While speaking on the House floor Monday, he alerted Congress to the glaring constitutional threats concealed in the new Congress regulations.<\/p>\n<p>The rules, which passed Monday, include provisions to end the minority party&#8217;s ability to use <a href=\"https:\/\/archives-democrats-rules.house.gov\/archives\/recommit_mot.htm\">Motion to Commit<\/a>.
