The <em>Time<\/em> webpage discloses that the company is paid to publish the <em>China Daily<\/em> articles, though not that they are state-sponsored propaganda.<\/p>\n<p>The Justice Department requires <em>China Daily<\/em> to disclose its media activities under the Foreign Agents Registration Act due to its affiliation with the People\u2019s Republic of China. The news agency <a href=\"https:\/\/freebeacon.com\/media\/chinese-propaganda-outlet-paid-millions-to-american-newspapers-and-magazines\/\" target=\"_blank\" rel=\"noopener\">paid millions of dollars<\/a> for advertising and printing over the past six months to American newspapers and magazines, including <em>Time<\/em>, the <em>Los Angeles Times<\/em>, <em>Chicago Tribune<\/em>, and <em>Foreign Policy<\/em> magazine.<\/p>\n<p>The partnerships provide a window into the tactics the Chinese Communist Party uses to influence international audiences, and the revelation is likely to fuel concerns about an arrangement in which American news outlets peddle Chinese propaganda. The Jamestown Foundation, a pro-democracy think tank, <a href=\"https:\/\/jamestown.org\/program\/xinhua-infiltrates-western-electronic-media-part-one-online-advertorial-content\/\" target=\"_blank\" rel=\"noopener\">has questioned<\/a> whether American news outlets will tone down negative coverage of China because of the advertising partnerships.<\/p>\n<p>While most of the <em>China Daily<\/em> content is not political in nature, some of the articles appear to be thinly veiled attempts to portray the Chinese government and companies in a positive light.<\/p>\n<p>The <em>China Daily<\/em> <a href=\"https:\/\/partners.time.com\/partners\/china-daily\/drones-take-drudgery-out-of-farmwork\/?prx_t=DHsGAN0xKAbBkRA&#038;utm_campaign=159028\" target=\"_blank\" rel=\"noopener\">article<\/a> about drones appeared just after the Trump administration blacklisted DJI, China\u2019s largest drone maker, citing concerns that Chinese intelligence could use the drones to collect data on American citizens. The Chinese government has allegedly used DJI drones to surveil Uyghur Muslims, millions of whom are held in detention camps in the Xinjiang region. Under Chinese law, companies are required to comply with data requests from the government.<\/p>\n<p>The article highlights uses for DJI drones other than surveillance of Uyghurs. It notes that DJI has sold 40,000 drones for agricultural work over the past year and that the company is &#8220;helping farmers improve efficiency and increase the use of intelligent agricultural equipment.&#8221;<\/p>\n<p><em>China Daily<\/em> published <a href=\"http:\/\/global.chinadaily.com.cn\/a\/202012\/25\/WS5fe549cfa31024ad0ba9e7e9_2.html\" target=\"_blank\" rel=\"noopener\">the article<\/a> on its own website on Dec. 25, a week after the Trump administration put DJI on a blacklist.<\/p>\n<p><em>Time<\/em>\u2019s first <em>China Daily<\/em> placement was <a href=\"https:\/\/partners.time.com\/partners\/china-daily\/making-sense-of-the-new-5-year-plan\/?prx_t=azIGATi5IAbBkRA&#038;utm_campaign=159028\" target=\"_blank\" rel=\"noopener\">an article<\/a> championing the Chinese Communist Party\u2019s recent five-year plan. The article blamed the United States for &#8220;escalating&#8221; tensions with China by threatening to ban WeChat and TikTok, two phone apps that U.S. officials believe have ties to Chinese intelligence.<\/p>\n<p>The last article published by <em>Time<\/em> is a <em>China Daily<\/em> story from April 26 in which retired diplomat Chas Freeman marvels at China\u2019s economic progress in the 50 years since he worked as Richard Nixon\u2019s interpreter during the president\u2019s 1972 visit. Freeman is <a href=\"https:\/\/freebeacon.com\/media\/chinese-propaganda-outlet-paid-millions-to-american-newspapers-and-magazines\/\" target=\"_blank\" rel=\"noopener\">affiliated<\/a> with the isolationist Quincy Institute for Responsible Statecraft, a controversial think tank whose scholars have defended China from claims that it is committing genocide against Uyghurs.<\/p>\n<p>The article is a prime example of the kind of content that <em>China Daily<\/em> places in American media outlets. Several articles quote prominent Americans calling for closer cooperation between Washington and Beijing, praising China, or criticizing the U.S. government.<\/p>\n<p>The <em>Wall Street Journal<\/em>, which partnered with <em>China Daily<\/em> until last year, published <a href=\"https:\/\/partners.wsj.com\/chinadaily\/chinawatch\/neil-bush-urges-talks-not-tariffs\/?cx_testId=0&#038;cx_testVariant=cx_1&#038;cx_artPos=48&#038;cx_type=behavioral#cxrecs_s\" target=\"_blank\" rel=\"noopener\">an interview<\/a> in which Neil Bush, the brother of former president George W. Bush, criticized U.S. tariffs against China. He also accused President Trump of hijacking the Republican party.<\/p>\n<p>Unlike <em>Time<\/em>, the <em>Journal <\/em>discloses on its website that the People\u2019s Republic of China controls <em>China Daily<\/em>.<\/p>\n<p><em>Time<\/em>\u2019s partnership comes as the magazine faces steep declines in print subscriptions. With 75 articles published online so far, the magazine averages around $9,300 per <em>China Daily<\/em> story.<\/p>\n<p><em>Time<\/em> inked the deal with <em>China Daily<\/em> even as other prominent news organizations have cut ties with the propaganda mill. The <em>Journal<\/em>, the <em>New York Times<\/em>, and the <em>Washington Post<\/em> all ended their partnerships with <em>China Daily<\/em> last year.
