In the president\u2019s absence, the city\u2019s governance collapsed, and the U.S. and Taliban entered unusual, face-to-face negotiations about the city\u2019s future.<\/p>\n<p>As the Post reported:<\/p>\n<blockquote readability=\"31.962037962038\">\n<p><em>In a hastily arranged in-person meeting, senior U.S. military leaders in Doha \u2014 including McKenzie, the commander of U.S. Central Command \u2014 spoke with&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/baradar-taliban-leader-afghanistan\/2021\/08\/17\/d8485398-ff83-11eb-a664-4f6de3e17ff0_story.html?itid=lk_inline_manual_96\">Abdul Ghani Baradar<\/a>, head of the Taliban\u2019s political wing.<\/em><\/p>\n<p><em>\u201cWe have a problem,\u201d Baradar said, according to the U.S. official. \u201cWe have two options to deal with it: You [the United States military] take responsibility for securing Kabul or you have to allow us to do it.\u201d<\/em><\/p>\n<p><em>Throughout the day, Biden had remained resolute in his decision to&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/biden-us-troop-withdrawal-afghanistan\/2021\/04\/13\/918c3cae-9beb-11eb-8a83-3bc1fa69c2e8_story.html?itid=lk_inline_manual_99\">withdraw all American troops<\/a>&nbsp;from Afghanistan. The collapse of the Afghan government hadn\u2019t changed his mind.<\/em><\/p>\n<p><em>McKenzie, aware of those orders, told Baradar that the U.S. mission was only to evacuate American citizens, Afghan allies and others at risk. The United States, he told Baradar, needed the airport to do that.<\/em><\/p>\n<p><em>On the spot, an understanding was reached, according to two other U.S. officials: The United States could have the airport&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/kabul-airport-evacuations-accelerate\/2021\/08\/25\/34439156-05c1-11ec-ba15-9c4f59a60478_story.html?itid=lk_inline_manual_101\">until Aug. 31<\/a>. But the Taliban would control the city.<\/em><\/p>\n<\/blockquote>\n<p>The Taliban were left in charge of policing the city. Last week, another terror group, the Islamic State affiliate ISIS-K, launched an attack on one of the airport\u2019s main gates, the Abbey Gate. A suicide bomber detonated in the middle of a crowd of people attempting to access the gate. Other militants engaged in a gun battle with troops.<\/p>\n<p>Thirteen U.S. service members were killed in the attack along with dozens of Afghan civilians. In response, the U.S. conducted two strikes against purported ISIS-K targets. The first strike took out a planner for the group. The second strike killed 10 Afghan civilians, including children, all from one family, according to a relative.<\/p>\n<p>As <a href=\"https:\/\/www.washingtonpost.com\/world\/2021\/08\/30\/drone-civilians-islamic-state\/\">The Washington Post<\/a>&nbsp;reported:<\/p>\n<blockquote readability=\"23\">\n<p><em>The dead were all from a single extended family who were exiting a car in their modest driveway when the strike hit a nearby vehicle, said Abdul Matin Azizi, a neighbor who saw the attack. Azizi, 20, said the explosion occurred as the family returned home Sunday afternoon around 4:30 p.m.<\/em><\/p>\n<p><em>Azizi said he ran next door to help and found a gruesome scene, the air thick with smoke. \u201cThe bodies were covered in blood and shrapnel, and some of the dead children were still inside the car,\u201d he said.<\/em><\/p>\n<p><em>U.S. Central Command said the strike Sunday destroyed an Islamic State car bomb that posed an \u201cimminent\u201d threat to Kabul\u2019s airport. It acknowledged reports of civilian casualties but did not release specifics.
