Written by the union\u2019s chief counsel, the letter claimed \u201cthe Governor abruptly turned away from the legal requirements of notice and bargaining\u201d by changing work conditions for the local\u2019s 96,000 members.<\/p>\n<p>Brown said he \u201cdid not consult\u201d the union\u2019s board before the document was drafted, a move that has reportedly divided members, <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/the-state-worker\/article253118103.html\">according<\/a> to The Sacramento Bee.<\/p>\n<p>A press release from Brown said that Newsom never specified how the vaccine verification mandate would be implemented by state agencies and went on to question whether the requirement \u201cwas a knee-jerk reaction to the rising number of COVID-19 cases.\u201d<\/p>\n<p>\u201cLast March, Governor Newsom was quick to issue a stay-at-home order in response to the growing COVID-19 pandemic, forcing thousands of state employees into teleworking full time,\u201d said Brown in a <a href=\"https:\/\/www.seiu1000.org\/sites\/main\/files\/file-attachments\/press_release-_cease-and-desist__7.28.21.pdf\">statement<\/a> issued on Wednesday. \u201cHis actions today might suggest he is willing to risk the health and safety of state employees by having them return to the office.\u201d<\/p>\n<p>\u201cI\u2019m not willing to accept that risk at this time.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"6.3250883392226\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/sacbee_news?ref_src=twsrc%5Etfw\">@sacbee_news<\/a> <a href=\"https:\/\/twitter.com\/SacBeeEditBoard?ref_src=twsrc%5Etfw\">@SacBeeEditBoard<\/a> <a href=\"https:\/\/twitter.com\/amychance?ref_src=twsrc%5Etfw\">@amychance<\/a> <a href=\"https:\/\/twitter.com\/TheStateWorker?ref_src=twsrc%5Etfw\">@TheStateWorker<\/a> <a href=\"https:\/\/twitter.com\/GavinNewsom?ref_src=twsrc%5Etfw\">@GavinNewsom<\/a> <br \/>Local 1000 Listens to You!Cease &amp; Desist against GAVIN!<br \/>Finally a REAL LABOR UNION fighting for ALL of its represented employees! <a href=\"https:\/\/t.co\/exTTD5LJTD\">pic.twitter.com\/exTTD5LJTD<\/a><\/p>\n<p>\u2014 Richard the Real 7437 (@RichardReal7437) <a href=\"https:\/\/twitter.com\/RichardReal7437\/status\/1420396411632242691?ref_src=twsrc%5Etfw\">July 28, 2021<\/a><\/p>\n<\/blockquote>\n<p>In the letter to CalHr, Anne M. Giese, chief counsel at SEIU Local 1000, claimed Newsom\u2019s new policy violated the requirements of a state employer-employee relations act that grants state employees the right to join labor organizations.<\/p>\n<p>\u201cThis is a change in the terms and working conditions of our represented employees and requires meeting and conferring with the Union prior to implementing the change,\u201d she wrote.<\/p>\n<p>Giese called on CalHR and state officials to \u201ccease and desist enforcing this requirement or imposing an immediate deadline\u201d until they \u201cmeet and confer\u201d with the union.<\/p>\n<p>Early last month, SEIU Local 1000\u2019s board of directors overwhelmingly approved a $1 million donation to help Newsom fend off a recall in a special election that has since been set for September 14.<\/p>\n<p>The massive contribution was opposed by Brown, who was the union\u2019s incoming president at the time.
