During a speech in San Diego on Monday, Elder slammed the state\u2019s public education system and highlighted how children have been failing state standardized tests.<\/p>\n<p>\u201cTwo percent of the kids at Crenshaw High School are math proficient,\u201d he explained. \u201cNow, who sends their kid to a school where only two percent of the kids are math proficient if they have an option out? Many of them have substance abuse. They need to be treated. They need to be cared for, but we need to build low cost housing so they have somewhere to go,\u201d he asserted. \u201cWe cannot tolerate what\u2019s going on, having people pitching tents and sleeping on sidewalks.
