The administration\u2019s rules ban incoming officials from receiving compensation from their previous employers for snagging a job in government, sometimes called \u201cgolden parachutes,\u201d among other new restrictions.<\/span><\/p>\n<p><span>Since then, however, the presence of former lobbyists and \u201cshadow lobbyists,\u201d or individuals in corporate positions who work to affect public policy but are not required to formally register as lobbyists, has raised eyebrows, <\/span><a href=\"https:\/\/abcnews.go.com\/Politics\/progressives-worry-lobbying-corporate-ties-biden-administration\/story?id=74403234\"><span>even among<\/span><\/a><span> left-leaning groups. Last year, <\/span><a href=\"https:\/\/www.wsj.com\/livecoverage\/latest-updates-biden-trump-election-2020\/card\/JoZ9MsykGqwQ8EA40uul\"><span>at least 40<\/span><\/a><span> current and former lobbyists became members of Biden\u2019s transition team.<\/span><\/p>\n<p><span>Charanya Krishnaswami was brought on in February to serve as senior counselor to Secretary of Homeland Security Alejandro Mayorkas. In order for her to take on the role, the administration granted Krishnaswami an ethics <\/span><a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/21_0209_omb_waiver-krishnaswami.pdf\"><span>waiver<\/span><\/a><span> for her previous work as a registered <\/span><a href=\"https:\/\/www.amnestyusa.org\/staff\/charanya-krishnaswami\/\"><span>lobbyist<\/span><\/a><span> on a slew of immigration issues at the left-wing human rights group Amnesty International.<\/span><\/p>\n<p><span>Without the waiver, Krishnaswami would have had to recuse herself for two years from creating policy in areas on which she lobbied for Amnesty during the two years prior to her joining the administration. She is still prohibited from being involved in issues that would directly affect Amnesty financially.<\/span><\/p>\n<p><span>Complying with ethics requirements would \u201cresult in serious limitations and inefficiencies\u201d for the department, acting White House Office of Management and Budget director Robert Fairweather wrote in his Feb. 9 ethics waiver for Krishnaswami.<\/span><\/p>\n<p><span>\u201cManaging an ongoing recusal for Ms. Krishnaswami will impact several of the Department\u2019s important missions,\u201d Fairweather wrote, concluding that \u201cit is in the public interest\u201d to grant the waiver to Krishnaswami.<\/span><\/p>\n<p><span>Krishnaswami was Amnesty\u2019s advocacy director for the Americas for two years before her appointment to the Biden administration, during which time she lobbied the government alongside other Amnesty lobbyists on a range of issues. Her writing has appeared in the <\/span><i><span>Washington Post <\/span><\/i><span>and <\/span><i><span>Slate<\/span><\/i><span>, where she wrote in favor of<\/span> <a href=\"http:\/\/www.slate.com\/articles\/news_and_politics\/map_of_the_week\/2013\/05\/abortion_and_birth_control_a_global_map.html\"><span>promoting<\/span><\/a><span> abortion globally.<\/span><\/p>\n<p><span>Amnesty International has <\/span><a href=\"https:\/\/www.amnesty.org.uk\/blogs\/yes-minister-it-human-rights-issue\/stop-saying-illegal-immigrants\"><span>pushed<\/span><\/a><span> for politicians internationally to \u201cstop associating illegality with immigration.\u201d In 2018, the group published a <\/span><a href=\"https:\/\/www.amnesty.org\/download\/Documents\/AMR5191012018ENGLISH.PDF\"><span>report<\/span><\/a><span> ripping President Donald Trump\u2019s immigration policies as having caused \u201ccatastrophic irreparable harm to thousands of people,\u201d saying they \u201chave spurned and manifestly violated both US and international law, and appeared to be aimed at the full dismantling of the US asylum system.\u201d The report included a section devoted exclusively to transgender asylum seekers.<\/span><\/p>\n<p><span>The Trump administration is \u201cchoosing to prey upon the most vulnerable, because the cruelty \u2014 and the chaos \u2014 is the point,\u201d Krishnaswami <\/span><a href=\"https:\/\/thehill.com\/opinion\/immigration\/452933-amnesty-international-ice-raids-encourage-hate-and-discrimination\"><span>wrote<\/span><\/a><span> in a 2019 article for The Hill.