Joe Manchin (D-WV) and Kyrsten Sinema (D-AZ) this week was \u201cnot\u201d a criticism of them.<\/p>\n<p>\u201cI hear all the folks on TV saying, \u2018Why doesn\u2019t Biden get this done?&#8217;\u201d Biden said on Tuesday. \u201cWell, because Biden only has a majority of effectively four votes in the House and a tie in the Senate, with two members of the Senate who vote more with my Republican friends. But we\u2019re not giving up.\u201d<\/p>\n<p>Psaki was repeatedly <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2021\/06\/02\/press-briefing-by-press-secretary-jen-psaki-june-2-2021\/\">pressed<\/a> about the remarks, including the following interaction:<\/p>\n<blockquote readability=\"75\">\n<p><em>REPORTER: And then, on the President\u2019s comments yesterday, he seemed to call out Manchin and Sinema for \u2014 he said, voting \u201cmore with\u2026Republicans\u201d than Democrats. But ProPublica actually found that they\u2019ve so far voted with Biden 100 percent of time on major votes. And so can you explain where those comments came from and why he felt the need to call out members of his own party?<\/em><\/p>\n<p><em>PSAKI: Well, I would say, first, that if Senator Manchin and Senator Sinema were standing with me here today \u2014 they\u2019re always welcome \u2014 they would call out their own independent streaks, and that\u2019s something that I think they\u2019re both proud of. They both vote for and represent the people in the states that \u2014 and all the people who elected them to represent them in the Senate. If you look at what the Senate \u2014 the President said \u2014 the big tell here is, \u201cI hear all the folks on TV saying.\u201d Now, as a former TV pundit myself, I can tell you that sometimes these conversations can be oversimplified. TV isn\u2019t always made for complex conversations about policymaking. We all know that.\u00a0 Right?<\/em><\/p>\n<p><em>And what the President was simply conveying is that he \u2014 his threshold, his litmus test is not to see eye to eye on every single detail of every issue \u2014 and he doesn\u2019t with Senator Sinema and Senator Manchin, and he doesn\u2019t with Senator Capito, who\u2019s coming here later this afternoon. He believes there\u2019s an opportunity to work together, to make progress, to find areas of common ground even if you have areas of disagreement.<\/em><\/p>\n<p><em>And he also believes that sometimes, because there are three entities \u2014 three branches of government \u2014 something he knows well, having served 36 years in the Senate \u2014 that sometimes it\u2019s not a straight line to victory or success; that sometimes, you know, it takes more time and, you know, he is open to many paths forward. So I don\u2019t think he was intending to convey other \u2014 anything other than a little bit of commentary on TV punditry.<\/em><\/p>\n<p><em>REPORTER: Well, he did seem to suggest that he is in favor of filibuster reform and wants to see that move. So why hasn\u2019t he been more prominent in calling for that? And is he pressuring Manchin and Sinema to move on that issue privately?<\/em><\/p>\n<p><em>PSAKI: I wouldn\u2019t say that his comments yesterday were conveying a new position on his view on the filibuster. His full comment was \u2014<\/em><\/p>\n<p><em>REPORTER: But what did he mean by saying that Manchin and Sinema are standing in the way of his agenda, essentially? What was he referencing?<\/em><\/p>\n<p><em>PSAKI: That\u2019s not exactly what he said. I think it\u2019s important to quote him directly. What he said was: I hear all the folks on TV saying, \u201cWhy doesn\u2019t Biden get this done?\u201d Well, because Biden only has a majority of, effectively, four votes in the House and a tie in the Senate, with two members of the Senate who vote more with my Republican friends.<\/em><\/p>\n<p><em>He\u2019s not \u2014 he was not giving a specific commentary on a policy. He was conveying, again, that sometimes that\u2019s the summary \u2014 shorthand version that he sees on cable news at times. Again, it\u2019s not always the forum that\u2019s easy to provide guidance on how a bill becomes a law. His view on the filibuster continues to be that there should be a path forward for Democrats and Republicans to make voting easier, to move forward on progress for the American people. That position hasn\u2019t changed. And he was not intending to convey something different.<\/em><\/p>\n<\/blockquote>\n<p>WATCH:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"9.3346613545817\">\n<p lang=\"en\" dir=\"ltr\">After Biden falsely claimed that Senators Manchin and Sinema tend to vote with Republicans, Psaki defended the president, saying he was just commenting on &#8220;TV punditry.&#8221; <a href=\"https:\/\/t.co\/FaQLdEH9X9\">pic.twitter.com\/FaQLdEH9X9<\/a><\/p>\n<p>\u2014 The Post Millennial (@TPostMillennial) <a href=\"https:\/\/twitter.com\/TPostMillennial\/status\/1400135433388912644?ref_src=twsrc%5Etfw\">June 2, 2021<\/a><\/p>\n<\/blockquote>\n<p>Later in the press conference, Psaki was pressed again about the remarks:<\/p>\n<blockquote readability=\"24\">\n<p><em>REPORTER: Okay. And just to follow up on your comments on what President Biden said about Senator Manchin and Senator Sinema: Are you saying that that was not a criticism of the two of them?<\/em><\/p>\n<p><em>PSAKI: It was not. No. He considers them both friends. He considers them both good working partners.\u00a0 And he also believes that, in democracy, we don\u2019t have to see eye to eye on every detail of every single issue in order to work together, and he certainly thinks that reflects their relationship.<\/em><\/p>\n<p><em>REPORTER: But even saying \u201ctwo Democrats vote with Republicans more than they do with their own party\u201d \u2014<\/em><\/p>\n<p><em>PSAKI: \u201cWith my Republican friends.\u201d I would say that the fact that the President is having Senator Capito here today and has been having ongoing discussions with Republicans in the Senate and that he\u2019s eager to find a path forward on bipartisan work certainly tells you, I think, what you need to know about what he thinks about working with people even when there\u2019s disagreement.<\/em><\/p>\n<\/blockquote>\n<p>WATCH:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"9.7018633540373\">\n<p lang=\"en\" dir=\"ltr\">Amazing.
