Under the new rule, bias training will be required for both new applicants and those who are renewing their existing licenses and registrations.\u00a0<\/span><\/p>\n<p><span>According to the email, new applicants will be required to undergo a minimum of two hours of implicit bias training with a five-year window to complete the training. Renewing applicants must complete one hour of implicit bias training \u201cfor each year of the applicant\u2019s license or registration cycle.\u201d\u00a0<\/span><\/p>\n<p><span>The email defines implicit bias as \u201c(A)n attitude or internalized stereotype that affects an individual\u2019s perception, action or decision making in an unconscious manner and often contributes to unequal treatment of people based on race, ethnicity, nationality, gender, gender identity, sexual orientation, religion, socioeconomic status, age, disability, or other characteristics.\u201d<\/span><\/p>\n<p><span>In August, Whitmer declared racism a \u201cpublic health crisis\u201d and mandated implicit bias training for all state employees. Whitmer also created an advisory council to focus on issues affecting black people in Michigan. According to the <\/span><a href=\"https:\/\/www.freep.com\/story\/news\/local\/michigan\/2020\/08\/05\/racism-michigan-governor-gretchen-whitmer-public-health-crisis\/3297123001\/\"><span>Detroit Free Press<\/span><\/a><span>, Whitmer said that black Michiganders are four times more likely to die from the coronavirus than their white counterparts because of \u201cunequal economic and health care treatment and racism.<\/span><\/p>\n<p><span>The training was recommended by Whitmer\u2019s task force on racial disparities alongside a slew of organizations including \u201chealth professional boards, insurance providers, health systems, health care associations, legislators, state agencies, higher education, and community and advocacy groups.\u201d\u00a0<\/span><\/p>\n<p><span>In a statement on mandated implicit bias training of state employees, Whitmer claimed that training can make a \u201cpositive difference\u201d in improving so-called \u201cracial equity.\u201d\u00a0<\/span><\/p>\n<p><span>\u201cCOVID-19 has had a disparate impact on people of color due to a variety of factors, and we must do everything we can to address this disparity,\u201d Whitmer <\/span><a href=\"https:\/\/www.freep.com\/story\/news\/local\/michigan\/detroit\/2020\/07\/09\/whitmer-implicit-bias-training-healthcare-professionals\/3287034001\/\"><span>said<\/span><\/a><span>. \u201cThe evidence shows that training in implicit bias can make a positive difference, so today we are taking action to help improve racial equity across Michigan\u2019s health care system.\u201d\u00a0<\/span><\/p>\n<p><span>According to BLP\u2019s email, the state\u2019s implicit bias training will be related to \u201creducing barriers and disparities in access to and delivery of health care services.\u201d\u00a0<\/span><\/p>\n<p><span>The training must include the following elements:\u00a0<\/span><\/p>\n<ul>\n<li><span>Give \u201cinformation on implicit bias, equitable access to health care, serving a diverse population, diversity and inclusion initiatives, and cultural sensitivity.\u201d\u00a0<\/span><\/li>\n<li><span>\u00a0Explain \u201cstrategies to remedy the negative impact of implicit bias by recognizing and understanding how it impacts perception, judgment, and actions that may result in inequitable decision making, failure to effectively communicate, and result in barriers and disparities in the access to and delivery of health care services.\u201d\u00a0<\/span><\/li>\n<li><span>Discuss \u201cthe historical basis and present consequences of implicit biases based on an individual\u2019s characteristics.\u201d<\/span><\/li>\n<li><span>\u00a0Discuss the \u201ccurrent research on implicit bias in the access to and delivery of health care services.\u201d\u00a0<\/span><\/li>\n<\/ul>\n<p><span>The Bureau of Professional Licensing\u2019s Director Debra Gagliardi did not respond to The Daily Wire\u2019s request for comment.\u00a0<\/span><\/p>\n<p><i><span>The Daily Wire is one of America\u2019s fastest-growing conservative media companies and counter-cultural outlets for news, opinion, and entertainment.
