In addition to climate change and the rise of China, world leaders will discuss an international 15% floor on corporate taxes.<\/span><\/p>\n<p><span>According to a June 11 <\/span><a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/06\/11\/fact-sheet-president-biden-and-g7-leaders-to-announce-steps-to-forge-a-more-fair-and-inclusive-global-economy\/\"><span>statement<\/span><\/a><span> from the White House:<\/span><\/p>\n<blockquote readability=\"10\">\n<p><i><span>G7 leaders will endorse a strong global minimum tax of at least 15 percent. This U.S. priority is a critical step towards ending the decades-long race to the bottom that pushes nations to compete over who can offer the lowest tax rate to large corporations at the expense of protecting workers, investing in infrastructure, and growing the middle class.<\/span><\/i><\/p>\n<\/blockquote>\n<p><span>Experts, however, have pointed out several issues with the proposal.<\/span><\/p>\n<p><span>On one hand, if the G7 forces smaller nations to implement the 15% tax floor, the policy would contradict the White House\u2019s stated goal of \u201ca global recovery that benefits the middle class and working families at home and around the world.\u201d<\/span><\/p>\n<p><span>In the global marketplace, developing nations are at a number of disadvantages against advanced economies. For one, most developing countries do not boast enduring commitments to the rule of law, property rights, and the independent judiciaries necessary to uphold them. For another, developing countries lack high levels of human capital, infrastructure, and other resources attractive to multinational ventures.<\/span><\/p>\n<p><span>Over the past several decades, many nations \u2014 such as South Korea, Singapore, and the United Arab Emirates \u2014 have therefore competed with larger powers and escaped poverty by <\/span><a href=\"https:\/\/www.dailywire.com\/news\/5-countries-that-escaped-poverty-by-promoting-capitalism\"><span>fostering<\/span><\/a><span> business environments with low taxes and minimal regulations.\u00a0<\/span><\/p>\n<p><span>Chris Edwards \u2014 the Director of Tax Policy Studies at the Cato Institute \u2014 <\/span><a href=\"https:\/\/www.cato.org\/blog\/janet-yellen-wrong-tax-competition\"><span>notes<\/span><\/a><span> that a \u201cglobal minimum tax rate would undermine small\u2010\u200bcountry growth prospects, and that would not be fair at all.\u201d\u00a0<\/span><\/p>\n<p><span>Indeed, small nations have expressed concern with the G7\u2019s global minimum tax proposal. As Paschal Donohue \u2014 the finance minister of Ireland, which has a corporate tax of 12.5% \u2014 <\/span><a href=\"https:\/\/www.gov.ie\/en\/speech\/3dc0d-speech-by-minister-for-finance-paschal-donohoe-td-to-virtual-seminar-on-international-taxation-with-the-department-of-finance\/\"><span>said<\/span><\/a><span> in April: \u201cI believe that small countries, and Ireland is one of them, need to be able to use tax policy as a legitimate lever to compensate for advantages of scale, location, resources, industrial heritage and the real, material and persistent advantage enjoyed by larger countries.\u201d<\/span><\/p>\n<p><span>On the other hand, if the G7 does not effectively force smaller nations to adopt the 15% tax floor, then the smaller nations would simply become more competitive on the global stage relative to the United States and other large economies.<\/span><\/p>\n<p><span>Romina Boccia \u2014 former Director of the Heritage Foundation\u2019s Grover M. Herrman Center \u2014 <\/span><a href=\"https:\/\/www.heritage.org\/taxes\/commentary\/how-international-tax-competition-benefits-american-workers\"><span>observed<\/span><\/a><span> that President Trump\u2019s 2017 corporate tax cut \u201csignificantly improves America\u2019s position in global financial markets\u201d as businesses are \u201cmore inclined to conduct and expand their operations within U.S. borders and employ American workers.\u201d<\/span><\/p>\n<p><span>By binding itself to a minimum corporate tax threshold, the United States would limit its capacity to enact tax reforms that would increase competitiveness against other powers. Ireland, the United Arab Emirates, and any other economy outside of the G7 would be able to keep their liberal corporate tax regimes, thereby continuing to draw business away from any country that does not follow suit.<\/span><\/p>\n<p><span>Beyond the effects on smaller nations, the global minimum tax could simply push countries into competition in other domains \u2014 such as tax credits, deductions, and other favors that produce different \u201ceffective\u201d tax rates across nations. Such a reality would relegate the G7\u2019s global minimum tax to a dead letter.<\/span><\/p>\n<p><span>Daniel Bunn \u2014 the Vice President of Global Projects at the Tax Foundation \u2014 <\/span><a href=\"https:\/\/taxfoundation.org\/us-global-minimum-tax\/\"><span>writes<\/span><\/a><span> that \u201ca global agreement would not be worth the paper it is written on\u201d if it does not make economies\u2019 tax structures sufficiently uniform.<\/span><\/p>\n<p><span>\u201cIn a way, the goal of the negotiation is to weed the garden of international tax before planting the seeds of a new system,\u201d he continues. \u201cBut because weeds can grow back, the agreement also needs to prevent new tax rules that are contrary to the new structure.\u201d<\/span><\/p>\n<p><i><span>The Daily Wire is one of America\u2019s fastest-growing conservative media companies and counter-cultural outlets for news, opinion, and entertainment.
