He regularly bantered and engaged in comedy routines with his younger brother, CNN host Chris Cuomo. The recently divorced \u201cLove Guv,\u201d as Chris called him, relished the adulation of hardcore fans who dubbed themselves \u201c<a href=\"https:\/\/www.latimes.com\/entertainment-arts\/story\/2020-04-28\/andrew-cuomo-sexual-ellen-degeneres-youtube\">Cuomosexuals<\/a>.\u201d The Governor wrote a book, won an Emmy, and cemented himself as the most beloved elected Democrat in the nation.<\/p>\n<p>Fast forward 12 months. Cuomo finds himself at the vortex of multiple scandals, ranging from the lurid to the deadly. President Joe Biden, who once hailed Cuomo as \u201c<a href=\"https:\/\/www.dailywire.com\/news\/psaki-on-if-biden-still-considers-gov-cuomo-to-be-pandemic-gold-standard-not-a-yes-or-no-answer\">the gold standard<\/a>\u201d of governors and <a href=\"https:\/\/twitter.com\/JoeBiden\/status\/1295539662631645189\">saluted<\/a> \u201cthe example you\u2019ve set for all Americans during this pandemic,\u201d has called on <a href=\"https:\/\/www.dailywire.com\/news\/biden-calls-on-cuomo-to-resign-following-bombshell-ag-report-detailing-sexual-harassment-allegations\">Cuomo to resign<\/a>. Opposition within New York\u2019s congressional delegation spans the ideological spectrum, and should he refuse to resign, at least <a href=\"https:\/\/www.sun-sentinel.com\/news\/nationworld\/ct-aud-nw-cuomo-sexual-harassment-20210804-bliprw3dbbh2havnfzg57g2vei-story.html\">83<\/a> of the state\u2019s 150 Assembly members say they favor initiating impeachment proceedings.<\/p>\n<p>How did Andrew Cuomo fall so far, so fast? A look at his record \u2014 including his history of governing by fear and intimidation \u2014 shows that any clear-eyed pundit should have seen this train wreck coming long ago.<\/p>\n<p><strong>Bullying His Way to the Top<\/strong><\/p>\n<p>Andrew Mark Cuomo was born December 6, 1957, the son of future three-term New York Governor Mario Cuomo. The younger Cuomo entered public life in the 1980s as \u201cbad cop\u201d to his father\u2019s \u201cgood cop.\u201d Andrew Cuomo\u2019s strong-arming tactics earned him the nickname \u201cthe enforcer.\u201d He had a reputation for \u201cbullying, yelling, putting people down,\u201d <a href=\"https:\/\/www.nytimes.com\/2021\/03\/13\/us\/politics\/andrew-cuomo-scandals.html\">remembers<\/a>&nbsp;Nelson Adler, a senior aide on the 1982 campaign.<\/p>\n<div id=\"attachment_253206\" class=\"wp-caption aligncenter\" readability=\"32\"><img decoding=\"async\" aria-describedby=\"caption-attachment-253206\" loading=\"lazy\" class=\" wp-image-253206\" src=\"https:\/\/www.dailywire.com\/wp-content\/uploads\/2021\/08\/GettyImages-1044382470-300x210.jpg\" alt=\"New York City, N.Y.: New York Governor Mario Cuomo makes a victory speech after winning re-election, at the Sheraton Centre in Manhattan, New York on November 4, 1986. Richard Lee\/Newsday RM via Getty Images<\/p>\n<\/div>\n<p>Cuomo burnished his political credentials after President Bill Clinton appointed him assistant secretary of the Department of Housing and Urban Development in 1993. When an FBI investigation ousted Secretary Henry Cisneros, Cuomo threw some sharp elbows to assure Clinton tapped him to lead HUD from 1997 until the end of his second term. HUD launched an <a href=\"https:\/\/nypost.com\/2002\/05\/21\/cuomo-engineered-his-high-rise-used-loan-probe-to-ko-rival-for-fed-housing-job\/\">investigation<\/a> against the Clintons\u2019 reported first choice, Seattle Mayor Norm Rice, shortly after the 1996 election. During the probe, Clinton named Cuomo as HUD secretary. Rice was later cleared of any wrongdoing.