Construction of the project is an unfolding human rights crisis. Operating it over its lifetime would significantly exacerbate the climate crisis. It fails any reasonable test of climate justice.\u201d<\/p>\n<p class=\"p1\">\u201cMany of us had high hopes \u2014 and high expectations \u2014 when President Biden said in his inaugural speech that the climate crisis is one of several crises profoundly challenging our country,\u201d Ruffalo, the actor and outspoken activist, said in a statement to NBC News. \u201cWe will be judged, you and I, for how we resolve the cascading crises of our era. I call upon the president and the Army Corps of Engineers to suspend and thoroughly review the permit for the Enbridge Line 3 pipeline, a massive project that would not only intensify the climate crisis but violates the treaty rights of tribal nations.\u201d<\/p>\n<p class=\"p1\">The project \u201cconsists of replacing the existing 34-inch pipe with new 36-inch pipe for 13 miles in North Dakota, 337 miles in Minnesota, and 14 miles in Wisconsin,\u201d per Enbridge\u2019s <a href=\"https:\/\/www.enbridge.com\/projects-and-infrastructure\/public-awareness\/minnesota-projects\/line-3-replacement-project\"><span class=\"s1\">website<\/span><\/a>. \u201cThe replacement of Line 3 will ensure that Enbridge can transport the crude oil required by refiners in Minnesota, neighboring states, Eastern Canada, and the Gulf Coast,\u201d it added.<\/p>\n<p class=\"p1\">As Fox News <a href=\"https:\/\/www.foxnews.com\/politics\/minnesota-line-3-pipeline-native-american-business-leaders-defend-construction\"><span class=\"s1\">reported<\/span><\/a> last month, some Native-owned companies are working with Enbridge, the Canadian energy firm, on the work for Line 3, and feel that some climate change activists are using Native Americans for their own initiatives and to highlight their own priorities.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p class=\"p1\">Matt Gordon is vice president of Gordon Construction in Minnesota and a member of the White Earth Nation tribe. Gordon Construction is contracting with Enbridge on the project.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p class=\"p1\">\u201dI\u2019m a contractor for excavation and all of my equipment on site was vandalized,\u201d Gordon <a href=\"https:\/\/www.foxnews.com\/politics\/minnesota-line-3-pipeline-native-american-business-leaders-defend-construction\"><span class=\"s1\">told<\/span><\/a> Fox News last month, discussing an incident involving aggressive protesters. \u201cFor the most part, a majority of the people are for the pipeline. Everybody enjoys gasoline and plastic products. The opponents are shielding themselves with Native Americans. Most of the protesters were White.&nbsp;Line 3 has brought back millions of dollars to the reservations.\u201d<\/p>\n<p class=\"p1\">Enbridge has also <a href=\"https:\/\/www.enbridge.com\/projects-and-infrastructure\/public-awareness\/minnesota-projects\/line-3-replacement-project\">argued<\/a> that the project will bring jobs over a two-year period, increase economic activity during its construction and design, and \u201c[i]ncrease property tax revenue\u201d in the long term. Regarding its economic impact, it said that some of the project benefits include around \u201c$334 million in payroll to workers (about 50% of that to local workers), and a $162-million construction-related gain for local economies, as a result of non-local workers in Minnesota, through purchase of local products\/materials and use of local hotels, restaurants, and services.\u201d<\/p>\n<p class=\"p1\">Enbridge has <a href=\"https:\/\/www.enbridge.com\/projects-and-infrastructure\/public-awareness\/line-3-replacement-us\/line-3-fact-vs-fiction\"><span class=\"s1\">said<\/span><\/a> that it has \u201chas consistently demonstrated that we respect Tribal sovereignty\u201d through negotiations with Tribal leadership in its Line 3 Replacement Project. \u201c<span class=\"s2\">The construction project is being&nbsp;<a href=\"https:\/\/www.enbridge.com\/Projects-and-Infrastructure\/Public-Awareness\/Minnesota-Projects\/Protecting-Tribal-cultural-resources.aspx\"><span class=\"s3\">built&nbsp;under the supervision of Tribal monitors with authority to stop construction<\/span><\/a>,&nbsp;therefore ensuring that&nbsp;important cultural resources are protected,\u201d it added.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Regarding environmental concerns, Enbridge said that \u201c<\/span>Replacing Line 3 has&nbsp;no impact on production or use of fossil fuels,\u201d adding that the project \u201chas no impact on greenhouse gas emissions, according to the project\u2019s Environmental Impact Statement (EIS).\u201d<\/p>\n<p class=\"p1\">The company has also noted that the project is not an entirely new pipeline that is being built. \u201cThis is not the Keystone XL pipeline.
