Now the advocacy groups behind this push are assembling to battle the next burgeoning culture war issue \u2014 transgender sex change surgeries and procedures for minors.<\/p>\n<p>Progressive activists, media, lawmakers, and even some medical professionals call such procedures \u201c<a href=\"https:\/\/dailycaller.com\/2021\/06\/14\/walt-heyer-lgbtq-transgender\/\">gender affirming medical care<\/a>\u201d and protest that denying an individual this \u201ccare\u201d is cruel, regardless of age. Republican Arkansas Gov. Asa Hutchinson <a href=\"https:\/\/dailycaller.com\/2021\/04\/06\/arkansas-asa-hutchinson-lgtbq\/\">vetoed<\/a> the state\u2019s SAFE Act in April, arguing that the legislation was a \u201cvast government overreach\u201d and that it shouldn\u2019t jump into every ethical issue.<\/p>\n<p>But advocacy groups like the Family Policy Alliance (FPA) insist these procedures irrevocably hurt children. And backed by a network of about 40 independent, state-based family policy councils, FPA aims to multiply the number of states across the nation that legally protect children from gender transition.<\/p>\n<p>\u201cKids who are hurting and struggling need help, not harm,\u201d FPA\u2019s Meridian Baldacci told the Daily Caller News Foundation, \u201cand that\u2019s why we\u2019re on a mission to help more leaders step up and protect children.\u201d<\/p>\n<p>Some political figures have downplayed the need for policy on hot button issues like transgender procedures or sports, like Democratic Louisiana Gov. John Bel Edwards, who <a href=\"https:\/\/dailycaller.com\/2021\/06\/23\/louisiana-trasngender-lgbtq\/\">vetoed<\/a> the state\u2019s Fairness in Women\u2019s Sports bill in June and called it \u201ca solution in search of a problem that simply does not exist in Louisiana.\u201d<\/p>\n<p>But other governors, like Republican Florida Gov. Ron DeSantis, <a href=\"https:\/\/dailycaller.com\/2021\/06\/09\/florida-ron-desantis-lgbtq\/\">promise<\/a> they are ready to tackle these issues head on.<\/p>\n<p>\u201cI\u2019m very much opposed to chemical castration of minors, I honestly didn\u2019t know this existed until a few years ago,\u201d DeSantis <a href=\"https:\/\/dailycaller.com\/2021\/06\/09\/florida-ron-desantis-lgbtq\/\">told the DCNF<\/a> in early June. \u201cThat would be something I would sign for sure.\u201d<\/p>\n<h3>The Campaign To \u2018Help Not Harm\u2019<\/h3>\n<p>The FPA launched the \u2018<a href=\"https:\/\/familypolicyalliance.com\/help-not-harm\/?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=0831FPAEmail\" target=\"_blank\" rel=\"noopener noreferrer\">Help Not Harm<\/a>\u2018 campaign Wednesday, the DCNF first learned, which aims to educate concerned citizens about gender dysphoria, gender transitions and \u201cmeaningful ways to help struggling children\u201d and pushes Americans to call on lawmakers to \u201cjoin the fight\u201d to protect children. <strong><a href=\"https:\/\/dailycaller.com\/2021\/03\/30\/cnn-biological-sex-birth\/\">(RELATED: CNN Straight News Piece Says \u2018There Is No Consensus Criteria For Assigning Sex At Birth\u2019)<\/a><\/strong><\/p>\n<p>FPA was instrumental in Arkansas\u2019 battle to pass the SAFE Act: the state legislature ultimately <a href=\"https:\/\/dailycaller.com\/2021\/04\/06\/arkansas-trans-governor-legislature-bans-trans-surgeries-minors\/\">defied the governor\u2019s veto<\/a> and passed the much disputed legislation that bans physicians from performing gender transition procedures on minors. The state\u2019s actions made global news and <a href=\"https:\/\/dailycaller.com\/2021\/04\/06\/tucker-carlson-arkansas-governor-publicly-pro-choice-gender-reassignment-surgery-asa-hutchinson-transgender\/\">pushed Hutchinson<\/a> to address on \u201cTucker Carlson Tonight\u201d whether he supports chemical castration for children.