It will go into effect in September.&nbsp;<\/span><\/p>\n<p>\u201cIt\u2019s a very unique law and it\u2019s a very clever law,\u201d Josh Blackman, a constitutional law professor at South Texas College of Law Houston, told the Tribune. \u201cPlanned Parenthood can\u2019t go to court and sue Attorney General [Ken] Paxton like they usually would because he has no role in enforcing the statute. They have to basically sit and wait to be sued.\u201d<\/p>\n<p>A group of 200 physicians, in an open letter, voiced opposition to the bill last month, saying it would open them up to \u201cfrivolous lawsuits,\u201d <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/texas-governor-signs-law-banning-abortions-after-about-six-weeks-pregnancy-2021-05-19\/\">reports<\/a> Reuters. \u201cRegardless of our personal beliefs about abortion, as licensed physicians in Texas, we implore you to not weaponize the judicial branch against us to make a political point,\u201d wrote the physicians.<\/p>\n<p><span>Under the new law, formally called <\/span><a href=\"https:\/\/capitol.texas.gov\/tlodocs\/87R\/billtext\/pdf\/SB00008H.pdf#navpanes=0\"><span>Texas Bill SB 8<\/span><\/a><span>, physicians must test for a fetal heartbeat prior to an abortion and \u201cmay not knowingly perform or induce an abortion on a pregnant woman if the physician detected a fetal heartbeat for the unborn child.\u201d<\/span><\/p>\n<p><span>Abbott, a Republican, said Wednesday that the abortion law will ensure \u201cthe life of every unborn child who has a heartbeat will be saved from the ravages of abortion.\u201d<\/span><\/p>\n<p><span>\u201cOur creator endowed us with the right to life and yet millions of children lose their right to life every year because of abortion. In Texas, we work to save those lives, and that\u2019s exactly what the Texas legislature did this session. They worked together on a bipartisan basis to pass a bill,\u201d <\/span><a href=\"https:\/\/www.facebook.com\/280525378650885\/videos\/395747911496247\"><span>said<\/span><\/a><span> Abbott during remarks at a Wednesday bill signing.&nbsp;<\/span><\/p>\n<p><span>Under the text of the new law, exceptions to the abortion ban are allowed when the physician determines that a \u201cmedical emergency exists.\u201d In these specific cases, \u201cthe physician who performs or induces the abortion shall execute a written document that certifies the abortion is necessary due to a medical emergency and specifies the woman \u2019s medical condition requiring the abortion.\u201d<\/span><\/p>\n<p>Diana G\u00f3mez, advocacy manager at Progress Texas, told <a href=\"https:\/\/www.cnn.com\/2021\/05\/19\/politics\/texas-abortion-heartbeat-ban\/index.html\">CNN<\/a> that the law \u201ccontains some of the most extreme abortion restrictions in the country.\u201d<\/p>\n<p>The Planned Parenthood Action Fund has called the law \u201cdangerous\u201d and vowed to fight it.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"10.557046979866\">\n<p lang=\"en\" dir=\"ltr\">This law won\u2019t go into effect until September \u2014 and we will fight back with everything we have to keep that from happening.
