Between 1981 and 1993, federal funds could not be used for abortions \u201cexcept where the life of the mother would be endangered if the fetus were carried to term.\u201d In 1993, President Clinton signed into law the \u201cDepartments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act,\u201d which included cases of rape and incest in the category of elective abortions which qualify for federal funding.<\/span><\/p>\n<p><span>Since 2016, the Democratic Party has become increasingly radical on the subject of abortion, marking the first time the party explicitly called for the Hyde Amendment to be repealed.<\/span><\/p>\n<p><span>President Joe Biden, who came out in support of ending the Hyde Amendment in 2019, voted for the original version in 1976. He also voted to save it in 1993, as <a href=\"https:\/\/www.dailywire.com\/news\/haworth-5-of-bidens-most-significant-flip-flops\">The Daily Wire<\/a> reported in 2020.<\/span><\/p>\n<p><span>The budget proposal represents a complete flip-flop on the subject of abortion for the president. Prior to opposing the Hyde Amendment, <\/span><span>Biden <a href=\"https:\/\/www.nytimes.com\/2019\/03\/29\/us\/politics\/biden-abortion-rights.html\">advocated<\/a> for the ability of states to overturn <\/span><i><span>Roe vs. Wade<\/span><\/i><span>, was in favor of the \u201cMexico City policy,\u201d which prevented federal funds from being allocated to organizations which provided or expanded abortion services, and <a href=\"http:\/\/content.time.com\/time\/specials\/packages\/article\/0,28804,1849140_1849287_1849219,00.html\">voted for partial-birth abortion bans<\/a> on <\/span><i><span>two <\/span><\/i><span>occasions.<\/span><\/p>\n<p><span>The Foreign Assistance Act of 1981 even contains a \u201c<\/span><a href=\"https:\/\/fas.org\/sgp\/crs\/row\/R41360.pdf\"><span>Biden amendment<\/span><\/a><span>\u201d to this day, and was <\/span><a href=\"https:\/\/www.nationalreview.com\/2020\/05\/joe-biden-papers-would-reveal-flip-flops-notable-policy-stances\/\"><span>added<\/span><\/a><span> \u201cto ban American aid from being used in research related to abortions.\u201d<\/span><\/p>\n<p><span>Speaking at a Planned Parenthood event in 2019, Biden explained his change of heart regarding the Hyde Amendment.<\/span><\/p>\n<p><span>\u201cI laid out a health care plan that\u2019s going to provide federally funded health care for all women and women who now are denied even Medicare in their home states,\u201d he explained. \u201cIt became really clear to me that although the Hyde Amendment was designed to try to split the difference here, to make sure women still had access, you can\u2019t have access if everyone\u2019s covered by a federal policy. That\u2019s why at the same time I announced that policy, I announced that I could no longer continue to abide by the Hyde Amendment. That\u2019s the reason.\u201d<\/span><\/p>\n<p><span>As The Daily Wire noted, <\/span><a href=\"https:\/\/www.politico.com\/story\/2019\/06\/22\/biden-roe-v-wade-2020-1376712\"><span>during that same event<\/span><\/a><span>, Biden stated that he would work to \u201censhrine into federal law the <\/span><i><span>Roe v.
