The committee made several recommendations on Tuesday, including the end of suspensions.<\/p>\n<p>\u201cWe\u2019re going to have to review them all,\u201d Gothard said, according to the Press. \u201cDo I want less [sic] students suspended? Absolutely.\u201d<\/p>\n<p>More from the Press:<\/p>\n<blockquote readability=\"17.30890052356\">\n<p><em>Black students, who made up 26 percent of district enrollment, received about 73 percent of out-of-school suspensions in 2019-20, according to\u00a0<a href=\"https:\/\/mn.gov\/mdhr\/news-community\/reports\/sedata.jsp\">reports to the Minnesota Department of Human Rights<\/a>, which is monitoring the district\u2019s discipline data. American Indians made up 1 percent of enrollment but around 5 percent of suspensions that year.<\/em><\/p>\n<p><em>Riverview West Side School of Excellence Principal Nancy Paez, who serves on the equity committee, said students who get kicked out of school feel shamed and miss instruction, peer interaction and opportunities for restoration.<\/em><\/p>\n<\/blockquote>\n<p>Ignored is the possibility that these students are committing more disciplinary infractions than their white, Asian, or Hispanic peers.<\/p>\n<p>The College Fix <a href=\"https:\/\/www.thecollegefix.com\/st-paul-minnesota-schools-continue-to-flirt-with-disaster\/\">noted<\/a> that there is more to the disproportioned punishments than these educators are willing to admit. Former Department of Education official Hans Bader <a href=\"https:\/\/libertyunyielding.com\/2021\/05\/11\/education-department-may-encourage-racial-quotas-in-school-discipline-and-promote-intersectionality\/\">wrote<\/a> last month studies show black students get into more fights than white students. This comes even from self-reported surveys.<\/p>\n<p>\u201cThere\u2019s also the not-so-small matter of the courts panning the notion that discipline percentages have to be proportional. In the 1997 case\u00a0<em>People Who Care v. Rockford Board of Education,\u00a0<\/em>an appeals court shot down a district\u2019s proportionate discipline mandate saying it was illegal, \u2018violates equity in its root sense,\u2019 and \u2018entails either systematically overpunishing the innocent or systematically underpunishing the guilty,\u2019\u201d the Fix wrote.<\/p>\n<p>The equity committee also listed five other issues the school district must address:<\/p>\n<ul>\n<li><em>There aren\u2019t enough non-white teachers \u2014 just 21 percent compared with 79 percent of students \u2014 and staff generally lack cultural and racial awareness.<\/em><\/li>\n<li><em>High teacher turnover prevents schools from maintaining a positive school climate.<\/em><\/li>\n<li><em>The curriculum does not sufficiently reflect students of color, causing them to disengage from school.<\/em><\/li>\n<li><em>There is \u201can ingrained belief\u201d that there\u2019s only \u201cone path to success\u201d and it\u2019s by doing \u201cthe same things white people do.\u201d<\/em><\/li>\n<li><em>Parents whose first language is not English struggle to navigate the Individualized Education Program process for their special-education students.
