Bernie Sanders, the chair of the Senate Budget Committee, announced a $3.5 trillion deal on their infrastructure reconciliation package late Tuesday.<\/p>\n<p>The deal is the first step to beginning the reconciliation process, which Democrats hope will allow them to bypass a certain GOP filibuster and pass the plan on a <a href=\"https:\/\/dailycaller.com\/2021\/06\/16\/chuck-schumer-infrastructure-joe-biden\/\" target=\"_blank\" rel=\"noopener noreferrer\">party-line vote<\/a>. The package includes an array of Democratic priorities that face near unanimous Republican opposition, including billions for child care, climate change and other forms of so-called human infrastructure, Schumer and Sanders said in a joint press conference Tuesday.<\/p>\n<p>\u201cWe are very proud of this plan,\u201d Schumer <a href=\"https:\/\/www.democrats.senate.gov\/news\/press-releases\/transcript-schumer-sanders-warner-announce-budget-committee-agreement-on-budget-resolution-to-make-biggest-investment-in-the-middle-class-in-decades-address-climate-crisis-and-more\" target=\"_blank\" rel=\"noopener noreferrer\">told reporters<\/a>. \u201cWe know we have a long road to go \u2026 If we pass this, this is the most profound change to help American families in generations.\u201d<\/p>\n<p>In addition to the human infrastructure provisions Democrats sought, the bill will also include money for Medicare to include dental, vision and hearing coverage. (Chip Somodevilla\/Getty Images)<\/p>\n<\/div>\n<p>Though Democrats have a Senate majority, the 50-50 split means that the plan almost certainly needs unified support from Schumer\u2019s caucus to pass.<\/p>\n<p>\u201cThe goal is for the Budget Committee to all be on the same page and then sell it to the caucus,\u201d said Virginia Democratic Sen. Tim Kaine. \u201cOnce the Budget Committee is on the same page, numbers will start to come out. But we still have a little ways to go to get there.\u201d<\/p>\n<p>The bill is coupled with a smaller $1.2 trillion infrastructure framework that focuses mostly on physical infrastructure and has the support from several Senate Republicans and President Joe Biden. Schumer has said that Democrats will vote on both the bipartisan and reconciliation bills before the Senate leaves for its August recess, though he has not yet given specific days when they will do so.&nbsp;<strong><a href=\"https:\/\/dailycaller.com\/2021\/06\/24\/ilhan-omar-nancy-pelosi-joe-biden-bernie-sanders-elizabeth-warren-american-jobs-plan-chuck-schumer\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Progressives Threaten To Tank Infrastructure Bill Without Complementary Reconciliation Package)<\/a><\/strong><\/p>\n<p>Before the reconciliation bill gets a vote, Democrats need to be sure that moderates in their caucus like Sens. Joe Manchin of West Virginia, Kyrsten Sinema of Arizona and Jon Tester of Montana are fully on board. (Kevin Dietsch\/Getty Images)<\/p>\n<\/div>\n<p>Manchin <a href=\"https:\/\/twitter.com\/ABC\/status\/1409269306412699657\" target=\"_blank\" rel=\"noopener noreferrer\">told ABC News<\/a> in June that a bill totaling \u201c$1 trillion or $1.5 trillion or $2 trillion\u201d is something \u201cI would be voting for,\u201d and told reporters earlier Tuesday that any plan had to be fully paid for.<\/p>\n<p>\u201cWe need to pay for it,\u201d he said. \u201cI\u2019d like to pay for all of it. I don\u2019t think we need more debt.\u201d<\/p>\n<p>Even if Senate Democrats are in full agreement, the reconciliation process provides few guarantees that the bill will become law. Before a full vote on the bill the Senate must undergo two vote-a-ramas, <a href=\"https:\/\/dailycaller.com\/2021\/03\/05\/democratic-disagreement-biden-relief-covid-manchin-unemployment\/?filter_by=featured&amp;page=34&amp;ref=hexometer&amp;wordfence_lh=1\" target=\"_blank\" rel=\"noopener noreferrer\">marathon sessions<\/a> where Republicans can offer numerous trivial or politically tricky amendments.<\/p>\n<p>The bill and its provisions must also be approved by the <a href=\"https:\/\/dailycaller.com\/2021\/04\/05\/democrats-filibuster-infrastructure-bill-parliamentarian\/\" target=\"_blank\" rel=\"noopener noreferrer\">Senate parliamentarian<\/a>, since reconciliation is only allowed for budget-related legislation.
