Rob Portman of Ohio said on CNN\u2019s \u201cState of the Union\u201d on Sunday.<\/p>\n<p>Pushback from Republicans towards giving more power and money to the IRS led to the change and leaves the group of 22 bipartisan senators without a key source of funding for the infrastructure bill. Senate Majority Leader Chuck Schumer has set a deadline to start debate by Wednesday, the <a href=\"https:\/\/www.wsj.com\/articles\/senate-infrastructure-bill-drops-irs-funding-raising-pressure-for-new-revenue-11626627260\" target=\"_blank\" rel=\"noopener noreferrer\">Wall Street Journal<\/a> reported.<\/p>\n<p>\u201cThat\u2019s one reason we\u2019re having initial meetings today and had more meetings over the past few days on this topic. There are other ways to do this. There\u2019s legislation, one called the Medicare Rebate Rule that provides significant revenue,\u201d Portman, one of the lead negotiators, told <a href=\"https:\/\/www.cnn.com\/2021\/07\/18\/politics\/infrastructure-bill-portman-irs-enforcement-cnntv\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">CNN<\/a>. \u201cI\u2019ve been on the phone a lot with the Congressional Budget Office and with the Joint Committee on Taxation over the weekend. And we have a number of pay-fors. (Photo by Drew Angerer\/Getty Images)<\/p>\n<\/div>\n<p>The provision would have allotted $40 billion to the IRS\u2019 budget to collect taxes that are owed but have yet to be collected, <a href=\"https:\/\/www.politico.com\/news\/2021\/07\/18\/portman-irs-enforcement-infrastructure-package-499988\" target=\"_blank\" rel=\"noopener noreferrer\">Politico<\/a> reported.<\/p>\n<p>Cracking down on unpaid taxes is a priority for Biden and the proposal may end up in a <a href=\"https:\/\/dailycaller.com\/2021\/06\/29\/joe-manchin-supports-democrat-only-joe-biden-infrastructure-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">separate spending bill<\/a> by the Democrats, the Wall Street Journal reported. Democrats have already announced a <a href=\"https:\/\/dailycaller.com\/2021\/07\/14\/democrats-chuck-schumer-bernie-sanders-infrastructure-budget-reconciliation-plan\/\" target=\"_blank\" rel=\"noopener noreferrer\">$3.5 trillion infrastructure bill<\/a> they hope to pass through reconciliation <a href=\"https:\/\/dailycaller.com\/2021\/06\/24\/joe-biden-bipartisan-infrastructure-package-without-reconciliation-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">alongside<\/a> the bipartisan bill.<\/p>\n<p>\u201cWe want to be able to collect the taxes that are due, but we also don\u2019t want to harass individuals\u2014and in between is a fine line we don\u2019t want to cross,\u201d Republican Sen. Mike Rounds of South Dakota, a member of the bipartisan group, told the Wall Street Journal.<\/p>\n<p>Lawmakers in the group, such as Democratic Sen. Jon Tester of Montana, had already signaled last week they were looking into alternative funding options, but the refusal of Republicans to raise the corporate tax or Democrats to increase user fees on lower and middle-income Americans has consistently stalled negotiations, the Wall Street Journal reported. <strong><a href=\"https:\/\/dailycaller.com\/2021\/07\/07\/joe-biden-illinois-proposals-bipartisan-plan-human-infrastructure\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Biden Visits County Trump Won To Push Proposals Left Out Of Bipartisan Infrastructure Plan)<\/a><\/strong><\/p>\n<p>\u201cI don\u2019t remember any of these efforts I\u2019ve ever been involved in that are actually a straight line and get done quickly,\u201d Democratic Sen.