<\/p>\n<p><strong>WATCH:<\/strong><\/p>\n<blockquote class=\"twitter-tweet\" readability=\"10.674220963173\">\n<p dir=\"ltr\" lang=\"en\">WATCH: Tucker Carlson and Arkansas Gov. Hutchinson says that the bill \u201cinvokes the state\u201d in medical decisions. <a href=\"https:\/\/t.co\/kwzGtTwtle\">pic.twitter.com\/kwzGtTwtle<\/a><\/p>\n<p>\u2014 Daily Caller (@DailyCaller) <a href=\"https:\/\/twitter.com\/DailyCaller\/status\/1379595930421374977?ref_src=twsrc%5Etfw\">April 7, 2021<\/a> <\/p>\n<\/blockquote>\n<p>A federal judge <a href=\"https:\/\/dailycaller.com\/2021\/07\/21\/tom-cotton-arkansas-tucker-carlson-asa-hutchinson-transgender\/\">blocked<\/a> the SAFE Act from going into effect in late July, but Baldacci told the DCNF that Arkansas\u2019 legislation set a new standard for child safety laws that the rest of the nation can look to for guidance and inspiration.<\/p>\n<p>\u201cWe should never grow weary of protecting children. I\u2019m proud of Arkansas legislators who were not afraid to stand up to the political mob and put kids first,\u201d Republican Arkansas state Rep. Robin Lundstrum, the lead house sponsor of the SAFE Act, told the DCNF. \u201cWe must work together to pass legislation like the SAFE Act across the country so that children in every state are protected from chemical and surgical castration.\u201d<\/p>\n<p>The FPA provided the DCNF with a long list of advocacy groups or \u201cfamily policy councils\u201d that have endorsed the campaign, including Alaska Family Council, the Center for Arizona Policy, the California Family Council, the Hawaii Family Forum, the Massachusetts Family Institute, the Family Heritage Alliance in South Dakota, and the Family Policy Institute of Washington.<\/p>\n<p>The organization\u2019s allies are working with FPA across the country to push public policy in line with the organization\u2019s goals and to fight back against progressive activists, policies and legal action. <strong><a href=\"https:\/\/dailycaller.com\/2021\/03\/31\/arkansas-lgbtq-transgender\/\">(RELATED: Here\u2019s How Media Framed An Arkansas Bill Banning Trans Surgeries, Procedures For Minors)<\/a><\/strong><\/p>\n<p>FPA has also sought the endorsement of prominent conservative intellectuals who can take the fight to protect children into D.C. conversations, opinion pieces, think tanks, the Twitter-sphere and beyond. This includes experts at the Ethics and Pubic Policy Center (EPPC) like Ryan T. Anderson, Mary Rice Hassan and Roger Severino, as well as conservative culture leaders like the American Principles Project\u2019s Terry Schilling.<\/p>\n<p><span>\u201c<\/span><span>It is profoundly unethical to interfere in the normal physical development of a child as part of a process \u2018affirming\u2019 a \u2018gender identity\u2019 at odds with bodily sex,\u201d Anderson, the author of \u201c<a href=\"https:\/\/dailycaller.com\/2021\/03\/12\/amazon-lgbtq-mental-illness-ryan-anderson\/\">When Harry Became Sally: Responding to the Transgender Moment<\/a>,\u201d told the DCNF. \u201cChildren deserve help, not harm, in embracing reality, including the reality of their body. Prudent legislation is needed to protect children from the many harms of experimental \u2018gender\u2019 therapies.\u201d<\/span><span>&nbsp;<\/span><\/p>\n<p>Schilling, the leader of an organization focused on promoting and protecting family values, pointed out that there was a time not so long ago when \u201call medical practitioners agreed that biological reality should trump ideology and that healthcare should follow science and data, not politics.\u201d<\/p>\n<p>\u201cUnfortunately, many in the medical community today have fallen captive to the mistaken idea, pushed by left-wing activists, that a person\u2019s sex is determined by their mind, not their body, and they have now begun to push this idea onto children, prescribing them highly experimental drugs with dangerous, long-term side effects and putting them on an irreversible, life-altering path which they are too young to fully comprehend,\u201d Schilling said. \u201cThis is a frightening trend which must be opposed.\u201d<b><\/b><\/p>\n<h3>Saving Women\u2019s Sports<\/h3>\n<p>The family policy councils\u2019 prospects of success may seem daunting against challengers like the American Civil Liberties Union (ACLU), but FPA and its cohort of family policy councils have already fought and won the battle over women\u2019s sports in several states.<\/p>\n<p>\u201cThe story of Save Girls\u2019 Sports is really a story about the hard work of pro-family advocates and grassroots around the country,\u201d Baldacci told the DCNF. \u201cThe family policy movement has known for some time that there was a need to protect girls\u2019 and women\u2019s sports. Over time, states began to introduce legislation to protect girls\u2019 sports \u2013 many under the leadership of state family policy councils.