It passed 68 to 32, clearing the chamber\u2019s 60-vote threshold.<\/p>\n<p>\u201cThis bill will go down as one of the most important things this chamber has done in a very long time,\u201d Senate Majority Leader Chuck Schumer said ahead of Tuesday\u2019s vote. \u201cA statement of faith in America\u2019s ability to seize the opportunity of the 21st Century.\u201d<\/p>\n<p>The bill provides $52 billion to boost domestic semiconductor manufacturing. <a href=\"https:\/\/www.cnbc.com\/2021\/03\/16\/2-charts-show-how-much-the-world-depends-on-taiwan-for-semiconductors.html\" target=\"_blank\" rel=\"noopener noreferrer\">Over 60%<\/a> of the world\u2019s semiconductors are made in Taiwan, an American ally that has faced increased <a href=\"https:\/\/dailycaller.com\/2021\/01\/28\/china-warns-taiwan-independence-means-war\/\" target=\"_blank\" rel=\"noopener noreferrer\">Chinese aggression<\/a> towards them.<\/p>\n<p>\u201cIf, for any reason, that supply chain was cut off, it would lead to very serious consequences across our entire economy,\u201d Texas Republican Sen. John Cornyn said ahead of the vote. \u201cSo our competitors are pouring tens of billions of dollars into boosting their own supply of these essential semiconductors, and the United States needs to keep up and to compete.\u201d<\/p>\n<p>Though the bill was amended and passed Tuesday, it was <a href=\"https:\/\/dailycaller.com\/2021\/05\/27\/senate-fails-china-us-digital-infrastructure-chuck-schumer-todd-young\/\">delayed for hours<\/a> during a cloture vote in May after Republicans withheld their support over what they said was a lack of GOP amendment votes.<\/p>\n<p>The vote took over three hours, and passed after last-minute deliberations secured enough Republican support. (Chip Somodevilla\/Getty Images)<\/p>\n<\/div>\n<p>\u201cAround the globe, authoritarian governments smell blood in the water,\u201d Schumer <a href=\"https:\/\/dailycaller.com\/2021\/06\/07\/senate-china-bill-manufacturing-pass-republican-delay\/\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> on the Senate floor amid the bill\u2019s debate last month. \u201cThey believe that squabbling democracies like ours can\u2019t come together and invest in national priorities the way a top-down, centralized and authoritarian government can. They are rooting for us to fail so they can grab the mantle of global economic leadership and own the innovations.\u201d<\/p>\n<p>\u201cFrankly, I think China has left us no option but to make these investments,\u201d Cornyn said Monday.<\/p>\n<p>Just hours after its first cloture vote, however, several Republicans <a href=\"https:\/\/dailycaller.com\/2021\/05\/28\/senate-limbo-republican-objections-grind-chamber-halt\/\" target=\"_blank\" rel=\"noopener noreferrer\">ground the chamber to a halt<\/a>, keeping the chamber in session until after 3 a.m. the next day while speaking for hours about their continued objections to a bill that they said was too expensive.<\/p>\n<p>\u201cI don\u2019t think this bill makes us stronger,\u201d Kentucky Republican Sen.