<\/p>\n<p>At HUD, Cuomo busied himself with public relations. \u201cSure, I\u2019m doing PR. The PR is the most important thing I do,\u201d he <a href=\"https:\/\/www.washingtonpost.com\/archive\/politics\/1999\/05\/29\/huds-cuomo-raises-voice-in-anti-poverty-campaign\/49547cbc-49bc-477a-9b44-1f357dd806cb\/\">told<\/a> The Washington Post. But questions arose about whose image he was enhancing. \u201cIn 2000, Cuomo\u2019s HUD administration issued 302 press releases in 331 working days. Most of these releases contained headlines touting Cuomo, not the president,\u201d <a href=\"https:\/\/www.downsizinggovernment.org\/hud\/scandals\">according<\/a> to Tad DeHaven of the Cato Institute. As he geared up for a political career in the Empire State, he visited New York six times more than any other state.<\/p>\n<p>When his decision to fire career HUD officials and hire a well-paid cadre of \u201cpublic outreach\u201d activists known as \u201cCommunity Builders\u201d came under fire, HUD employees said Cuomo bullied them into silence. The Inspector General\u2019s report <a href=\"https:\/\/www.wsj.com\/articles\/SB10001424052702303738504575568713427382050\">said<\/a> that HUD leadership \u201ctold employees not to talk to us,\u201d gave them pre-approved answers, and threatened them so badly they \u201cfeared reprisals.\u201d The Wall Street Journal reported that \u201c[S]enior officials under Mr. Cuomo \u2026 took the unusual step of asking the Inspector General\u2019s office for the names of HUD employees who spoke with auditors.\u201d Robert Paquin said he was demoted after he talked to investigators.<\/p>\n<p>His bullying extended to policy, where he <a href=\"https:\/\/buffalonews.com\/news\/cuomos-hud-career-under-scrutiny-questions-persist-over-departments-possible-role-in-subprime-mortgage-meltdown\/article_18769d7b-2f58-54a1-9935-9f8fffcd8b83.html\">pressured<\/a> lenders Fannie Mae and Freddie Mac to extend home loans to the poor while reducing the required deposit. \u201cClearly, he decided to make a name for himself by trying to push the envelope,\u201d said Arnold Kling, formerly of Freddie Mac. But he rebounded, becoming the state\u2019s Attorney General in 2006. Four years later, he defeated Republican <a href=\"http:\/\/therightswriter.com\/2010\/10\/carl-paladino-was-right\/\">Carl Paladino<\/a> to become New York\u2019s <a href=\"https:\/\/www.nga.org\/governor\/andrew-cuomo\/\">56th governor<\/a>, and the second surnamed Cuomo.<\/p>\n<p>He governed as a traditional liberal. He raised taxes and increased <a href=\"https:\/\/www.cato.org\/white-paper\/fiscal-policy-report-card-americas-governors-2020#download\">spending<\/a>. He <a href=\"https:\/\/www.dailywire.com\/news\/ny-governor-cuomo-celebrates-allowing-abortion-hank-berrien\">celebrated<\/a>&nbsp;signing the <a href=\"https:\/\/www.liveaction.org\/news\/new-york-nixes-protections-preborn\/\">Reproductive Health Act<\/a>, which allows taxpayer-funded abortion throughout <a href=\"https:\/\/www.dailywire.com\/news\/horror-new-york-set-legalize-abortion-birth-amanda-prestigiacomo\">all nine months of pregnancy<\/a> and removed protections for babies born alive during botched abortions. He enacted restrictive gun control measures via the New York Secure Ammunition and Firearms Enforcement (NY SAFE) Act of 2013 and called NRA members \u201c<a href=\"https:\/\/www.dailywire.com\/news\/ny-gov-andrew-cuomo-sneers-nra-these-guys-are-bad-hank-berrien\">bad guys<\/a>.