Pat Toomey said the focus of the infrastructure bill should be on \u201cactual infrastructure,\u201d while speaking at a press conference Thursday morning.<\/p>\n<p>The offer cuts back on Biden\u2019s infrastructure plan by focusing largely on roads, bridges, public transit, ports and waterways, according to <a href=\"https:\/\/www.foxbusiness.com\/politics\/republicans-gop-infrastructure-counteroffer-senate-congress-biden\" target=\"_blank\" rel=\"noopener noreferrer\">Fox News<\/a>. Shelley Moore Capito said Thursday morning.<\/p>\n<p>\u201cWe have achieved that goal with this counteroffer. But we\u2019ve also done something, I think that has stayed true to what our beliefs are\u2026 and that is, sticking to core, physical infrastructure.\u201d<\/p>\n<p>Republicans originally introduced a $568 billion infrastructure proposal in April which didn\u2019t gain traction, according to <a href=\"https:\/\/www.npr.org\/2021\/04\/22\/989841527\/countering-biden-senate-republicans-unveil-smaller-568-billion-infrastructure-pl\" target=\"_blank\" rel=\"noopener noreferrer\">NPR<\/a>.<\/p>\n<p>Toomey also said the new proposal would not change the 2017 tax cuts that lowered the <a href=\"https:\/\/dailycaller.com\/2021\/04\/05\/joe-manchin-against-joe-biden-infrastructure-bill-corporate-tax-rate\/\" target=\"_blank\" rel=\"noopener noreferrer\">corporate tax rate<\/a> to 21% after Biden proposed raising it to 28% to pay for his plan. <strong><a href=\"https:\/\/dailycaller.com\/2021\/04\/07\/senator-kirsten-gillibrand-child-care-paid-leave-infrastructure-democrats-spending-bill\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Sen. Kirsten Gillibrand Says The Quiet Part About Biden\u2019s \u2018Infrastructure\u2019 Plan Out Loud)<\/a><\/strong><\/p>\n<p>Biden\u2019s <a href=\"https:\/\/dailycaller.com\/2021\/04\/07\/joe-biden-american-jobs-plan-infrastructure-spending\/\" target=\"_blank\" rel=\"noopener noreferrer\">proposal<\/a>, which originally cost more than $2 trillion, is primarily funded by <a href=\"https:\/\/dailycaller.com\/2021\/03\/31\/joe-biden-infrastructure-plan-trump-tax-corporate-cuts\/\" target=\"_blank\" rel=\"noopener noreferrer\">raising the corporate tax rate<\/a>. The \u201cAmerican Jobs Plan\u201d covers four large sectors, such as transportation infrastructure like roads, bridges and rails, modernizing public utilities like water and electricity, investing in care infrastructure for families, disabled and elderly Americans and providing incentives for clean energy products.<\/p>\n<p>The Biden administration recently <a href=\"https:\/\/dailycaller.com\/2021\/05\/21\/white-house-1-7-trillion-counterproposal-republican-infrastructure\/\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a> it would lower its proposed infrastructure bill spending to $1.7 trillion in an effort toward bipartisanship.<\/p>\n<p>Democratic Massachusetts Sen. Elizabeth Warren said Thursday morning on MSNBC she doesn\u2019t \u201creally think this is a serious counteroffer.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"10.168674698795\">\n<p dir=\"ltr\" lang=\"en\">Sen.
