Last year, the San Francisco Bay Area reported a 35 percent rise in violent crime, while shootings and murders rose 45 percent in New York and 50 percent in Chicago.<\/p>\n<p>Those cities have the strictest gun control laws in the U.S. For comparison, violent crimes in the Republican-controlled city of Miami rose only 13 percent and declined by 11 percent in Oklahoma City, which is also run by Republicans.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Joe Biden\u2019s speech today shows he does not understand the causes of violent crime.
