Kristi Noem made headlines last week for calling out fellow GOP governors on lockdowns, but her own record on the issue isn\u2019t spotless.<\/p>\n<p>Noem has consistently claimed she is the only governor in America not to order any business or church to shut down. A closer examination of her record reveals that she did support several restrictive measures in the early days of the pandemic that her office is now trying to distance itself from.<\/p>\n<p>In March 2020, South Dakota Rep. Lee Qualm introduced <a href=\"https:\/\/legiscan.com\/SD\/text\/HB1297\/id\/2176068\" target=\"_blank\" rel=\"noopener noreferrer\">House Bill 1297<\/a> at the request of the Governor\u2019s Office. The bill would have granted the Secretary of Health the power to \u201corder the closure of or place reasonable restrictions on the use of any public or private location, including a business, park, school, or other location that promotes public gathering, if reasonably necessary to slow or prevent the spread of communicable diseases during a public health emergency.\u201d<\/p>\n<p>The bill was defeated in the South Dakota legislature by a vote of 50-17, <a href=\"https:\/\/jonschweppe.substack.com\/p\/actually-kristi-noem-supported-covid\" target=\"_blank\" rel=\"noopener noreferrer\">according to Jon Schweppe<\/a>, the director of policy and government affairs at the American Principles Project. While the passage of the bill would not have resulted in Noem herself ordering business shutdowns, it would\u2019ve granted that authority to the state\u2019s Health Secretary via a bill requested by the governor.<\/p>\n<p>South Dakota also shut down schools in March 2020 through the end of the 2019-2020 academic school year. <a href=\"https:\/\/dailycaller.com\/2021\/03\/19\/kristi-noem-wavers-biological-males-womens-sports-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">Noem<\/a> came out emphatically during the summer to insist that South Dakota\u2019s K-12 schools would reopen in the fall, but she was whole-heartedly on board with the initial closure.<\/p>\n<p>After backing the initial, short-term closure, <a href=\"https:\/\/www.argusleader.com\/story\/news\/education\/2020\/04\/06\/gov-noem-says-south-dakota-schools-remain-closed-rest-school-year\/2955969001\/\" target=\"_blank\" rel=\"noopener noreferrer\">Noem announced on April 6, 2020<\/a>, that she was \u201crecommending\u201d that schools stay closed for the rest of the school year. \u201cIt just doesn\u2019t make sense to bring our kids back into our school buildings this year,\u201d she said.<\/p>\n<p>In response to the governor\u2019s apparent support for closing schools and some other lockdown measures, Noem\u2019s communications director <a href=\"https:\/\/dailycaller.com\/2021\/03\/24\/noem-conservative-cancel-culture\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ian Fury<\/a> reiterated to the Daily Caller that Noem was the only governor in America not to order any business or church closed. \u201cIt is incorrect to say that she shut down schools. She suggested that they close rather than mandating it,\u201d he said.<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"10.38202247191\">\n<p dir=\"ltr\" lang=\"en\">I love South Dakota media\u2019s recent fake narrative: \u201cwell awkshully Gov. Noem did shut South Dakota down.