\u201d In 2014, he tried to push conservatives <a href=\"https:\/\/www.washingtontimes.com\/news\/2014\/jan\/19\/gov-cuomo-pro-life-conservatives-have-no-place-new\/\">out of the state<\/a> of New York. Those he deemed \u201cextreme conservatives, who are right-to-life, pro-assault-weapon, anti-gay [marriage] \u2026 have no place in the state of New York, because that\u2019s not who New Yorkers are.\u201d<\/p>\n<p>When New York became the epicenter of COVID-19, he seized the spotlight with daily televised updates. The media, desperate to create an alternative to President Donald Trump\u2019s contentious daily briefings, anointed Cuomo as the anti-Trump. U.S. News and World Report dubbed him \u201c<a href=\"https:\/\/www.usnews.com\/news\/health-news\/articles\/2020-03-23\/how-coronavirus-made-andrew-cuomo-americas-governor\">America\u2019s Governor<\/a>.\u201d Former Republican-strategist-turned-MSNBC-host Nicolle Wallace <a href=\"https:\/\/twitter.com\/theMRC\/status\/1422604854858555392\">told<\/a> her audience that Cuomo is \u201ceverything Trump isn\u2019t: honest, direct, brave.\u201d Watergate reporter Carl Bernstein said Cuomo provided \u201creal leadership of the kind the president of the United States should have provided.\u201d MSNBC\u2019s Joy Reid <a href=\"https:\/\/twitter.com\/JoyAnnReid\/status\/1241385522683150336\">tweeted<\/a> that Cuomo\u2019s \u201cpress conferences are just putting Donald Trump to shame.\u201d The Washington Post\u2019s house \u201cconservative,\u201d Jennifer Rubin, <a href=\"https:\/\/twitter.com\/jrubinblogger\/status\/1242842512743641095\">summed up<\/a> the view of the intelligentsia: \u201cWatching Andrew Cuomo is inspiring, uplifting, fascinating. He weaves details and humor and math and common sense all together. He is magnificent. Let\u2019s just listen to him.\u201d<\/p>\n<p>By April, <a href=\"https:\/\/nypost.com\/2020\/04\/10\/democrats-want-to-drop-joe-biden-for-andrew-cuomo-poll-finds\/\">56%<\/a> of Democrats said they wanted Cuomo to replace Biden as the Democratic Party\u2019s 2020 presidential candidate. Fashion designers sold cashmere \u201cCuomo for President\u201d sweatshirts for <a href=\"https:\/\/www.businessinsider.com\/where-to-buy-cuomo-for-president-shirt-lingua-franca-2020-3\">$285<\/a> apiece.<\/p>\n<p>Some of the praise bordered on the erotic. Vogue<em>&nbsp;<\/em>magazine featured two love letters to Cuomo: Chelsea Handler\u2019s \u201c<a href=\"https:\/\/www.vogue.com\/article\/chelsea-handler-andrew-cuomo-love-letter\">Dear Andrew Cuomo, I want to be your First Lady<\/a>\u201d and Molly Jong-Fast\u2019s&nbsp;\u201c<u><a href=\"https:\/\/www.vogue.com\/article\/andrew-cuomo-why-we-love-him-now-coronavirus\">Why We Are Crushing on Andrew Cuomo Right Now<\/a><\/u>.\u201d The left-wing feminist website Jezebel declared, \u201c<u><a href=\"https:\/\/jezebel.com\/help-i-think-im-in-love-with-andrew-cuomo-1842396411\">Help, I Think I\u2019m In Love With Andrew Cuomo???<\/a><\/u>\u201d<\/p>\n<p>Other rewards proved more tangible: Cuomo has received <a href=\"https:\/\/www.dailywire.com\/news\/gov-cuomo-was-paid-5-1-million-for-covid-book-despite-mass-nursing-home-deaths-report\">$5.12 million<\/a> in royalties from his book,&nbsp;Leadership Lessons From the COVID-19 Pandemic. He won an <a href=\"https:\/\/www.dailywire.com\/news\/gov-andrew-cuomo-wins-international-emmy-for-covid-19-press-briefings\">Emmy<\/a> last November&nbsp;\u201cin recognition of his leadership during the Covid-19 pandemic and his masterful use of TV to inform and calm people around the world.