Part of the American Rescue Plan \u2014 the first coronavirus relief bill passed under the Biden administration \u2014 mandates that schools reserve 20 percent of their COVID-19 relief funds for interventions that \u201crespond to students\u2019 academic, social and emotional needs.\u201d&nbsp;<\/span><\/p>\n<p><span>According to Max Eden writing for <\/span><a href=\"https:\/\/www.city-journal.org\/biden-admin-funds-antiracist-therapy-for-white-educators?wallit_nosession=1\"><span>City Journal<\/span><\/a><span>, the administration\u2019s guidance suggests that buzz words such as \u201csocial-emotional learning\u201d are a cover for the implementation of critical race theory.&nbsp;<\/span><\/p>\n<p><span>The Department of Education released a <\/span><a href=\"https:\/\/www2.ed.gov\/documents\/coronavirus\/reopening-2.pdf\"><span>guidebook<\/span><\/a><span> titled, \u201cRoadmap to Reopening Safely and Meeting All Students\u2019 Needs.\u201d The guide calls on schools to use funds to have \u201cintentional conversations related to race and social-emotional learning.\u201d&nbsp;<\/span><\/p>\n<p><span>Examples of \u201csocial-emotional learning\u201d according to the <\/span><a href=\"https:\/\/abolitionistteachingnetwork.org\/guide\"><span>Abolitionist Teaching Network<\/span><\/a><span>,&nbsp; include partnering with and compensating community members \u201cto develop and implement Abolitionist [social-emotional learning] models,\u201d removing \u201call punitive or disciplinary practices that spirit murder Black, Brown, and Indigenous children,\u201d and requiring a commitment to learning about disrupting \u201cWhiteness and other forms of oppression.\u201d&nbsp;<\/span><\/p>\n<p><span>Other examples included \u201cfree, antiracist therapy for White educators and support staff\u201d and \u201cfree, radical self\/collective care and therapy for Educators and Support Staff of Color.\u201d&nbsp;<\/span><\/p>\n<p><span>The Department of Education began pushing for social-emotional learning (SEL) under the leadership of Education Secretary Miguel Cardona. SEL, in the traditional sense, was built around the idea of \u201cresponsible decision-making\u201d and other tenets of individualism. Critical race theory has shifted the idea of SEL to re-focus on so-called \u201cabolitionist SEL.\u201d&nbsp;<\/span><\/p>\n<p><span>City Journal <\/span><a href=\"https:\/\/www.city-journal.org\/biden-admin-funds-antiracist-therapy-for-white-educators?wallit_nosession=1\"><span>reported<\/span><\/a><span>:&nbsp;<\/span><\/p>\n<blockquote readability=\"16\">\n<p><i><span>By contrast, an \u201cabolitionist\u201d approach to SEL contends that traditional \u201cSEL can be a covert form of policing used to punish, criminalize, and control Black, Brown and Indigenous children and communities to adhere to White norms.\u201d Abolitionist SEL is \u201cnot a lesson plan\u201d but rather a \u201cway of being that informs all aspects of teaching, learning, and relationship building with students, families, and communities.\u201d<\/span><\/i><\/p>\n<\/blockquote>\n<p><span>The Biden administration\u2019s Education Department has made equity a centerpiece of coronavirus spending for schools. According to <\/span><a href=\"https:\/\/www.future-ed.org\/what-congressional-covid-funding-means-for-k-12-schools\/\"><span>FutureEd<\/span><\/a><span>, in mid-March, the Education Department released five questions for districts to consider when evaluating whether the proposed spending is an appropriate use of funds.<\/span><\/p>\n<p><span>Questions included:&nbsp;<\/span><\/p>\n<ul>\n<li><span>Will the proposed use of funds \u201cprevent, prepare for, and respond to coronavirus?\u201d<\/span><\/li>\n<li><span>Is it allowable use of funds under the CARES Act?<\/span><\/li>\n<li><span>&nbsp;Is it reasonable and necessary?<\/span><\/li>\n<li><span>Does it promote equity?<\/span><\/li>\n<li><span>Does it support returning students to the classroom?<\/span><\/li>\n<\/ul>\n<p><span>As Eden reported, many of these recommendations are illegal under Title VI of the Civil Rights Act, which prohibits school districts from discriminating against students based on race or other immutable characteristics.&nbsp;<\/span><\/p>\n<p><i><span>The Daily Wire is one of America\u2019s fastest-growing conservative media companies and counter-cultural outlets for news, opinion, and entertainment.