\u201d<\/p>\n<p>No. No she didn\u2019t. And you look like fools trying to re-write history to say that she did. <a href=\"https:\/\/t.co\/vZ9Xiqar1g\">https:\/\/t.co\/vZ9Xiqar1g<\/a><\/p>\n<p>\u2014 Ian Fury (@IanTFury) <a href=\"https:\/\/twitter.com\/IanTFury\/status\/1415781572503080971?ref_src=twsrc%5Etfw\">July 15, 2021<\/a><\/p>\n<\/blockquote>\n<p>That isn\u2019t how the shutdown was described at the time. \u201cBased on the information we have from our governor, they have asked for schools to be closed for one week. Currently, the South Dakota Department of Education reports they do not know if there will be recommendations or orders to extend beyond one week,\u201d <a href=\"https:\/\/siouxcityjournal.com\/news\/local\/state-and-regional\/noem-orders-south-dakota-k-12-schools-to-close-next-week-iowa-nebraska-holding-off\/article_14ddb2a4-3a5d-5a1c-b467-eb3327f2392e.html\" target=\"_blank\" rel=\"noopener noreferrer\">said Dakota Valley School District superintendent Jerry Rasmussen<\/a> on March 13, 2020.<\/p>\n<p>Local media reported the shutdown as Noem\u2019s doing: \u201cSouth Dakota Gov. Kristi Noem signed a state of emergency order Friday that requires K-12 schools to close beginning Monday in an effort to prevent the spread of COVID-19,\u201d read the <a href=\"https:\/\/siouxcityjournal.com\/news\/local\/state-and-regional\/noem-orders-south-dakota-k-12-schools-to-close-next-week-iowa-nebraska-holding-off\/article_14ddb2a4-3a5d-5a1c-b467-eb3327f2392e.html#:~:text=PIERRE%2C%20S.D.%20%2D%2D%20South%20Dakota,the%20spread%20of%20COVID%2D19.&amp;text=%22Based%20on%20the%20information%20we,be%20closed%20for%20one%20week.\" target=\"_blank\" rel=\"noopener noreferrer\">Sioux City Journal<\/a>.<\/p>\n<p>Noem also signed two executive orders that \u201csuggested\u201d the following of certain Centers for Disease Control and Prevention (CDC) guidance on things like social distancing and public gatherings. <a href=\"https:\/\/sdsos.gov\/general-information\/executive-actions\/executive-orders\/assets\/2020-12.PDF\" target=\"_blank\" rel=\"noopener noreferrer\">Executive Order 2020-12<\/a> was issued on April 6, 2020, and stated that South Dakotans shall \u201creview and practice the recommended CDC hygiene practices designed to stop the spread of the disease COVID-19.\u201d<\/p>\n<p>The CDC began recommending the wearing of masks on April 3, 2020. Order 2020-12 also said businesses should \u201csuspend or modify business practices as recommended by CDC guidance that involve ten or more people in an enclosed space where physical separation of at least six feet is not possible.\u201d The order also said local governments should restrict unnecessary public gatherings of ten or more people.<\/p>\n<p>Noem also issued <a href=\"https:\/\/sdsos.gov\/general-information\/executive-actions\/executive-orders\/assets\/2020-13.PDF\" target=\"_blank\" rel=\"noopener noreferrer\">Executive Order 2020-13<\/a> on the same date, which issued a stay-at-home order to \u201cvulnerable individuals\u201d in two of South Dakota\u2019s three most populous counties. The order defines \u201cvulnerable individuals\u201d as anyone over the age of 65 or with underlying medical conditions. <strong><a href=\"https:\/\/dailycaller.com\/2021\/03\/22\/tucker-noem-south-dakota-bill-womens-sports\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: \u2018So You Are Caving To The NCAA?\u2019: Tucker, Noem Dispute South Dakota Bill Banning Biological Males From Women\u2019s Sports)<\/a><\/strong><\/p>\n<p>Despite the public support for school shutdowns, the introduction of a bill that would give the state Health Secretary lockdown authority, and two executive orders which encourage business restrictions and a stay-at-home order, Noem continues to wrestle for the torch as America\u2019s number one anti-lockdown politician.<\/p>\n<p>Last Sunday, <a href=\"https:\/\/dailycaller.com\/2021\/07\/11\/kristi-noem-shade-ron-desantis-shut-down-covid-19-2024\/\" target=\"_blank\" rel=\"noopener noreferrer\">Noem told a crowd at the Conservative Political Action Conference in Dallas<\/a> that other Republican governors were attempting to \u201cre-write\u201d history by arguing they always opposed lockdowns. \u201cLet\u2019s talk about&nbsp;<span class=\"css-901oao css-16my406 r-poiln3 r-b88u0q r-bcqeeo r-qvutc0\">rewriting<\/span>&nbsp;<span class=\"css-901oao css-16my406 r-poiln3 r-b88u0q r-bcqeeo r-qvutc0\">history.