But given that no Senate Republicans support that step, any change to the filibuster would require all Senate Democrats to vote in favor of such a move.<\/p>\n<p>A majority of Senate Democrats, including Independent Sens. Debbie Stabenow (D-MI) at a press conference on Capitol Hill on June 08, 2021 (Kevin Dietsch\/Getty Images)<\/p>\n<\/div>\n<p>But two Democrats have been resolute in their opposition to such changes: <a href=\"https:\/\/dailycaller.com\/2021\/04\/07\/manchin-not-eliminate-weaken-filibuster-durbin-infrastructure-reconciliation\/\">Joe Manchin<\/a> of West Virginia and <a href=\"https:\/\/dailycaller.com\/2021\/06\/22\/kyrsten-sinema-reaffirms-opposition-abolishing-filibuster\/\">Kyrsten Sinema<\/a> of Arizona. Both lawmakers have made clear in public remarks they\u2019ll oppose efforts to eliminate or reform the filibuster.<\/p>\n<p>Manchin had criticized Senate Republicans for using the 60-vote filibuster threshold in late May <a href=\"https:\/\/dailycaller.com\/2021\/05\/28\/capitol-riot-chuck-schumer-mitch-mcconnell-911-commission\/\">to block legislation<\/a> that would have established a commission to investigate the Jan. 6 riot at the U.S. Capitol. He called Senate Republicans\u2019 decision \u201cunconscionable\u201d and a \u201cbetrayal\u201d of their oath in a May 27 <a href=\"https:\/\/twitter.com\/Sen_JoeManchin\/status\/1397911553836474369\">statement<\/a>.<\/p>\n<p>But Manchin is facing scrutiny from his Democratic colleagues after making clear he would oppose eliminating the filibuster to advance the <a href=\"https:\/\/dailycaller.com\/2021\/05\/11\/chuck-schumer-mitch-mcconnell-for-the-people-act-congress-elections-2020\/\">For the People Act<\/a>, a sweeping election bill that would affect everything from campaign finance laws to states\u2019 voter ID requirements.<\/p>\n<p>The Senate ultimately <a href=\"https:\/\/dailycaller.com\/2021\/06\/22\/chuck-schumer-joe-manchin-senate-voting-rights-bill-mitch-mcconnell\/\">failed to advance<\/a> the For the People Act to the floor for debate in a split 50-50 vote late Tuesday, falling short of the 60 votes needed to overcome a Republican filibuster. Manchin, however, voted to advance the legislation.<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"12.483333333333\">\n<p dir=\"ltr\" lang=\"en\">By a vote of 50-50, Democrats fail to secure enough votes to overcome a filibuster on S.1, the For the People Act, delivering another loss to Biden. It\u2019s also a loss for Harris who was tasked with getting the measure approved and presided over S.1\u2019s death tonight in the Senate. <a href=\"https:\/\/t.co\/pDuo96zOwg\">pic.twitter.com\/pDuo96zOwg<\/a><\/p>\n<p>\u2014 Spencer Brown (@itsSpencerBrown) <a href=\"https:\/\/twitter.com\/itsSpencerBrown\/status\/1407464315653963777?ref_src=twsrc%5Etfw\">June 22, 2021<\/a><\/p>\n<\/blockquote>\n<p>In a June 6 op-ed published in the <a href=\"https:\/\/www.wvgazettemail.com\/opinion\/op_ed_commentaries\/joe-manchin-why-im-voting-against-the-for-the-people-act\/article_c7eb2551-a500-5f77-aa37-2e42d0af870f.html\">Charleston Gazette-Mail<\/a>, Manchin expressed his desire to protect the \u201cfundamental right to vote\u201d and lamented the issue has been \u201covertly politicized.\u201d But he also accused Democrats of attempting to \u201cdemonize the filibuster\u201d in the process, noting that his colleagues \u201cconveniently ignore\u201d how the procedure \u201chas been critical to protecting the rights of Democrats in the past.\u201d<\/p>\n<p>\u201cAs a reminder, just four short years ago, in 2017 when Republicans held control of the White House and Congress, President Donald Trump was publicly urging Senate Republicans to eliminate the filibuster,\u201d he wrote. \u201cThen, it was Senate Democrats who were proudly defending the filibuster.