However, Youngkin\u2019s comment from the interview, <a href=\"https:\/\/www.youtube.com\/watch?v=L4t0bhMMARo&amp;t=396s\" target=\"_blank\" rel=\"noopener noreferrer\">conducted<\/a> by sister organization Daily Caller News Foundation\u2019s Samantha Renck, appears to have been misconstrued.<\/p>\n<p>When asked in the interview about the <a href=\"https:\/\/news.yahoo.com\/april-2021-jobs-report-payrolls-labor-department-unemployment-181552009.html\" target=\"_blank\" rel=\"noopener noreferrer\">April jobs report<\/a> and governors opting out of federal unemployment benefits, Youngkin <a href=\"https:\/\/www.youtube.com\/watch?v=L4t0bhMMARo&amp;t=396s\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> the following:<\/p>\n<blockquote readability=\"16\">\n<p>I think one of the biggest challenges we have coming out of Washington, and let me just back up and put a bigger picture around it for a minute if I can, which is we, in fact, have unnecessary stimulus being pounded through our economy both from a monetary standpoint coupled with the fact that we have a lot of fiscal stimulus right now. We had a stimulus bill that, in fact, was cloaked in being a COVID stimulus bill with virtually no COVID health in it and a lot of handouts and spending to states that were poorly run, to bankrupt entities like the pension plans in states that are poorly run and payouts to teacher unions. And the bottom line is that what that\u2019s causing is a flash-in-the-pan economic recovery, not a durable one.<\/p>\n<\/blockquote>\n<p>He goes on to state that he thinks a \u201cdurable\u201d economic recovery is \u201cbased on free enterprise, it\u2019s based on businesses growing and hiring people, and expanding the workforce\u201d and that \u201cwe also see inflation creeping in,\u201d according to the <a href=\"https:\/\/www.youtube.com\/watch?v=L4t0bhMMARo&amp;t=396s\" target=\"_blank\" rel=\"noopener noreferrer\">video<\/a>. &nbsp;<strong><a href=\"https:\/\/checkyourfact.com\/2020\/10\/14\/fact-check-joe-biden-ralph-northam-coronavirus\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Did Joe Biden Visit Ralph Northam Before Northam Tested Positive For COVID-19?)<\/a><\/strong><\/p>\n<p>While Youngkin <a href=\"https:\/\/www.youtube.com\/watch?v=0vL1XSkZSWw\" target=\"_blank\" rel=\"noopener noreferrer\">did express criticism<\/a> in the interview about how some funding in the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1319\/text\" target=\"_blank\" rel=\"noopener noreferrer\">American Rescue Plan<\/a> was allocated, it is misleading to characterize his comment as calling COVID-19 relief as a whole \u201cunnecessary stimulus.\u201d He used the phrase \u201cunnecessary stimulus\u201d in reference to <a href=\"https:\/\/www.investopedia.com\/terms\/e\/economic-stimulus.asp\" target=\"_blank\" rel=\"noopener noreferrer\">monetary stimulus<\/a>, which is a central bank action such as lowering interest rates or purchasing securities, and fiscal stimulus, which, according to the <a href=\"https:\/\/www.cbpp.org\/research\/economy\/fiscal-stimulus\" target=\"_blank\" rel=\"noopener noreferrer\">Center on Budget and Policy Priorities<\/a>, occurs when the federal government \u201cincreases spending, cuts taxes, or both\u201d to promote economic growth.<\/p>\n<p>In the context of the remark, Youngkin appears to be referring to certain funding allocations within the American Rescue Plan rather than COVID-19 relief altogether. For example, he criticizes the money allocated in the American Rescue Plan for <a href=\"https:\/\/www.cnbc.com\/2021\/03\/08\/covid-relief-bill-gives-86-billion-bailout-to-failing-union-pension-plans.html\" target=\"_blank\" rel=\"noopener noreferrer\">multi-employer pension plans<\/a> and <a href=\"https:\/\/www.washingtonpost.com\/business\/2021\/02\/15\/biden-stimulus-state-local-aid\/?arc404=true\" target=\"_blank\" rel=\"noopener noreferrer\">state and local government budget aid<\/a>. In the comment, Youngkin also seems to criticize the Federal Reserve\u2019s <a href=\"https:\/\/www.nytimes.com\/2021\/08\/25\/business\/economy\/federal-reserve-jackson-hole-meeting.html\" target=\"_blank\" rel=\"noopener noreferrer\">monetary policy<\/a>, a review of the interview found.