&nbsp;<\/span><span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">We\u2019ve got Republican Governors across this country pretending they didn\u2019t shut down their states, that they didn\u2019t close their beaches, that they didn\u2019t mandate masks, that they didn\u2019t issue shelter-in-places,\u201d she said.&nbsp;<\/span><\/p>\n<blockquote class=\"twitter-tweet\" readability=\"8.3783783783784\">\n<p dir=\"ltr\" lang=\"en\">South Dakota did not do any mandates. We trusted our people, gave them all the information and told them that personal responsibility was the best answer. <a href=\"https:\/\/t.co\/46QTDPxnYl\">https:\/\/t.co\/46QTDPxnYl<\/a><\/p>\n<p>\u2014 Kristi Noem (@KristiNoem) <a href=\"https:\/\/twitter.com\/KristiNoem\/status\/1414360544736387075?ref_src=twsrc%5Etfw\">July 11, 2021<\/a><\/p>\n<\/blockquote>\n<p>\u201cNow I\u2019m not picking fights with Republican governors,\u201d she added. \u201cAll I\u2019m saying is that we need leaders with grit, that their first instinct is to make the right decision, that they don\u2019t backtrack and then try to fool you into the fact that they never made the wrong decision.\u201d<\/p>\n<p>Many took the comments as an early shot across the bow against <a href=\"https:\/\/dailycaller.com\/2021\/06\/02\/desantis-noem-womens-sports-ncaa\/\" target=\"_blank\" rel=\"noopener noreferrer\">Florida Gov. Ron DeSantis<\/a>. Noem has been discussed as a <a href=\"https:\/\/dailycaller.com\/2021\/03\/02\/how-kirsti-noem-gearing-up-potential-2024-run\/\" target=\"_blank\" rel=\"noopener noreferrer\">possible contender<\/a> for the 2024 Republican presidential nomination, but DeSantis planted his flag first as the anti-lockdown governor and has ridden that momentum to a spot at the top of some early 2024 polls.<\/p>\n<p>This is the second issue on which Noem has sent mixed signals to the Republican base. In March, Noem was sent a bill from South Dakota lawmakers that would ban transgender women born as biological men from competing in womens\u2019 sports. She <a href=\"https:\/\/dailycaller.com\/2021\/03\/19\/kristi-noem-south-dakota-lgtbq\/\" target=\"_blank\" rel=\"noopener noreferrer\">sent the bill back<\/a> to the legislature for \u201cstyle and form\u201d revisions, which were not adopted. <strong><a href=\"https:\/\/dailycaller.com\/2021\/03\/29\/kristi-noem-south-dakota-female-athletes\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Policy Leaders Say Gov. Noem Is Handing College Female Athletes To NCAA \u2018On A Silver Platter\u2019)<\/a><\/strong><\/p>\n<p>Noem claims she did not veto the transgender sports bill, but <a href=\"https:\/\/dailycaller.com\/2021\/03\/29\/noem-hb1217-south-dakota-bill-transgender\/\" target=\"_blank\" rel=\"noopener noreferrer\">South Dakota House Speaker<\/a> Spencer Gosch said her failure to certify the bill functioned as a de facto veto. Conservatives <a href=\"https:\/\/dailycaller.com\/2021\/03\/22\/noem-political-theater-adf-biological-males-womens-sports\/\" target=\"_blank\" rel=\"noopener noreferrer\">blamed her for playing politics<\/a> and misleading the public on her stance. <a href=\"https:\/\/dailycaller.com\/2021\/03\/30\/noem-south-dakota-bill-explains\/\" target=\"_blank\" rel=\"noopener noreferrer\">Noem continued to argue<\/a> that she never technically vetoed the bill and that without her proposed changes being adopted, it would have been struck down by courts.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Republican South Dakota Gov.
