We do not allow hate speech on Facebook, even in the context of satire, because it creates an environment of intimidation and exclusion, and in some cases, may promote real-world violence,\u201d Facebook continued.<\/span><\/p>\n<p><span>Unsurprisingly, Facebook said that they \u201cwelcome the <\/span><span>Oversight Board selected a case<\/span><span> on this case,\u201d and had immediately reinstated the content.<\/span><\/p>\n<p><span>The social media platform then listed a range of recommendations given by the Oversight Board, many of which related to satirical content.<\/span><\/p>\n<p><span>The first such recommendation, which Facebook are \u201cimplementing fully,\u201d involved adding the \u201csatire exception, which is currently not communicated to users, in the public language of the Hate Speech Community Standard.\u201d<\/span><\/p>\n<p><span>The second such recommendation, with Facebook \u201cassessing\u201d its \u201cfeasibility,\u201d involves making sure that Facebook \u201chas adequate procedures in place to assess satirical content and relevant context properly including by providing content moderators with additional resources.\u201d<\/span><\/p>\n<p><span>\u201cWe commit to provide regional and escalations teams the ability to evaluate content for satire through a new satire framework. We also are assessing how to apply this review at scale,\u201d Facebook responded.<\/span><\/p>\n<p><span>The company then referenced the implementation of \u201ca new satire framework,\u201d which will be used \u201cfor evaluating potential satire exceptions.\u201d<\/span><\/p>\n<p><span>\u201cRegional teams will be able to provide satire assessments, as well as escalate pieces of content to specialized teams for an additional review when necessary,\u201d Facebook added.<\/span><\/p>\n<p><span>\u201cWe previously began developing a framework for assessing humor and satire and are prioritizing completing it based on the board\u2019s recommendation,\u201d Facebook claimed. \u201cThis work included over 20 engagements with academic experts, journalists, comedians, representatives of satirical publications, and advocates for freedom of expression.\u201d<\/span><\/p>\n<p><span>Facebook then noted the subjectivity of \u201chumor and satire\u201d and that \u201cintent is key.\u201d<\/span><\/p>\n<p><span>\u201cStakeholders noted that humor and satire are highly subjective across people and cultures, underscoring the importance of human review by individuals with cultural context. Stakeholders also told us that \u2018intent is key,\u2019 though it can be tough to assess. Further, true satire does not \u2018punch down\u2019: the target of humorous or satirical content is often an indicator of intent. And if content is simply derogatory, not layered, complex, or subversive, it is not satire. Indeed, humor can be an effective mode of communicating hateful ideas,\u201d Facebook continued.<\/span><\/p>\n<p><span>\u201cGiven the context-specific nature of satire, we are not immediately able to scale this kind of assessment or additional consultation to our content moderators.
