Version: 4.0.47--><div><img decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/07\/Joe-Biden-3.jpg?w=1200&amp;h=800&amp;ixlib=react-9.0.3\" class=\"ff-og-image-inserted\" \/><\/div>\n<p><span>Economists project that President Biden\u2019s first budget proposal would cut economic output by 1.5% over the next three decades if enacted.<\/span><\/p>\n<p><span>A report from <\/span><a href=\"https:\/\/budgetmodel.wharton.upenn.edu\/issues\/2021\/7\/6\/president-biden-fy2022-budget-effects\"><span>Penn Wharton Budget Model<\/span><\/a><span> \u2014 a project of the University of Pennsylvania\u2019s Wharton School that evaluates public policy for fiscal impacts \u2014 suggests that the Commander-in-Chief\u2019s budget would establish $6.1 trillion in new spending over the next decade, while only raising $3.9 trillion.<\/span><\/p>\n<p><span>Relative to current law, the deficit spending would therefore cut gross domestic product \u2014 the amount of final goods and services produced by the United States within a given year \u2014 by 1.5% over the next three decades.<\/span><\/p>\n<p><span>Under the current version of President Biden\u2019s budget, the federal government would raise most of the $3.919 trillion through the following provisions:<\/span><\/p>\n<ul>\n<li><span>Increase the corporate tax rate to 28% \u2014 $892 billion<\/span><\/li>\n<li><span>Revise Global Intangible Low-Taxed Income (GILTI), disallow deductions attributable to exempt income, and limit inversions \u2014 $728 billion<\/span><\/li>\n<li><span>Tax compliance and registration \u2014 $480 billion<\/span><\/li>\n<li><span>Capital gains provisions, tax carried interest as ordinary income \u2014 $376 billion<\/span><\/li>\n<li><span>Repeal the Foreign Derived Intangible Income (FDII) deduction \u2014 $260 billion<\/span><\/li>\n<\/ul>\n<p><span>Meanwhile, the majority of the $6.143 trillion in new spending would occur through the following programs:<\/span><\/p>\n<ul>\n<li><span>Research and development \u2014 $1.133 trillion<\/span><\/li>\n<li><span>Education \u2014 $1.109 trillion<\/span><\/li>\n<li><span>Infrastructure \u2014 $1.031 trillion<\/span><\/li>\n<li><span>Individual tax credits \u2014 $853 billion<\/span><\/li>\n<li><span>Child care \u2014 $550 billion<\/span><\/li>\n<li><span>Long-term care \u2014 $400 billion<\/span><\/li>\n<\/ul>\n<p><span>Though the budget package includes the <\/span><a href=\"https:\/\/www.dailywire.com\/news\/nonpartisan-economists-say-bidens-infrastructure-plan-will-decrease-economic-growth\"><span>American Jobs Plan<\/span><\/a><span> and <\/span><a href=\"https:\/\/www.dailywire.com\/news\/bidens-american-families-plan-is-far-from-a-new-deal-economic-boon\"><span>American Families Plan<\/span><\/a><span>, it also adds another $393 billion not originally included in either proposal.<\/span><\/p>\n<p><span>The Wharton economists note that the budget\u2019s focus on transfers \u2014 payments that the federal government makes to individual citizens without receiving any good or service in return \u2014 would diminish economic output:<\/span><\/p>\n<blockquote readability=\"11\">\n<p><i><span>Spending earmarked toward affordable housing and home- and community-based care primarily has transfer effects. Affordable housing spending generally benefits households with below-median incomes, while caregiving provisions \u2014 mainly implemented through Medicaid \u2014 generally benefit older and Medicaid-eligible households. Transfers to working-age households let those individuals work less without consuming less, reducing overall labor supply, thereby creating a downward pull on GDP.<\/span><\/i><\/p>\n<\/blockquote>\n<p><span>The budget also disincentivizes investment spending, thereby limiting other key growth metrics:<\/span><\/p>\n<blockquote readability=\"12\">\n<p><i><span>The net effect is a reduction in the capital stock of 4.2 percent relative to baseline in 2050. Lower capital reduces the wage rate businesses are willing to pay by 0.9 percent in 2050. Hours worked, therefore, decline by 0.6 percent in 2050 as workers choose to work less given lower wages. Overall, despite the boost to productivity from public investments, GDP is 1.5 percent lower than baseline in 2050.<\/span><\/i><\/p>\n<\/blockquote>\n<p><span>It is unclear which sections of President Biden\u2019s budget will be successfully passed by Congressional Democrats, who are currently attempting to enact a $3.5 trillion omnibus through budget reconciliation.&nbsp;<\/span><\/p>\n<p><span>Although the maneuver requires lock-step loyalty from the fifty Senate Democrats, Sen.