\u201d The pandemic \u201cwas a tremendous personal benefit,\u201d he <a href=\"https:\/\/www.dailywire.com\/news\/andrew-cuomo-says-leading-pandemic-was-a-tremendous-personal-benefit-after-making-5-million-from-book\">said<\/a>.<\/p>\n<p>But problems were brewing that set the stage for his fall.<\/p>\n<p><strong>Bullying His Way to the Bottom<\/strong><\/p>\n<p>Behind the scenes, Andrew Cuomo continued his old ways. \u201cThe problem with Cuomo is no one has ever liked him,\u201d former Democratic lieutenant governor Richard Ravitch told the New York Times. \u201cHe\u2019s not a nice person and he doesn\u2019t have any real friends.\u201d The Times described his three terms in office as \u201ca decade-long reign of ruthlessness and governance by brute force.\u201d He solicited <a href=\"https:\/\/www.dailywire.com\/news\/andrew-cuomos-5-worst-moves-as-new-yorks-governor\">more than $2 million<\/a> in campaign donations from political appointees, their families, or businesses, and demanded absolute loyalty.<\/p>\n<p>But he could also prove loyal to donors. \u201c[D]uring Cuomo\u2019s 2018 re-election bid, his campaign asked the Greater New York Hospital Association for a donation to the state Democratic Party,\u201d <a href=\"https:\/\/www.empirecenter.org\/publications\/editorial-cuomos-problematic-medicaid-maneuvers\/\">reported<\/a> the Buffalo News. The hospital lobby provided $1 million, twice the amount of their largest donation at that time, and Cuomo promptly gave them one of their key aims: He raised the amount the state pays hospitals that treat Medicaid patients.<\/p>\n<p>Cuomo and the GNYHA developed a cozy relationship. When New York City became the epicenter of the novel coronavirus global pandemic, GNYHA came to Cuomo for relief. They wanted permission to transfer COVID-positive patients to other facilities, including nursing homes, and they wanted to limit their liability for the treatment they accorded patients. On March 25, 2020, Cuomo complied. To free up hospital beds, he <a href=\"https:\/\/dmna.ny.gov\/covid19\/docs\/all\/DOH_COVID19%20_NHAdmissionsReadmissions_%20032520.pdf\">ordered<\/a>, \u201cNo resident shall be denied re-admission or admission to the [nursing home] solely based on a confirmed or suspected diagnosis of COVID-19.\u201d<\/p>\n<div id=\"attachment_253191\" class=\"wp-caption aligncenter\" readability=\"32\"><img decoding=\"async\" aria-describedby=\"caption-attachment-253191\" loading=\"lazy\" class=\" wp-image-253191\" src=\"https:\/\/www.dailywire.com\/wp-content\/uploads\/2021\/08\/GettyImages-1233470022-300x200.jpg\" alt=\"NEW YORK, NY - JUNE 15: New York Gov. (Photo by David Dee Delgado\/Getty Images)\" width=\"775\" height=\"516\" srcset=\"https:\/\/dw-wp-production.imgix.net\/2021\/08\/GettyImages-1233470022-300x200.jpg 300w, https:\/\/dw-wp-production.imgix.net\/2021\/08\/GettyImages-1233470022-864x576.jpg 864w, https:\/\/dw-wp-production.imgix.net\/2021\/08\/GettyImages-1233470022-768x512.jpg 768w, https:\/\/dw-wp-production.imgix.net\/2021\/08\/GettyImages-1233470022.jpg 1024w\" sizes=\"auto, (max-width: 775px) 100vw, 775px\" \/><\/p>\n<p id=\"caption-attachment-253191\" class=\"wp-caption-text\">David Dee Delgado\/Getty Images<\/p>\n<\/div>\n<p>Placing COVID-positive patients in a confined space with the elderly, who are most vulnerable to the virus, caused deaths to spike. \u201cIn the name of easing a crisis for the association\u2019s members, the Cuomo administration contributed to a disaster for vulnerable nursing-home residents, who died by the thousands,\u201d <a href=\"https:\/\/www.empirecenter.org\/publications\/the-hospital-lobbyists-behind-cuomos-nursing-home-scandal\/\">wrote<\/a> <a href=\"https:\/\/twitter.com\/NYHammond\">Bill Hammond<\/a> of the Empire Center.