<\/p>\n<p>Youngkin has expressed support for COVID-19 relief measures in the past. In <a href=\"https:\/\/twitter.com\/GlennYoungkin\/status\/1424373918337572867\" target=\"_blank\" rel=\"noopener noreferrer\">one Aug. 8 tweet<\/a>, he voiced support for direct COVID-19 relief checks and child tax credits in the American Rescue Plan but said \u201cmore of the bill should have been dedicated to real COVID relief, instead of forcing Virginia taxpayers to bail out other states &amp; cities like San Francisco.\u201d He <a href=\"https:\/\/twitter.com\/GlennYoungkin\/status\/1422212877025517568\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> in an Aug. 2 tweet that \u201cCOVID relief checks and child tax credit payments were important, but not enough\u201d and that \u201ca larger portion of the American Rescue Plan should\u2019ve been dedicated to real COVID relief and recovery.\u201d<\/p>\n<p>In March, Youngkin said in an interview with <a href=\"https:\/\/omny.fm\/shows\/joe-thomas-in-the-morning\/031621-107wchv-governorva-candidate-glennyoungkin?t=11m8s\" target=\"_blank\" rel=\"noopener noreferrer\">local radio station WCHV<\/a> that there were \u201csome elements\u201d of the American Rescue Plan such as the direct payments to Americans that \u201care really helpful\u201d but criticized other parts that he perceived to be unnecessary. He <a href=\"https:\/\/omny.fm\/shows\/joe-thomas-in-the-morning\/031621-107wchv-governorva-candidate-glennyoungkin?t=11m8s\" target=\"_blank\" rel=\"noopener noreferrer\">called<\/a> the direct aid allocated to some local and state governments \u201cbailouts to blue states\u201d in the radio station interview, for instance.<\/p>\n<p>In a <a href=\"https:\/\/video.foxbusiness.com\/v\/6245100229001#sp=show-clips\" target=\"_blank\" rel=\"noopener noreferrer\">Fox Business interview<\/a> in March, he said, \u201cThe COVID spending bill had very little COVID in it and a lot of spending, and a lot of spending going to poorly run states, and a lot of money going to bail out bad decisions made historically.\u201d Check Your Fact has <a href=\"https:\/\/checkyourfact.com\/2021\/03\/05\/fact-check-9-percent-american-rescue-plan-goes-american-people\/\" target=\"_blank\" rel=\"noopener noreferrer\">debunked<\/a> the claim that only 9 percent of the American Rescue Plan goes to the American people, and <a href=\"https:\/\/www.politifact.com\/factchecks\/2021\/mar\/01\/ted-budd\/budd-says-9-stimulus-targets-covid-rest-not-even-r\/\" target=\"_blank\" rel=\"noopener noreferrer\">other<\/a> <a href=\"https:\/\/www.factcheck.org\/2021\/03\/factchecking-cruzs-partisan-spin-on-covid-19-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">fact<\/a><a href=\"https:\/\/www.newsweek.com\/fact-check-only-9-joe-bidens-covid-stimulus-plan-going-public-health-1570369\" target=\"_blank\" rel=\"noopener noreferrer\">-checkers<\/a>&nbsp;have addressed allegations that only 9 percent goes to COVID-19.<\/p>\n<p>\u201cTerry McAuliffe is lying about Glenn Youngkin\u2019s strong support for COVID relief, including PPP loans for small businesses and tax credits and direct checks for families,\u201d Youngkin campaign spokesperson Christian Martinez said in an emailed statement to Check Your Fact when asked about the campaign ad. \u201cWhat Youngkin criticized was Nancy Pelosi\u2019s unnecessary spending on things that had nothing to do with COVID, like her San Francisco bailout.
