County Sheriff Alex Villanueva criticized local elected officials for failing to adjust strategies to address homelessness and began to institute his incremental plan to clear camps lining the famous Venice Beach boardwalk last month. According to Villanueva, city leaders have \u201chandcuffed\u201d the LAPD, which patrols the area, with lax policies that have prevented officers from enforcing the law.<\/p>\n<p><a href=\"https:\/\/www.latimes.com\/california\/story\/2021-07-01\/los-angeles-city-council-approves-anti-camping-regulations\">The Los Angeles Times reports<\/a> council members voted 13-2 to pass anti-camping restrictions that prohibit people from pitching tents \u201cnear homeless shelters, daycare centers, and an array of other public facilities,\u201d including freeways, libraries, and parks.<\/p>\n<p>Additionally, the <a href=\"https:\/\/clkrep.lacity.org\/onlinedocs\/2020\/20-1376-S1_ord_draft_6-30-21.pdf\">ordinance<\/a> bans occupying space within ten feet of a driveway, five feet of a building entrance or exit, or two feet of any fire hydrant.<\/p>\n<p>Opponents said the process lacked transparency, as councilmembers had abruptly decided on Tuesday to have the city\u2019s lawyers quickly draft the new law.<\/p>\n<p>According to the Times, \u201cBackers of the ordinance said it would restore access to public spaces in a way that is compassionate, limiting the involvement of law enforcement and labeling most violations as infractions that would result in fines, not jail time.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"8.448275862069\">\n<p lang=\"en\" dir=\"ltr\">Here is the amendment to ensure the ordinance before us at today\u2019s <a href=\"https:\/\/twitter.com\/LACity?ref_src=twsrc%5Etfw\">@LACity<\/a> Council meeting does not contain language that compounds the plight of the unhoused by subjecting them to the criminal justice system. <a href=\"https:\/\/t.co\/6pU31CvQ5D\">pic.twitter.com\/6pU31CvQ5D<\/a><\/p>\n<p>\u2014 Mark Ridley-Thomas (@mridleythomas) <a href=\"https:\/\/twitter.com\/mridleythomas\/status\/1410666134311825408?ref_src=twsrc%5Etfw\">July 1, 2021<\/a><\/p>\n<\/blockquote>\n<p>The outlet <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-06-29\/los-angeles-city-council-drafts-new-anti-camping-law-targeting-homeless-crisis\">reported<\/a> it would also \u201crequire 14 days notice that camping is barred in a particular location and seek to have homeless people comply voluntarily.\u201d<\/p>\n<p>On Wednesday, Sheriff Villanueva mocked the proposal during an Instagram Live broadcast.<\/p>\n<p>\u201cWe\u2019ve seen ten years of people complying voluntarily,\u201d he said. \u201cHow is that working out for you?\u201d<\/p>\n<p>Villanueva pointed out that the ordinance called for \u201ca trauma-informed approach\u201d that requires \u201ca Street Engagement Strategy.\u201d He read passages from an L.A. Times article that <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-06-29\/los-angeles-city-council-drafts-new-anti-camping-law-targeting-homeless-crisis\">reported<\/a>, \u201cthe proposal would eliminate language prohibiting people from sitting, sleeping or lying on a public sidewalk if they have already been offered shelter.\u201d<\/p>\n<p>Homeless advocacy organizations and a coalition of progressive activist groups rallied against the ordinance in front of City Hall before Thursday\u2019s vote, including Black Lives Matter-Los Angeles, the Democratic Socialists of America\u2019s L.A. chapter, and People\u2019s City Council-L.A.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"9.4402985074627\">\n<p lang=\"en\" dir=\"ltr\">Pete White, with LA Can, specifically called out specific council members who championed the motion (and also happen to be rumored to be or are running for mayor). <a href=\"https:\/\/t.co\/x4zlcKpG1Q\">pic.twitter.com\/x4zlcKpG1Q<\/a><\/p>\n<p>\u2014 Elizabeth Chou \ud83c\udf0a \ud83c\udfd6\ufe0f \u2600\ufe0f \ud83c\udf06 \u26f0\ufe0f (@reporterliz) <a href=\"https:\/\/twitter.com\/reporterliz\/status\/1410662231889436674?ref_src=twsrc%5Etfw\">July 1, 2021<\/a><\/p>\n<\/blockquote>\n<p>They <a href=\"https:\/\/docs.google.com\/document\/d\/1zg4iokYQPmTGIgHlTFwc6qKglCCYZi2cDG0Xu-6ESV4\/edit\">called<\/a> the proposal \u201cthe criminalization ordinance,\u201d accusing the council of implementing a confusing procedural rule \u201cpreventing public scrutiny or comment on the motion prior to the vote.\u201d<\/p>\n<p>\u201cThis was a quick and hasty process, and it was done behind closed doors,\u201d said Councilmember Nithya Raman, a socialist who voted against the ordinance.
