The order cited Florida\u2019s Parents\u2019 Bill of Rights and directed the state\u2019s health and education departments to design and implement rules to \u201cprotect parents\u2019 freedom to choose whether their children wear masks.\u201d<\/p>\n<p>The state education board unanimously approved the rule on Friday.<\/p>\n<p>The transfer voucher will come in the form of a Hope Scholarship, intended to protect students from bullying. The rule adds \u201cCovid-19 harassment\u201d as a prohibited form of discrimination, defining it as \u201cany threatening, discriminatory, insulting, or dehumanizing verbal, written or physical conduct an individual student suffers in relation to, or as a result of, school district protocols for COVID-19, including masking requirements, the separation or isolation of students, or COVID-19 testing requirements, that have the effect of substantially interfering with a student\u2019s educational performance, opportunities or benefits.\u201d<\/p>\n<p>\u201cUnnecessarily isolating, quarantining, or subjecting children to physical COVID-19 constraints in schools poses a threat to developmental upbringing and should not occur absent a heightened showing of an actual illness or serious risk of illness to other students,\u201d the rule adds.<\/p>\n<p>A public school\u2019s failure to comply with the new rule could result in state funds being delayed.<\/p>\n<p>DeSantis on Friday reiterated that he is not looking to reimplement lockdown measures for Florida despite the state\u2019s recent surge in coronavirus cases, saying lockdown measures do not work and are in fact \u201cdestructive.\u201d<\/p>\n<p>\u201cIn terms of imposing any restrictions, that\u2019s not happening in Florida. It\u2019s harmful. It\u2019s destructive. It does not work,\u201d DeSantis said at a press conference. \u201cWe really believe that individuals know how to best assess their risks. We trust them to be able to make those decisions. We just want to make sure everybody has information.\u201d<\/p>\n<p>DeSantis\u2019 ban on mask mandates came a day after the Centers for Disease Control and Prevention issued new guidance recommending that all students, teachers, and other staff in K-12 schools wear face masks when the new school year starts this fall.<\/p>\n<p>The Florida Education Association criticized the order, saying in a <a href=\"https:\/\/twitter.com\/FloridaEA\/status\/1421137604351873024\">statement<\/a> that \u201cdecisions on health and safety will not come in one-size-fits-all solutions.\u201d<\/p>\n<p>Former President Donald Trump also condemned the CDC guidance, declaring, \u201cwe won\u2019t go back.\u201d<\/p>\n<p>\u201cWe won\u2019t mask our children.