\u201d<\/p>\n<p>FPA previously teamed up with <a href=\"https:\/\/familypolicyalliance.com\/savegirlssports\/\">family policy councils<\/a> and lawmakers across the nation to spread awareness and prevent biological males from participating in women\u2019s sports. The groups encouraged citizens to reach out to lawmakers and to the NCAA, to donate to advocacy organizations to support their efforts to protect girls, to speak out on social media so that friends of similar beliefs would realize that they were not alone.<\/p>\n<p>Messaging focused on girls, and protecting girls\u2019 ability to succeed: \u201cCollege sports are for college athletes,\u201d FPA\u2019s website said. \u201cProfessional sports for pro athletes. And female sports <em>should be<\/em> for female athletes.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2021\/06\/09\/florida-ron-desantis-lgbtq\/\">(RELATED: EXCLUSIVE: DeSantis Says He Would Ban Trans Surgeries For Minors)<\/a><\/strong><\/p>\n<p><strong>WATCH: <\/strong><\/p>\n<p>\n<iframe loading=\"lazy\" title=\"Ask Me First About Fairness: Tanner\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Jk_CKFkm8sI?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/p>\n<p>It worked.<\/p>\n<p>At least 31 states have taken action to ban biological males from participating in female sports: Alabama, Arkansas, Connecticut, Florida, Georgia, Hawaii, Idaho, Iowa, Kansas, Kentucky, Maine, Michigan, Minnesota, Mississippi, Missouri, Montana, New Hampshire, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, and Wisconsin all introduced legislation that would biological males in girls sports.<\/p>\n<p>Backed by FPA, Idaho was the first state in the nation to pass the \u201c<a href=\"https:\/\/legislature.idaho.gov\/wp-content\/uploads\/sessioninfo\/2020\/legislation\/H0500.pdf\">Fairness in Women\u2019s Sports Act<\/a>\u201d in March 2020. The legislation was quickly challenged in April 2020 by the ACLU in a federal court, prompting former President Donald Trump\u2019s Justice Department to file a brief defending the law.<\/p>\n<p><a title=\"View The Department of Justice Files Brief Defending the Constitutionality of Idaho&#039;s Fairness in Women&#039;s Sports Act on Scribd\" href=\"https:\/\/www.scribd.com\/document\/522370362\/The-Department-of-Justice-Files-Brief-Defending-the-Constitutionality-of-Idaho-s-Fairness-in-Women-s-Sports-Act#from_embed\">The Department of Justice F\u2026<\/a> by <a title=\"View Mary Margaret Olohan&#039;s profile on Scribd\" href=\"https:\/\/www.scribd.com\/user\/506904746\/Mary-Margaret-Olohan#from_embed\">Mary Margaret Olohan<\/a><\/p>\n<p>FPA responded to the ACLU\u2019s lawsuit with a campaign to \u201cSave Girls Sports\u201d \u2014 and continued messaging about protecting young girls such as \u201cThe ACLU once championed girls\u2019 sports \u2013 now they want to turn boys into girls\u2019 sports champions\u201d and \u201cDon\u2019t let the ACLU destroy girls\u2019 sports.\u201d<\/p>\n<p>\u201cOur \u2018Save Girls\u2019 Sports\u2019 week last June garnered social media participation from many national and state groups, state lawmakers, and two members of Congress (Rep. Vicky Hartzler and Sen. Kelly Loeffler),\u201d Baldacci told the DCNF. \u201cWe also rallied 46 state and national organizations in a letter to encourage the Trump Department of Education to stand strong on Title IX and protect girls\u2019 sports.\u201d<\/p>\n<p>\u201cIn the months that followed, thousands signed in agreement with our online&nbsp;<a href=\"https:\/\/secure2.convio.net\/cl\/site\/SSurvey;jsessionid=00000000.app206b?NONCE_TOKEN=BA17C74CC0740A568CC805D1159B1739&amp;ACTION_REQUIRED=URI_ACTION_USER_REQUESTS&amp;SURVEY_ID=4706\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/secure2.convio.net\/cl\/site\/SSurvey;jsessionid%3D00000000.app206b?NONCE_TOKEN%3DBA17C74CC0740A568CC805D1159B1739%26ACTION_REQUIRED%3DURI_ACTION_USER_REQUESTS%26SURVEY_ID%3D4706&amp;source=gmail&amp;ust=1630435924609000&amp;usg=AFQjCNF_liHWIUYa9KcZfk5MXRDHgK_7Xg\">petition<\/a> to Save Girls\u2019 Sports, and many contacted lawmakers at both the national and state level as opportunities arose,\u201d she added. \u201cMeanwhile, other states continued to advance Save Girls\u2019 Sports legislation, and many other national allies spoke out in their own space.