Biden thanked lawmakers for working \u201cin a bipartisan manner\u201d and declared that the country is \u201con the cusp of an infrastructure decade,\u201d holding up the bill as one that will \u201ctransform America.\u201d<\/p>\n<p>\u201cA historic investment in the nations roads and highways, bridges and transit,\u201d Biden said. \u201cAnd our drinking water systems and broadband, clean energy, environmental cleanup. And making infrastructure more resilient and the climate crisis much more in our minds in how do we deal with it.\u201d<\/p>\n<p>\u201cYou know, we\u2019re poised once again \u2013 and I mean this in a literal sense \u2013 to make the same kind of historic investments that have so often made it possible for America to build the future and allow us to outcompete the rest of the world,\u201d Biden continued.<\/p>\n<p><strong>WATCH:<\/strong><\/p>\n<p>The president said this infrastructure bill \u201cinvests in America itself\u201d and highlighted the \u201coverwhelming support\u201d it received by the Senate. He said the proposal will create \u201cmillions of good union jobs\u201d around the country.<\/p>\n<p>\u201cAmerica. America, this is how we truly build back better,\u201d Biden said. \u201cThis bill\u2019s gonna put people to work, modernizing our roads and our highways and our bridges so commuters and truckers don\u2019t lose time in traffic, saving billions of dollars nationally.\u201d<\/p>\n<p>The president continued to highlight portions of the bill, mentioning clean water, available and affordable internet, and more. He also said that <a href=\"https:\/\/dailycaller.com\/2021\/08\/06\/joe-biden-july-jobs-report-warns-message-celebratory-delta-variant\/\">the July jobs report<\/a> indicates the \u201ceconomy is recovering at a record rate.\u201d The report indicated 943,000 added jobs and a fall to 5.4% for the <a href=\"https:\/\/dailycaller.com\/2021\/08\/06\/economy-job-growth-joe-biden-labor-department\/\">unemployment rate.<\/a><\/p>\n<p>\u201cThis bill shows that we can work together. I know a lot of people \u2013 some sitting in the audience here \u2013 that didn\u2019t think this could happen,\u201d Biden said, noting that bipartisanship was \u201ccharacterized as a relic of an earlier age.\u201d<\/p>\n<p>\u201cAs you may well remember, I never believed that. I still don\u2019t,\u201d the president said, once again thanking the various senators and particularly expressing gratitude towards the Republicans who backed it.<\/p>\n<p>Biden briefly mentioned the uphill battle the bill still faces, declaring the \u201cwork is far from over.\u201d He noted the bill has to go through the House and expressed optimism that he\u2019ll be able to win \u201cits approval.\u201d<\/p>\n<p><strong>WATCH:<\/strong><\/p>\n<p>The president\u2019s biggest battle yet, however, may involve his own party, as progressive Democrats \u2013&nbsp;including House Speaker Nancy Pelosi \u2013 have <a href=\"https:\/\/www.cnbc.com\/2021\/08\/10\/the-senate-passes-infrastructure-bill-whats-next.html\">vowed to hold<\/a> the bill until the Senate passes a separate, larger and more partisan reconciliation bill.<\/p>\n<p>White House press secretary Jen Psaki <a href=\"https:\/\/dailycaller.com\/2021\/08\/10\/psaki-biden-budget-reconciliation-infrastructure-bill\/\">defended<\/a> Pelosi\u2019s decision to sit on the infrastructure bill, even as the administration presses how important it is to get passed. Psaki told reporters Tuesday that the administration is \u201cconfident and comfortable\u201d with Pelosi\u2019s decision. <strong><a href=\"https:\/\/dailycaller.com\/2021\/02\/05\/jen-psaki-nancy-pelosi-coronavirus-relief-bill-bipartisan-budget-reconciliation\/\">(RELATED:&nbsp;Jen Psaki Says \u2018Never Doubt Speaker Pelosi In Anything She Says\u2019 When Asked About COVID-19 Relief Package Timeline)<\/a><\/strong><\/p>\n<p>\u201cWell, these are vital because they are long overdue, and it\u2019s important to modernize our infrastructure and make sure kids have access to clean drinking water,\u201d Psaki explained. \u201cIt\u2019s also designed as a plan that would be implemented over the course of eight years.\u201d<\/p>\n<p>Republican lawmakers are not fans of the second infrastructure package. Some Democratic lawmakers, like West Virginia Sen. Joe Manchin and Arizona Sen.
