It surpasses President Trump\u2019s 2021 <\/span><a href=\"https:\/\/www.thebalance.com\/u-s-federal-budget-breakdown-3305789\"><span>proposal<\/span><\/a><span> of $4.8 trillion, which was likewise the largest on record.<\/span><\/p>\n<p><span>The Biden administration\u2019s budget expands his <\/span><a href=\"https:\/\/www.dailywire.com\/news\/nonpartisan-economists-say-bidens-infrastructure-plan-will-decrease-economic-growth\"><span>American Jobs Plan<\/span><\/a><span> and American Families Plan \u2014 omnibus packages that already cost $2.7 trillion and $1.8 trillion, respectively.<\/span><\/p>\n<p><span>Below are five things you need to know about President Biden\u2019s new budget.<\/span><\/p>\n<p><b>Education<\/b><\/p>\n<p><span>After listing the key points of the American Jobs Plan and the American Families Plan, the budget suggests large increases in federal spending on education.<\/span><\/p>\n<p><span>First, the budget proposes \u201chistoric investments in high-poverty schools\u201d \u2014 specifically, with $36.5 billion in new <\/span><a href=\"https:\/\/www2.ed.gov\/programs\/titleiparta\/index.html\"><span>Title I<\/span><\/a><span> grant funding that represents an 83% increase over the 2021 budget. The budget also offers $1 billion \u201cto increase the number of counselors, nurses, and mental health professionals in schools\u201d and $443 million for afterschool programs, adult education, and health services.<\/span><\/p>\n<p><span>President Biden\u2019s budget touts its expansion of federal expenditures on \u201cearly child care and learning.\u201d The administration requests $7.4 billion for the <\/span><a href=\"https:\/\/www.ffyf.org\/issues\/ccdbg\/\"><span>Child Care and Development Block Grant<\/span><\/a><span> \u2014 a $1.5 billion increase from last year\u2019s proposal \u2014 and $11.9 billion for <\/span><a href=\"https:\/\/www.acf.hhs.gov\/ohs\"><span>Head Start<\/span><\/a><span>, a federal kindergarten program.<\/span><\/p>\n<p><b>Equity<\/b><\/p>\n<p><span>The budget lists several items that emphasize \u201cequity\u201d in federal spending.<\/span><\/p>\n<p><span>In particular, the administration allocated $70 million toward expanding opportunities for \u201cminority-owned businesses\u201d \u2014 specifically, to \u201cfund investments in economic development grants and research to ensure policies effectively support the minority business community.\u201d In accordance with this goal, the budget gives $330 million \u2014 a 22% increase from last year \u2014 to \u201coffer loans to start-ups and small businesses to promote the production of affordable housing and community revitalization projects.\u201d<\/span><\/p>\n<p><span>Beyond these investments, the Biden administration offers funding to several racial equity programs costing less than one billion dollars apiece \u2014 including the refurbishment of \u201crecreational centers and commercial corridor improvements in historically underfunded and marginalized communities facing persistent poverty\u201d and the creation of \u201ccleaner, robust, and affordable transportation options, including high-quality transit, equitable transit-oriented development, and other enhancements.\u201d<\/span><\/p>\n<p><b>Healthcare<\/b><\/p>\n<p><span>Much of President Biden\u2019s healthcare budget revolves around public health.<\/span><\/p>\n<p><span>Notably, the budget offers $8.7 billion in funding to the CDC \u2014 \u201cthe largest budget authority increase in nearly two decades\u201d \u2014 to \u201cmodernize public health data collection nationwide, train new epidemiologists and other public health experts, and rebuild international capacity to detect, prepare for, and respond to emerging global threats.\u201d<\/span><\/p>\n<p><span>In addition to spending $6.5 billion to launch the \u201cAdvanced Research Projects Agency for Health,\u201d $10.7 billion to fight the opioid epidemic through the Department of Health and Human Services, and $2.1 billion to combat the \u201cgun violence public health epidemic,\u201d the healthcare budget likewise places a heavy emphasis on \u201cequity.\u201d Among other expenditures, the budget offers $2.2 billion to \u201cdramatically increase\u201d funding for the Indian Health Service and $153 million for the CDC\u2019s \u201c<\/span><a href=\"https:\/\/www.cdc.gov\/socialdeterminants\/index.htm\"><span>Social Determinants of Health<\/span><\/a><span>\u201d program.<\/span><\/p>\n<p><span>In a massive shift from former administrations, the new budget would end the Hyde Amendment \u2014 a statute that has been attached to federal budget proposals since 1976 to stop taxpayer dollars from bankrolling elective abortion.<\/span><\/p>\n<p><b>Environment<\/b><\/p>\n<p><span>Marking a $36 billion expansion upon the American Jobs Plan\u2019s proposed spending on environmental policy, President Biden\u2019s budget makes climate change a central theme.<\/span><\/p>\n<p><span>To retrofit buildings and complete other projects related to climate change, the budget repeatedly lauds the importance of \u201cgood-paying union jobs.\u201d For instance, the budget spends $2 billion on \u201cwelders, electricians, and other skilled laborers to work building clean energy projects\u201d and $580 million to create 250,000 jobs devoted to \u201cremediating abandoned wells and mines.\u201d<\/span><\/p>\n<p><span>The budget emphasizes the need for \u201cdisaster planning\u201d with respect to climate change. In particular, the budget sets apart $815 million \u2014 a 96% increase since the 2021 enacted level \u2014 to \u201cincorporate climate impacts into pre-disaster planning and projects.\u201d It also provides $1.2 billion above the 2021 level to \u201cincrease the resilience of ecosystems and communities across the nation to wildfires, flooding, and drought\u201d \u2014 a proposal that would involve granting another $100 million to the CDC.<\/span><\/p>\n<p><span>The budget also makes the \u201clargest investment in environmental justice in history\u201d through a $936 million \u201c<\/span><a href=\"https:\/\/www.epa.gov\/newsreleases\/statement-administrator-regan-presidents-fy-2022-discretionary-funding-request#:~:text=The%20discretionary%20request%20directs%20more,including%20rural%20and%20Tribal%20communities.\"><span>Accelerating Environmental and Economic Justice<\/span><\/a><span>\u201d initiative at the Environmental Protection Agency, as well as $450 million to \u201chelp tribal nations address the climate crisis.\u201d<\/span><\/p>\n<p><b>Defense<\/b><\/p>\n<p><span>Beyond its $715 billion request for the Department of Defense, President Biden\u2019s budget adds new foreign policy funding that would reverse the more isolationist bent of former President Trump.<\/span><\/p>\n<p><span>The budget provides funding \u201cto support U.S. commitments to the World Health Organization, the United Nations (UN) Population Fund, and the UN High Commissioner for Human Rights, while continuing to press for needed reforms.\u201d The budget also volunteers $2.5 billion for \u201cinternational climate programs to help rally the world against this urgent threat, restore U.S. leadership, and catalyze new climate pledges.\u201d<\/span><\/p>\n<p><span>With respect to immigration \u2014 and as his administration faces a migrant crisis on the Southern border \u2014 President Biden\u2019s budget offers \u201cresources to implement a fair, orderly, and humane immigration system\u201d that would support up to 125,000 refugee admissions into the United States.
