(Photo by Michael Loccisano\/Getty Images)<\/p>\n<\/div>\n<h5>OAN Newsroom<br \/>\nUPDATED 3:15 PM PT \u2013 Wednesday, December 30, 2020<\/h5>\n<p>California&#8217;s governor announced a <a href=\"https:\/\/www.politico.com\/states\/california\/story\/2020\/12\/30\/newsom-pushes-california-school-reopening-plan-that-could-begin-in-february-1351652\">multi-billion-dollar plan<\/a> to return a portion of the state&#8217;s students to in-person learning.<\/p>\n<p>Gov. Gavin Newsom (D-Calif.) announced the <a href=\"https:\/\/abc7.com\/gov-newsom-covid-update-california-stay-at-home-order-gavin-press-conference-governor\/9200220\/\">plan<\/a> Wednesday. To start, the plan would focus on the youngest students, from kindergarten likely through second grade. The goal is to get these students back in the classroom as early as February.<\/p>\n<p>Newsom emphasized that officials will be looking at the spring, such as February through April, to assess whether or not in-person learning is safe again.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Learning is non-negotiable. Most schools have remained closed throughout the pandemic.<\/p>\n<p>Along with the younger age-group, the plan would <a href=\"https:\/\/deadline.com\/2020\/12\/california-covid-19-governor-gavin-newsom-phased-reopening-schools-plan-1234662890\/\">reportedly<\/a> prioritize low-income students and those with special needs. Schools would also have to submit a health and safety plan before re-opening, which would then go before the local health department for approval within five days.<\/p>\n<p>Newsom defended the plan by citing the low transmission rates of coronavirus between younger students, which is a point long-held by lockdown critics.<\/p>\n<p>&#8220;Safety and mitigation measures clearly&#8211;we believe&#8211;can prevent transmissions in the school setting,&#8221; Newsom stated. &#8220;Transmissions among and from younger students&#8211;students to students&#8211;is simply not common.&#8221;<\/p>\n<div id=\"attachment_2352992\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-2352992\" loading=\"lazy\" class=\"wp-image-2352992 size-full\" src=\"https:\/\/dzm0ugdauank9.cloudfront.net\/wp-content\/uploads\/2020\/12\/AP20365798370975.jpg\" alt=\"\" width=\"1024\" height=\"573\" \/><\/p>\n<p id=\"caption-attachment-2352992\" class=\"wp-caption-text\">This frame from streaming video from the Office of the Governor shows California Gov. (Office of the Governor via AP)<\/p>\n<\/div>\n<p>According to Newsom, the full plan will likely be available by next week. He is expected to see opposition by teachers unions and other Democrats, who&#8217;ve opposed re-opening schools by saying they&#8217;re dangerous to teachers. Reports said large districts have failed to reach agreements with these unions on how to re-open safely.<\/p>\n<p>At the beginning of December, a handful of California school districts announced their intent to bring students back into the classroom. Their target dates fall around the end of January.<\/p>\n<p>Safety protocols include closing a school if five percent of students and staff test positive in a two-week period.