\u201d<\/p>\n<p>FPA\u2019s victories are due in a large part to allies on the ground who work tirelessly to change lawmakers minds, sit through hours-long hearings, and fight for specification in legislation, Baldacci said. <strong><a href=\"https:\/\/dailycaller.com\/2021\/06\/14\/walt-heyer-lgbtq-transgender\/\">(RELATED: Liberal Activists Rebrand Sex Changes As \u2018Gender-Affirming Medical Care\u2019 To Bully State Officials Into Allowing The Mutilation Of Children)<\/a><\/strong><\/p>\n<p>\u201cAll this momentum and the national conversation led to girls\u2019 sports being at the center of the Equality Act debate,\u201d she said. \u201cEven mainstream media (<a href=\"https:\/\/apnews.com\/article\/bills-government-and-politics-lifestyle-sports-30f6ca6c3b9a26d255d6930a6464b810\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/apnews.com\/article\/bills-government-and-politics-lifestyle-sports-30f6ca6c3b9a26d255d6930a6464b810&amp;source=gmail&amp;ust=1630435924609000&amp;usg=AFQjCNGlLkYUowk_1YjZ70gJ2fv5gdSeSg\">AP<\/a>) admits that the Save Girls\u2019 Sports effort has stalled the Equality Act in the Senate. That national impact was made possible by groups across the nation rallying around the effort to protect female athletes.\u201d<\/p>\n<h3>What Is This \u201cGender Affirming Medical Care\u201d?<\/h3>\n<p>Lawmakers have proposed at least 121 bills related to transgender issues as of July 15, <a href=\"https:\/\/www.glaad.org\/blog\/guide-journalists-reporting-anti-trans-state-legislation\">according to the LGBTQ activism organization GLAAD<\/a>. In addition to Arkansas, <a href=\"https:\/\/dailycaller.com\/2021\/05\/20\/tennessee-bans-minors-trans-hormone-treatment\/\">Tennessee<\/a> also banned ethically fraught hormone treatment for children who had not yet reached puberty.<\/p>\n<p>Most media framing of the bills takes an activist approach rather than reporting the legislation straightforwardly. Outlets use vague phrases like \u201cgender affirming medical care\u201d or \u201ctrans affirming medical care\u201d instead of saying sex change surgery or gender transition surgery.<\/p>\n<p>\u201cThey keep rebranding the gender change process,\u201d former transgender woman <a href=\"https:\/\/dailycaller.com\/2021\/04\/07\/walt-heyer-trans-woman-arkansas-hutchinson\/\">Walt Heyer<\/a>, who now runs the website&nbsp;<a href=\"https:\/\/sexchangeregret.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Sex Change Regret,<\/a> previously told the DCNF. \u201cFirst it was \u2018sex change,\u2019 then it was \u2018gender reassignment.\u2019 They want to make this not look like the child abuse it really is and now want to sell you and everyone else that it\u2019s \u2018gender affirming medical care.\u2019\u201d<\/p>\n<p>Medical professionals who perform transgender procedures on children usually begin with puberty blockers such as the gonadotropin-releasing hormone (GnRH), which temporarily suppresses puberty for the child, <a href=\"https:\/\/www.mayoclinic.org\/diseases-conditions\/gender-dysphoria\/in-depth\/pubertal-blockers\/art-20459075\">according to the Mayo Clinic<\/a>.<\/p>\n<p>For biological males, the puberty blockers will decrease face and body hair growth, prevent the voice from deepening, and limit genitalia growth, according to Mayo Clinic. And for biological females, the puberty blockers will limit or stop menstruation and the development of the breasts.<\/p>\n<p>The Endocrine Society&nbsp;<a href=\"https:\/\/www.endocrine.org\/clinical-practice-guidelines\/gender-dysphoria-gender-incongruence#2\">recommends<\/a> that clinicians begin puberty blockers after kids first show signs of puberty around age 11.<\/p>\n<p>A U.K. judge <a href=\"https:\/\/www.bbc.com\/news\/uk-england-cambridgeshire-55144148\">ruled in December 2020<\/a>&nbsp;that it is \u201chighly unlikely that a child aged 13 or under would be competent to give consent to the administration of puberty blockers,\u201d adding that \u201cit is doubtful that a child aged 14 or 15 could understand and weigh the long-term risks and consequences of the administration of puberty blockers.