<\/p>\n<p>Cuomo had two advantages: First, the media reported little negative news about the \u201cLove Guv.\u201d Only <a href=\"https:\/\/www.newsbusters.org\/blogs\/nb\/rich-noyes\/2021\/03\/01\/medias-shameful-cover-andrew-cuomos-nursing-home-scandal\">0.5%<\/a>of evening broadcast news stories about Cuomo mentioned nursing home deaths, according to a study from the Media Research Center. Second, his administration cooked the books. \u201cBasically, we froze\u201d the count when the death toll began rising, Cuomo\u2019s secretary Melissa DeRosa <a href=\"https:\/\/www.dailywire.com\/news\/report-cuomos-top-aide-says-new-york-hid-nursing-home-death-toll\">confessed<\/a> to state legislators. \u201cWe weren\u2019t sure if what we were going to give to the [Trump administration] Department of Justice \u2026 was going to be used against us, [and] we weren\u2019t sure if there was going to be an investigation.\u201d<\/p>\n<p>The state reported <a href=\"https:\/\/www.dailywire.com\/news\/timeline-andrew-cuomos-scandalous-covid-19-response\">6,600<\/a> nursing home deaths from the coronavirus last August. The Associated Press estimated the real number at 11,000; the New York Times <a href=\"https:\/\/www.nytimes.com\/interactive\/2020\/us\/coronavirus-nursing-homes.html\">estimates<\/a> the nursing home death toll now stands at 15,000. The dam burst in February, when Democratic state Assembly member Ronald Kim <a href=\"https:\/\/www.dailywire.com\/news\/democrat-lawmaker-claims-governor-cuomo-threatened-to-destroy-him-over-nursing-home-criticisms\">said<\/a> Cuomo called \u201cto threaten my career if I did not cover up for\u201d him on the nursing home lie. Instead, Kim went public.<\/p>\n<p>At the same time, a host of women came forward to say Andrew Cuomo had sexually harassed them. A total of 11 women would accuse the governor of everything from asking leading questions about having sex with an older man, to groping multiple women\u2019s buttocks over their clothes, to fondling a woman\u2019s breast under her clothes. On August 3, New York Attorney General Letitia James released a <a href=\"https:\/\/ag.ny.gov\/sites\/default\/files\/2021.08.03_nyag_-_investigative_report.pdf\">165-page report<\/a>, not including three appendices, citing 70,000 pieces of evidence. Yet Cuomo remained defiant. \u201c<a href=\"https:\/\/www.dailywire.com\/news\/i-do-it-with-everyone-andrew-cuomo-defends-himself-at-press-conference-refuses-to-resign\">I do it with everyone<\/a>,\u201d Cuomo said in his defense \u2014 a fact he and his detractors can agree on.<\/p>\n<p>Today, Cuomo\u2019s approval ratings cross the partisan divide again: New Yorkers stand united against him. A Marist poll taken after the bombshell AG report found that <a href=\"http:\/\/maristpoll.marist.edu\/marist-poll-results-analysis-governor-andrew-cuomo\/#sthash.mFhmIqiN.MwF0YlSP.dpbs\">59%<\/a> of New York voters think Governor Cuomo should resign, including 52% of Democrats and 77% of Republicans. Just under half (48%) of all respondents said he should be impeached. A mere 18% of Democrats think Cuomo deserves to be reelected to a coveted (and historic) fourth term in 2022.<\/p>\n<p>Andrew Cuomo has spent a lifetime choosing bullying over persuasion, hostility over comity, and self-preservation over accountability.
