymity to speak candidly, said if Omar did receive an advance, \u201cshe would have received a portion upon signing and then the rest would be paid at other points along the way to publication, like when the manuscript has been completed.\u201d<\/p>\n<p>NLPC urged the OCE to obtain a copy of any contracts or agreements Omar signed with her publisher, Dey Street Books, her literary agent and her co-author, Jessica Paley, to determine whether she received any advance payment or royalty payments for her book.<\/p>\n<p>The NLPC\u2019s complaint also alleged that Omar appeared to have \u201csubstantially undervalued\u201d her husband Tim Mynett\u2019s ownership stake in his consulting firm, E Street Group, in her 2020 financial disclosure.<\/p>\n<p>\u201cShe lists the value of her husband\u2019s share in the partnership in Schedule A of her 2020 report as less than $1,000, yet reports that his income is in the $100,000 to $1,000,000 range,\u201d the complaint states. \u201cSurely, Mr. Mynett\u2019s partner would buy his share out at more than $1,000 if it generates between $100,000 to $1,000,000 in income.\u201d<\/p>\n<p><a title=\"View NLPC Rep. Her financial relationship with the firm came under considerable criticism in 2019 after the NLPC filed a separate <a href=\"https:\/\/dailycaller.com\/2019\/08\/28\/ilhan-omar-campaign-funds-romantic-affair-complaint\/\">complaint<\/a> with the FEC alleging that her payments to the firm were being used to illegally finance her extramarital affair with Mynett, who at the time was married to someone else. The FEC has not yet issued a ruling on the complaint.<\/p>\n<p>Both Omar and Mynett divorced their respective spouses in late 2019, and in March 2020, the pair&nbsp;<a href=\"https:\/\/dailycaller.com\/2020\/03\/12\/ilhan-omar-marries-third-time-tim-mynett-consultant\/?filter_by=popular&amp;vwo_powered=1\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a>&nbsp;they were married.<\/p>\n<p>Omar said in March 2020 that a \u201ctop FEC campaign attorney\u201d <a href=\"https:\/\/twitter.com\/IlhanMN\/status\/1239736533835558912\">cleared<\/a> her campaign\u2019s business relationship with her husband\u2019s consulting firm, and she announced in November that her campaign cut ties with the firm to avoid the appearance of impropriety.<\/p>\n<p>The NLPC is the second watchdog group to file a complaint about Omar\u2019s financial disclosures. The conservative-leaning Foundation for Accountability and Civic Trust (FACT) also <a href=\"https:\/\/65db7681-e755-4cff-abe7-1d9e373df4db.usrfiles.com\/ugd\/65db76_6e29f3eca0b64efead71ff5e060116f0.pdf\">sought<\/a> an OCE investigation into whether the Democratic lawmaker failed to properly disclose her assets in her financial disclosures in a September 2020 complaint.<\/p>\n<p>The Office of Congressional Ethics has not issued a public response to FACT\u2019s complaint, FACT Executive Director Kendra Arnold told the DCNF Tuesday.<\/p>\n<p>Both FACT and NLPC noted in their complaints that Omar did report her checking and savings accounts in her financial disclosures, despite her acknowledging their existence in <a href=\"https:\/\/www.scribd.com\/document\/414406198\/Divorce-Record-062419\">court records<\/a> from December 2017.<\/p>\n<p>Members of the House are required to report checking and savings accounts if their aggregate value exceeds $5,000, the NLPC wrote in its complaint filed Tuesday.<\/p>\n<p>\u201c[I]t strains credulity that neither she nor her husband or jointly have not met the $5,000 threshold in combined non-retirement checking, savings, and other accounts, particularly when she reports that her husband as receiving up to $1,000,000 in income from his lucrative consulting practice,\u201d the NLPC\u2019s complaint states.<\/p>\n<p><em>Mary Margaret Olohan contributed to this report.<\/em><\/p>\n<p>Content created by The Daily Caller News Foundation is available without charge to any eligible news publisher that can provide a large audience.
