Marco Rubio will introduce legislation Thursday that would halt big tech\u2019s censorship of Americans by directly going after the algorithmic amplification, something big tech uses to determine the content their users see.<\/p>\n<p>The Daily Caller first obtained the legislation, titled the Disincentivising Internet Service Censorship of Online Users and Restrictions on Speech and Expression (DISCOURSE) Act. The bill would remove Section 230 protections for tech companies that use algorithmic amplification, engage in content moderation, or create and or develop information content.<\/p>\n<p><a href=\"https:\/\/dailycaller.com\/2021\/02\/18\/conservatives-section-230-reform-unintended-consequences\/\" target=\"_blank\" rel=\"noopener noreferrer\">Section 230<\/a> delineates internet content hosts and providers, like social media sites and search engines, from internet content producers, like their users. It ensures that the hosts are not held legally responsible for the posts of their users, and <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/47\/230\" target=\"_blank\" rel=\"noopener noreferrer\">allows<\/a> the hosts to \u201cvoluntarily take [actions] in good faith to restrict access to or availability of material that the provider \u2026 considers to be \u2026 objectionable.\u201d<\/p>\n<p>Former President Donald Trump\u00a0<a href=\"https:\/\/dailycaller.com\/2020\/10\/28\/twitter-section-230-communications-dececny-act-president-trump-big-tech-suppression-censorship-hunter-biden-email-story\/\" target=\"_blank\" rel=\"noopener noreferrer\">often<\/a> inveighed against Section 230, arguing that it allowed social media sites to suspend conservative users and engage in biased moderation. He <a href=\"https:\/\/dailycaller.com\/2020\/12\/04\/trump-ndaa-veto-section-230-confederate-bases\/\" target=\"_blank\" rel=\"noopener noreferrer\">vetoed<\/a>\u00a0the 2021 National Defense Authorization Act (NDAA) after Congress refused to include language repealing it, although Congress\u00a0<a href=\"https:\/\/dailycaller.com\/2020\/12\/28\/house-vote-override-trump-national-defense-authorization-act-ndaa-veto-congress\/\" target=\"_blank\" rel=\"noopener noreferrer\">overrode<\/a> his veto. <strong><a href=\"https:\/\/dailycaller.com\/2021\/02\/18\/conservatives-section-230-reform-unintended-consequences\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: As Bipartisan Calls To Amend Section 230 Mount, Experts Emphasize Unintended Consequences)<\/a><\/strong><\/p>\n<p>\u201cBig Tech has destroyed countless Americans\u2019 reputations, openly interfered in our elections by banning news stories, and baselessly censored important topics like the origins of the coronavirus,\u201d Rubio said in a statement. \u201cIt is absurd that these massive companies receive special protections through Federal law, even as they tear our country apart. The bill also limits Section 230 immunities for large corporations that fail to live up to the statute\u2019s obligations.\u201d<\/p>\n<p>Both Republicans and Democrats have soured on Section 230 in recent years. A bill introduced by Democratic Sens. Mazie Hirono of Hawaii, Amy Klobuchar of Minnesota, and Mark Warner of Virginia would focus on \u201cthe real harms caused by internet platforms\u2014things like civil rights violations, stalking, and harassment,\u201d Hirono\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/how-congress-might-upend-section-230-the-internet-law-big-tech-is-built-on-11613172368?mod=itp_wsj&#038;mod=djemITP_h\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> The Wall Street Journal.<\/p>\n<p>Rubio plans on introducing the legislation later Thursday morning.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Republican Florida Sen.
