The two states that are not \u2014 Louisiana and Nevada \u2014 have sizable Republican voting bases.<\/span><\/p>\n<p><span>CNBC\u2019s explanations of the rankings are transparently partisan. For instance, the rationale for Georgia\u2019s position centers upon the state\u2019s election reform law:<\/span><\/p>\n<blockquote readability=\"9\">\n<p><i><span>Georgia\u2019s sweeping new voting restrictions set the tone for similar legislation across the country \u2014 and for the business backlash that followed, with Major League Baseball pulling this year\u2019s All-Star Game out of Atlanta. The state ranks 49th<\/span><\/i> <i><span>in an index of voting difficulty calculated by researchers at Northern Illinois University. Proponents of the new law note that the Peach State allows no-excuse absentee voting while President Joe Biden\u2019s home state of Delaware does not. But the broad crackdown on supposed election fraud \u2014 despite no evidence that fraud occurred in 2020 \u2014 has drawn widespread scorn in the business world. Georgia also has no statewide protections against discrimination.<\/span><\/i><\/p>\n<\/blockquote>\n<p><span>Likewise, CNBC slams Tennessee for its protection of women\u2019s athletics:<\/span><\/p>\n<blockquote readability=\"11\">\n<p><i><span>Tennessee lawmakers took aim at the state\u2019s transgender population in a big way in 2021, passing a flurry of bills including a ban on transgender girls participating in girls\u2019 sports, restrictions on the use of public bathrooms and school locker rooms, and a ban on gender-affirming care for minors.<\/span><\/i><\/p>\n<\/blockquote>\n<p><span>In CNBC\u2019s overall rankings of the best states for doing business, the \u201cLife, Health, and Inclusion\u201d score appears to give many lackluster states a significant boost. The following are the highest-performing states for \u201cLife, Health, and Inclusion\u201d paired with their overall ranking:<\/span><\/p>\n<ol>\n<li><span>Vermont \u2014 42nd overall<\/span><\/li>\n<li><span>Hawaii \u2014 49th overall<\/span><\/li>\n<li><span>North Dakota \u2014 18th overall<\/span><\/li>\n<li><span>Minnesota \u2014 7th overall<\/span><\/li>\n<li><span>Iowa \u2014 20th overall<\/span><\/li>\n<li><span>Maine \u2014 48th overall<\/span><\/li>\n<li><span>Washington \u2014 9th overall<\/span><\/li>\n<li><span>Massachusetts \u2014 14th overall<\/span><\/li>\n<li><span>Nebraska \u2014 13th overall<\/span><\/li>\n<li><span>New Jersey \u2014 26th overall<\/span><\/li>\n<\/ol>\n<p><span>In the wake of COVID-19 and the lockdown-induced recession, red states\u2019 economies have been recovering far faster than those of blue states. Indeed \u2014 as <\/span><a href=\"https:\/\/www.cnn.com\/business\/us-economic-recovery-coronavirus\"><span>measured<\/span><\/a><span> by Moody\u2019s Analytics and CNN Business \u2014 many Republican-led states have economies that are producing above their pre-recession levels.<\/span><\/p>\n<p><span>At the time of this article\u2019s writing, here are the top-performing states for return to economic normalcy paired with their governors:&nbsp;<\/span><\/p>\n<ol>\n<li><span>South Dakota (108%) \u2014 Kristi Noem (R)<\/span><\/li>\n<li><span>West Virginia (102%) \u2014 Jim Justice (R)<\/span><\/li>\n<li><span>Idaho (101%) \u2014 Brad Little (R)<\/span><\/li>\n<li><span>Nebraska (101%) \u2014 Pete Ricketts (R)<\/span><\/li>\n<li><span>Wyoming (100%) \u2014 Mark Gordon (R)<\/span><\/li>\n<li><span>Rhode Island (100%) \u2014 Daniel McKee (D)<\/span><\/li>\n<li><span>Mississippi (99%) \u2014 Tate Reeves (R)<\/span><\/li>\n<li><span>Montana (99%) \u2014 Greg Gianforte (R)<\/span><\/li>\n<li><span>Iowa (99%) \u2014 Kim Reynolds (R)<\/span><\/li>\n<li><span>Nevada (98%) \u2014 Steve Sisolak (D)<\/span><\/li>\n<\/ol>\n<p><span>Here are the bottom ten states with their governors:<\/span><\/p>\n<ol>\n<li><span>New York (80%) \u2014 Andrew Cuomo (D)<\/span><\/li>\n<li><span>Illinois (82%) \u2014 J.B.