\u201d<\/p>\n<p><a href=\"http:\/\/imatyfa.org\/assets\/s131.full.pdf\">Transgender advocates<\/a>&nbsp;\u201cmaintain that \u201cthe suppression of puberty using GnRHa is a reversible phase of treatment\u201d and that&nbsp;<a href=\"https:\/\/www.webmd.com\/parenting\/what-is-transitioning#2\">puberty blockers<\/a> can be considered \u2018buying time\u2019 to allow for an open exploration of the SR [sex reassignment] wish.\u201d<\/p>\n<p>But other experts have called puberty blockers a \u201cmomentous step in the dark,\u201d&nbsp;<a href=\"https:\/\/evolutionnews.org\/2020\/12\/delaying-puberty-or-destroying-it\/\">wrote<\/a> Dr. Jonathan Wells, a senior fellow at the Center for Science and Culture, citing&nbsp;studies showing that almost all children who go on puberty blockers proceed to take cross-sex hormones, which is the next step in the sex-change process.<\/p>\n<p>Cross-sex hormones will cause the individual to develop more masculine or feminine secondary sex characteristics, according to Mayo Clinic.<\/p>\n<p>The Endocrine Society&nbsp;<a href=\"https:\/\/www.endocrine.org\/clinical-practice-guidelines\/gender-dysphoria-gender-incongruence#2\">recommends<\/a>&nbsp;that children \u201cwho fulfill eligibility for gender reassignment\u201d begin cross-sex hormone therapy at age 16, but notes that there may be \u201ccompelling reasons\u201d to begin cross sex hormone treatment earlier, even though there are limited studies on cross-sex hormone treatment administered to children younger than 13 or 14.<\/p>\n<p>Wells wrote that \u201csince almost all children who start on them go on to take cross-sex hormones, it seems that the \u2018completely reversible\u2019 claim is exaggerated.\u201d<\/p>\n<p>It would more truthful, Wells said, to tell parents and children: \u201cWe can give you medicine that will block changes in puberty that you might find disturbing. According to the evidence, if you&nbsp;<em>don\u2019t<\/em>&nbsp;take the medicine there is at least a three out of four chance that you will grow up happy with the body you have. On the other hand, once you start taking the medicine there is a 98 percent chance that you will go on to take cross-sex hormones. Those hormones will probably make you&nbsp;<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6626312\/\">sterile<\/a>, and you may have to take them for the rest of your life.\u201d<\/p>\n<p>The Endocrine Society suggests that young people wait until 18 to obtain sex-change surgery, though in&nbsp;<a href=\"https:\/\/www.psychiatryadvisor.com\/home\/topics\/gender-dysphoria\/medical-guidelines-at-odds-with-public-policy-should-there-be-a-minimum-age-for-gender-transition\/2\/\">some countries<\/a>&nbsp;the age minimum is 16.<\/p>\n<p>\u201cThese surgeries are equivalent to female genital mutilation,\u201d Dr. Michelle Cretella, executive director of the American College of Pediatricians (ACPeds), told the DCNF. \u201cA single transgender surgery on a child is one too many.\u201d<\/p>\n<p>\u201cSadly, over the last 6 years, transgender ideology has infiltrated the field of pediatrics so successfully that so called \u2018gender experts\u2019 can openly boast of sending 13 year old girls for double mastectomies and 16 or 17 year old girls for hysterectomies,\u201d she continued. \u201cSimilarly, minor boys may be sent for castration and\/or penectomies at age 17 (look no further than Jazz Jennings). Most Americans recognize that these surgeries are mutilating and sterilizing children. Consequently, policy makers from over a dozen states have approached ACPeds physicians over the last several years to review and\/or testify in support of their proposed policies.\u201d<\/p>\n<p>ACPeds was the first to sound the alarm 10 years ago about the \u201cgrowing trend to treat gender dysphoria in children as an inborn trait rather than a treatable psychological condition,\u201d Cretella told the DCNF.<\/p>\n<p>\u201cIn the intervening years, I have continued to represent ACPeds at the forefront defending the reality that no child is born in the wrong body,\u201d she continued. \u201cBiological sex is a medically significant unchangeable binary trait that is determined by genes at fertilization.