\u201d<\/p>\n<p>Senate Democrats notably used the filibuster more than 300 times in 2020 alone, <a href=\"https:\/\/www.senate.gov\/legislative\/cloture\/clotureCounts.htm\">according<\/a> to a tally of cloture motions. Cloture is \u201cThe only procedure by which the Senate can vote to place a time limit on consideration of a bill or other matter, and thereby overcome a filibuster,\u201d according to the <a href=\"https:\/\/www.senate.gov\/reference\/glossary_term\/cloture.htm\" target=\"_blank\" rel=\"noopener noreferrer\">U.S. Senate<\/a>.<\/p>\n<p>Additionally, the procedure is historically popular among the minority party in the Senate, but it also allows senators to avoid career-altering votes or to remain off the record on important issues. <strong><a href=\"https:\/\/dailycaller.com\/2021\/06\/22\/jake-tapper-richard-blumenthal-filibuster-cnn\/\">(RELATED: \u2018You\u2019ve Used It Too\u2019: Jake Tapper Corners Democratic Senator On Claim That Filibuster Is \u2018Corrupt\u2019 And \u2018Abused\u2019 By Republicans)<\/a><\/strong><\/p>\n<p>Manchin and Republican Alaska Sen. Lisa Murkowski, another moderate senator, <a href=\"https:\/\/www.manchin.senate.gov\/imo\/media\/doc\/210517%20Bipartisan%20Voting%20Rights%20Act%20Reauthorization%20Letter.pdf?cb\">issued a May 17 letter<\/a> to congressional leaders urging Congress to find a bipartisan path forward on voting rights without eliminating the filibuster.<\/p>\n<p>Democratic strategist Zac Petkanas <a href=\"https:\/\/www.nytimes.com\/2021\/06\/07\/us\/politics\/democrats-filibuster.html\">told The New York Times<\/a> \u201cthere is a huge onus\u201d on Manchin to show he can bring lawmakers together to \u201caddress the problems that he himself identifies as being an issue.\u201d Otherwise, Petkanas added, Manchin would be \u201cpersonally holding up\u201d his own political goals.<\/p>\n<div id=\"attachment_7221211\" class=\"wp-caption aligncenter\" readability=\"34\"><img decoding=\"async\" aria-describedby=\"caption-attachment-7221211\" loading=\"lazy\" class=\"size-full wp-image-7221211\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/06\/GettyImages-1233356583-scaled-1.jpg\" alt=\"WASHINGTON, DC - JUNE 9: Sen. But in private, many have conceded they need to rethink how to move forward with their agenda given opposition from both Senate Republicans and two of their Democratic colleagues, <a href=\"https:\/\/www.nytimes.com\/2021\/06\/07\/us\/politics\/democrats-filibuster.html\">according<\/a> to The New York Times.<\/p>\n<p>If Democrats can\u2019t eliminate the filibuster, they might consider lowering the threshold for overcoming the procedure to 55 votes. The idea has been floated by <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2021\/06\/07\/how-joe-manchins-awful-new-stance-could-blow-up-his-face\/\">Washington Post<\/a> columnist Greg Sargent and <a href=\"https:\/\/www.nytimes.com\/2021\/06\/12\/opinion\/sunday\/joe-manchin-filibuster.html\">New York Times<\/a> columnist Ross Douthat.<\/p>\n<p>Ira Shapiro, former counsel to the late Sen. Robert Byrd, noted the senator had once supported lowering the filibuster from 67 votes to its current 60-vote threshold. Manchin, who now occupies his Senate seat, could similarly lead the charge to lower the threshold by another five votes, Sargent argued.<\/p>\n<p>Manchin said he\u2019s \u201copen\u201d to looking at filibuster reform in a private call with donors, <a href=\"https:\/\/theintercept.com\/2021\/06\/16\/joe-manchin-leaked-billionaire-donors-no-labels\/\">according<\/a> to leaked audio published by The Intercept earlier in June. Manchin reiterated he\u2019s \u201ccommitted\u201d to keeping the filibuster but called the 55-vote threshold \u201cone of many good suggestions\u201d for reforming the procedure.<\/p>\n<p>It is unlikely Republicans will go along with Democrats\u2019 alternative strategies for the filibuster, <a href=\"https:\/\/www.nytimes.com\/2021\/06\/07\/us\/politics\/democrats-filibuster.html\">according<\/a> to The New York Times.
