Ralph Northam (D-VA) and Gayle Conelly Manchin \u2014 the wife of Sen. Joe Manchin (D-WV).&nbsp;<\/span><\/p>\n<p><span>The <\/span><a href=\"https:\/\/www.arc.gov\/arcs-structure-and-leadership\/\"><span>Appalachian Regional Commission<\/span><\/a><span> \u2014 an \u201ceconomic development partnership agency of the federal government and 13 state governments\u201d that seeks to \u201cbuild community capacity and strengthen economic growth in Appalachia\u201d \u2014 receives $200 million per year through 2026 under the current version of the infrastructure <\/span><a href=\"https:\/\/www.epw.senate.gov\/public\/_cache\/files\/e\/a\/ea1eb2e4-56bd-45f1-a260-9d6ee951bc96\/F8A7C77D69BE09151F210EB4DFE872CD.edw21a09.pdf\"><span>legislation<\/span><\/a><span>.<\/span><\/p>\n<p><span>As <\/span><a href=\"https:\/\/www.washingtonexaminer.com\/news\/infrastructure-bill-manchin-wife-billion\"><span>The Washington Examiner<\/span><\/a><span> reported, Conelly Manchin was \u201cappointed to the post by President Joe Biden and unanimously confirmed by the Senate in April.\u201d<\/span><\/p>\n<p><span>The President\u2019s first budget proposal requested a similar degree of funding \u2014 namely, $235 million for fiscal year 2022, as well as $1 billion for the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) initiative spread over five years through the American Jobs Plan.<\/span><\/p>\n<p><span>\u201cThe President\u2019s budget demonstrates his steadfast commitment to the work already underway to transform Appalachia\u2019s economic future through ARC\u2019s programs,\u201d <\/span><a href=\"https:\/\/www.arc.gov\/news\/president-bidens-fy-2022-budget-proposal-includes-235-million-for-the-appalachian-regional-commission-1-billion-for-coal-impacted-communities-through-the-american-job-plan\/\"><span>said<\/span><\/a><span> Conelly Manchin in May. \u201cMoreover, the proposed funding for POWER will allow ARC to more adequately meet the overwhelming needs of communities impacted by job losses resulting from the decline in the coal industry. These ARC grants will be instrumental to the long-term diversification and economic growth in Appalachia.\u201d<\/span><\/p>\n<p><span>The Washington Examiner also noted that the Infrastructure Investment and Jobs Act would significantly increase funding for the organization; the <\/span><a href=\"https:\/\/www.arc.gov\/arcs-power-initiative\/\"><span>initiative<\/span><\/a><span> \u201chas invested over $238 million in 293 projects touching 353 counties across Appalachia\u201d since 2015.<\/span><\/p>\n<p><span>Manchin \u2014 who, alongside fellow infrastructure bill supporter Sen. Kyrsten Sinema (D-AZ), is widely considered to be a centrist \u2014 is an important vote in the evenly-divided Senate. His <\/span><a href=\"https:\/\/www.dailywire.com\/news\/sen-manchin-snaps-at-reporter-asking-if-hell-end-filibuster-what-dont-you-understand-about-never\"><span>opposition<\/span><\/a><span> to amending the filibuster \u2014 which sets the threshold to hold debate in the Senate at sixty votes \u2014 has created headaches for Democratic leadership.<\/span><\/p>\n<p><span>Sinema <\/span><a href=\"https:\/\/www.dailywire.com\/news\/sinema-opposes-3-5-trillion-budget-throwing-wrench-in-democratic-plans\"><span>revealed<\/span><\/a><span> last week that she does not support Democrats\u2019 $3.5 trillion budget reconciliation plan \u2014 which requires lock-step allegiance from Senate Democrats in order to pass President Biden\u2019s agenda without sixty votes.<\/span><\/p>\n<p><span>\u201cI have also made clear that while I will support beginning this process, I do not support a bill that costs $3.5 trillion \u2014 and in the coming months, I will work in good faith to develop this legislation with my colleagues and the administration to strengthen Arizona\u2019s economy and help Arizona\u2019s everyday families get ahead,\u201d Sinema explained in a statement to <\/span><a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/arizona\/2021\/07\/28\/arizona-sen-kyrsten-sinema-wont-back-democrats-3-5-trillion-reconciliation-bill\/5402193001\/\"><span>The Arizona Republic<\/span><\/a><span>.<\/span><\/p>\n<p><i><span>The Daily Wire is one of America\u2019s fastest-growing conservative media companies and counter-cultural outlets for news, opinion, and entertainment.
