The White House was smacked with \u201cThree Pinocchios,\u201d nearing the maximum \u201cFour Pinocchio\u201d lie-detector rating.<\/p>\n<p>Both Psaki and Richmond argued that the GOP effectively defunded police officers when they voted against the massive&nbsp;American Rescue Plan.<\/p>\n<p>As <a href=\"https:\/\/www.washingtonpost.com\/politics\/2021\/07\/07\/white-houses-slipshod-claim-that-republicans-are-defunding-police\/\">highlighted<\/a> by the Post, however, the plan never guaranteed lawmakers that funds would reach police officers. And besides, \u201cvoting against a one-time infusion of cash is not the same as voting to cut funding, so there is little basis to claim that Republicans are trying to \u2018defund the police.&#8217;\u201d<\/p>\n<p>\u201cAlthough Republicans all opposed Biden\u2019s coronavirus relief package, no one voted to cut, or defund, anything,\u201d the Post further explained. \u201cRather, Democrats proposed $350 billion in emergency funds for state and local governments, and Republicans voted against those extra funds. That\u2019s not a reduction.\u201d<\/p>\n<p>The only reason the White House was not hit with the maximum number of \u201cPinocchios\u201d was because Psaki argued that some Republicans during the last administration voted to cut funding to the COPS Program, which focuses on so-called \u201ccommunity policing.\u201d<\/p>\n<p>\u201cPsaki and the White House are on more solid ground by framing this talking point in terms of the COPS program, which some Republicans did vote to cut funding for as recently as the Trump administration,\u201d the Post said. \u201cThat\u2019s the only thing keeping this talking point from being a Four Pinocchio claim.\u201d<\/p>\n<p>Notably, the COPS program\u2019s \u201c<a href=\"https:\/\/fas.org\/sgp\/crs\/misc\/IF10922.pdf\">mission<\/a>\u201d is to&nbsp;\u201cadvance the practice of community policing through information sharing and grant resources.\u201d<\/p>\n<p data-el=\"text\">The office says it awards grants to \u201chire community policing professionals, develop and test innovative policing strategies, and provide training and technical assistance to community members, local government leaders, and all levels of law enforcement.\u201d<\/p>\n<p>Here\u2019s some of Psaki\u2019s wording concerning her lie about Republicans\u2019 \u201cdefunding the police,\u201d per the Post:<\/p>\n<blockquote readability=\"11\">\n<p><em>White House press secretary Jen Psaki brought up the same $1.9 trillion package, the American Rescue Plan, at a briefing June 23 and said: \u201cThat was voted into law by Democrats just a couple of months ago. Some might say that the other party was for defunding the police; I\u2019ll let others say that, but that\u2019s a piece.\u201d<\/em><\/p>\n<\/blockquote>\n<p>Speaking on Fox News airwaves, Richmond similarly argued last month:<\/p>\n<p><i>\u201cLet\u2019s talk about who defunded the police. When we were in Congress last year trying to pass \u2026 an emergency relief plan for cities that were cash-strapped and laying off police and firefighters, it was the Republicans who objected to it. And in fact, they didn\u2019t get funding until the American Rescue Plan, which, our plan allowed state and local governments to replenish their police departments and do the other things that are needed.
