Andy Barr, would require companies to disclose to shareholders annually their activities with any \u201cforeign entity\u201d that \u201cengages in, is responsible for, or facilitates the forced labor of Uyghurs, Kazakhs, Kyrgyz, and members of other Muslim minority groups in the Xinjiang Uyghur Autonomous Region of China.\u201d<\/p>\n<p>\u201cWe must cut off offenders from the global economy until China changes course. We must rely on appeals to their bottom line, not their conscience,\u201d Barr said on the <a href=\"https:\/\/twitter.com\/ChadGilmartinCA\/status\/1405243144732545027?s=20\"><u>House Floor<\/u><\/a>.<\/p>\n<p>The amendment included sanctions for foreign entities that used forced labor, built detention camps, or provided technology for mass surveillance in the Uyghur Autonomous Region. It also included sanctions for foreign entities that undermined democratic institutions in Hong Kong.<\/p>\n<p>\u201cIf we are truly concerned by public companies who may be working with bad actors, particularly bad actors responsible for China\u2019s worst human rights abuses, then burying their name on the SEC\u2019s website will achieve absolutely nothing,\u201d Barr said. \u201cWe need to ensure that they are referred to the Treasury Department so that we can impose sanctions.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"12.48\">\n<p dir=\"ltr\" lang=\"en\">No American company should be involved with any product or service that relies on forced labor\u2014in China or anywhere else.<\/p>\n<p>Republicans just acted to apply sanctions to those who fail this basic human rights test.<\/p>\n<p>Democrats have a chance to join us or keep looking the other way.<\/p>\n<p>\u2014 Kevin McCarthy (@GOPLeader) <a href=\"https:\/\/twitter.com\/GOPLeader\/status\/1405229864068788229?ref_src=twsrc%5Etfw\">June 16, 2021<\/a> <\/p>\n<\/blockquote>\n<p>The amendment was rejected with <a href=\"https:\/\/twitter.com\/ChadGilmartinCA\/status\/1405276006445817856\" target=\"_blank\" rel=\"noopener noreferrer\">217 Democrats<\/a> voting against it. <strong><a href=\"https:\/\/dailycaller.com\/2021\/04\/27\/bill-defund-un-program-uyghur-genocide-china-50-sponsors\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Bill Aiming To Defund UN Program Over Apathy To Uyghur Genocide Reaches 50 Co-Sponsors)<\/a><\/strong><\/p>\n<p>\u201cThe \u201cWoke\u201d party would rather keep turning a blind eye than stand against human rights abuses,\u201d House Minority Leader Kevin McCarthy <a href=\"https:\/\/twitter.com\/GOPLeader\/status\/1405282067219288065\"><u>tweeted<\/u><\/a>\u00a0Wednesday in response.<\/p>\n<p>The amendment was added to <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1187\/text\"><u>H.R. 1187<\/u><\/a>, or the ESG Disclosure Simplification Act, which requires companies to disclose to shareholders their performance in certain environmental, social and governance metrics.<\/p>\n<p>Barr introduced the amendment as a <a href=\"https:\/\/archives-democrats-rules.house.gov\/archives\/recommit_mot.htm\"><u>motion to recommit<\/u><\/a>, which allows the House a final opportunity to debate and alter the bill before the vote on final passage.
