(Samuel Corum\/Getty Images)<\/p>\n<\/div>\n<h4>Infrastructure<\/h4>\n<p>Biden announced his <a href=\"https:\/\/dailycaller.com\/2021\/04\/07\/joe-biden-american-jobs-plan-infrastructure-spending\/\" target=\"_blank\" rel=\"noopener noreferrer\">$2.3 trillion infrastructure plan<\/a> in March, which Republicans immediately opposed due to its size, scope and financing through tax increases on corporations and the rich.<\/p>\n<p>Though Senate Democrats can use <a href=\"https:\/\/dailycaller.com\/2021\/04\/05\/democrats-filibuster-infrastructure-bill-parliamentarian\/\">budget reconciliation<\/a>, a legislative tool requiring just a simple majority instead of the normal 60 votes to pass the bill, Biden said he was <a href=\"https:\/\/dailycaller.com\/2021\/04\/19\/joe-biden-infrastructure-bill-compromise-white-house-meeting-republicans\/\" target=\"_blank\" rel=\"noopener noreferrer\">committed<\/a>&nbsp;to holding negotiations with Republicans instead of boxing them out.<\/p>\n<p>While some initial progress was made, those deliberations have <a href=\"https:\/\/dailycaller.com\/2021\/05\/22\/infrastructure-talks-hit-snag-gop-response-bidens-counteroffer\/\" target=\"_blank\" rel=\"noopener noreferrer\">stalled in recent days<\/a>, with Republicans\u2019 most recent $568 billion counteroffer falling far shy of the White House\u2019s new <a href=\"https:\/\/dailycaller.com\/2021\/05\/21\/white-house-1-7-trillion-counterproposal-republican-infrastructure\/\" target=\"_blank\" rel=\"noopener noreferrer\">$1.7 trillion proposal<\/a>.<\/p>\n<p>Instead of taking the necessary time to craft a bipartisan package, some liberals have urged Democratic leadership and Biden to <a href=\"https:\/\/www.scribd.com\/document\/508267182\/Jayapal-Size-Scope-Speed-Letter\">go it alone<\/a>, since his party has <a href=\"https:\/\/www.presidency.ucsb.edu\/statistics\/data\/seats-congress-gainedlost-the-presidents-party-mid-term-elections\" target=\"_blank\" rel=\"noopener noreferrer\">historically unfavorable odds<\/a>&nbsp;to keep House and Senate majorities in the 2022 midterms.<\/p>\n<p>White House advisor Cedric Richmond <a href=\"https:\/\/www.cnn.com\/2021\/05\/23\/politics\/cedric-richmond-infrastructure-bill-biden-cnntv\/index.html?utm_term=link&amp;utm_content=2021-05-23T17%3A36%3A04&amp;utm_medium=social&amp;utm_source=twCNNp\" target=\"_blank\" rel=\"noopener noreferrer\">told CNN<\/a> on Sunday that Biden is prepared to \u201cchange course\u201d if talks continued to falter.<\/p>\n<p>\u201c[Biden] wants a deal. He wants it soon, but if there\u2019s meaningful negotiations taking place in a bipartisan manner, he\u2019s willing to let that play out,\u201d Richmond said. \u201cBut again, he will not let inaction be the answer. (Brendan Smialowski\/AFP via Getty Images)<\/p>\n<\/div>\n<h4>Police Reform<\/h4>\n<p>Lawmakers in the Senate are more optimistic that they will reach a deal on a police reform bill after the House passed the <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/7120\/text\" target=\"_blank\" rel=\"noopener noreferrer\">George Floyd Justice in Policing Act<\/a> last Congress.<\/p>\n<p>New Jersey Democratic Sen. Cory Booker, who has led negotiations for his caucus, <a href=\"https:\/\/www.cnn.com\/2021\/05\/24\/politics\/policing-overhaul-congress-negotiations\/index.html\">told CNN<\/a> on Sunday that he was \u201ccommitted\u201d to reaching an agreement, and that he has been consistently communicating with South Carolina Republican Sen. Tim Scott and California Democratic Rep. Karen Bass, who have been central figures as well.<\/p>\n<p>\u201cThis is not about going after good officers. This is about when officers have breached the civil rights of another American citizen,\u201d Booker said. \u201cTo me, we need to create real accountability. (Drew Angerer\/Getty Images)<\/p>\n<\/div>\n<h4>Voting Rights<\/h4>\n<p>Senate Majority Leader Chuck Schumer has <a href=\"https:\/\/dailycaller.com\/2021\/03\/24\/chuck-schumer-failure-not-option-voting-rights-bill\/\">vowed to pass<\/a> the For the People Act, Democrats\u2019 signature voting rights bill, pledging to bring it to a full Senate vote and saying that \u201cfailure is not an option.\u201d<\/p>\n<p>The bill would almost completely federalize American elections, legalize universal mail-in voting and ballot harvesting and adopt a series of anti-gerrymandering and government ethics measures. It <a href=\"https:\/\/dailycaller.com\/2021\/03\/04\/house-passes-election-bill-zero-republican-votes\/\" target=\"_blank\" rel=\"noopener noreferrer\">passed the House<\/a> in April, but faces unanimous opposition from Republicans, who have labeled it as a Democratic power grab.<\/p>\n<p>With the Senate filibuster in place, Democrats would need 10 Republicans to vote for the bill for it to make it to Biden\u2019s desk, which is extraordinarily unlikely. Some Democrats, however, have called for the <a href=\"https:\/\/twitter.com\/i\/broadcasts\/1vAxRwMePmNKl\" target=\"_blank\" rel=\"noopener noreferrer\">filibuster to be abolished<\/a> so the bill can make it into law, especially since Republican legislatures have begun to adopt voting reforms that critics say make it harder to vote in states across the country.<\/p>\n<p>A simple majority vote could scrap the rule, but Sens. Joe Manchin of West Virginia and Kyrsten Sinema of Arizona have repeatedly opposed its abolishment, leaving Democrats at least two votes shy of a majority. And while Biden has suggested that he would be open to some type of <a href=\"https:\/\/dailycaller.com\/2021\/03\/17\/biden-open-restoring-talking-filibuster\/\">filibuster reform<\/a>, he has only <a href=\"https:\/\/dailycaller.com\/2021\/03\/25\/biden-signals-he-could-support-killing-the-filibuster-entirely-to-pass-his-agenda\/\">floated abolishing it<\/a> if there is \u201ccomplete lockdown\u201d in Congress.<\/p>\n<p>The For the People Act <a href=\"https:\/\/dailycaller.com\/2021\/05\/11\/chuck-schumer-mitch-mcconnell-for-the-people-act-congress-elections-2020\/\" target=\"_blank\" rel=\"noopener noreferrer\">advanced out of the Senate Rules Committee<\/a> two weeks ago on a tie vote, allowing Schumer to bring it to the floor for a full vote, which he intends to do.<\/p>\n<p>Content created by The Daily Caller News Foundation is available without charge to any eligible news publisher that can provide a large audience.