<\/span><\/p>\n<p><span>The Biden administration also granted ethics waivers to two senior officials who previously represented labor unions.<\/span><\/p>\n<p><span>Alethea Predeoux <\/span><a href=\"https:\/\/www.opm.gov\/about-us\/our-people-organization\/senior-staff-bios\/alethea-predeoux\/\"><span>serves<\/span><\/a><span> as director of congressional, legislative, and intergovernmental affairs at the Office of Personnel Management (OMB). Prior to her appointment, she lobbied on behalf of the American Federation of Government Employees (AFGE), a federal employee union with more than 300,000 members, as the union\u2019s director of legislative, political, and grassroots mobilization.\u00a0<\/span><\/p>\n<p><span>In her role representing the union, Predeoux worked to advance the union\u2019s legislative agenda and facilitate congressional relationships. The administration granted Predeoux an ethics waiver allowing her to participate in communications between the government and her former employer, this time on the other side of the table as a government official.<\/span><\/p>\n<p><span>Celeste Drake, whom Biden appointed to the newly created position of \u201cMade in America\u201d office director, which is based out of the OMB, was granted a similar ethics <\/span><a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2021\/04\/Celeste-Drake-Pledge-Waiver.pdf\"><span>waiver<\/span><\/a><span>.<\/span><\/p>\n<p><span>Drake previously <\/span><a href=\"https:\/\/aflcio.org\/author\/celeste-drake\"><span>worked<\/span><\/a><span> for more than eight years as a trade and globalization policy specialist for the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), a group of unions representing more than 12 million active and retired workers.\u00a0<\/span><\/p>\n<p><span>Most recently, Drake worked for nearly two years as the head of government affairs for the Directors Guild of America, which represents more than 18,000 members of the film industry. Without a waiver, Drake would have been prohibited from communicating with her former employers.<\/span><\/p>\n<p><span>Another Biden official who entered the administration with a potential conflict of interest is Michele Brane, who was tapped as director of the family unification task force at the Department of Homeland Security. The administration granted her an ethics <\/span><a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/21_0224_omb_waiver-brane.pdf\"><span>waiver<\/span><\/a><span> for her past work with the Women\u2019s Refugee Commission, another liberal human rights group that <\/span><a href=\"https:\/\/www.womensrefugeecommission.org\/blog\/we-ve-come-a-long-way\/\"><span>promotes<\/span><\/a><span> abortion worldwide.\u00a0<\/span><\/p>\n<p><span>The waiver allows her to communicate with her former employer, which the waiver describes as \u201ca prominent group advocating on behalf of and already working on the identification of children not yet reunited with families after separation at the border.\u201d<\/span><\/p>\n<p><span>Natasha Bilimoria, an administrator at the Agency for International Development (USAID), which administers civilian foreign aid from the U.S., received a <\/span><a href=\"https:\/\/www.usaid.gov\/sites\/default\/files\/documents\/2021.03.16_-_Bilimoria_Ethics_Pledge_Waiver.pdf\"><span>waiver<\/span><\/a><span> for her work as the director of U.S. strategy at Gavi, the Vaccine Alliance.\u00a0<\/span><\/p>\n<p><span>Gavi pursues a \u201cgoal to make new and underutilized vaccines more affordable and accessible to lower-income countries,\u201d and during her time there, Bilimoria was \u201ccharged with broadening support and funding for Gavi and its activities around the world,\u201d according to her waiver. Gavi\u2019s original partners included the World Health Organization, UNICEF, the World Bank, and the Bill &#038; Melinda Gates Foundation.<\/span><\/p>\n<p><span>\u201cGavi is playing a critical role in the procurement and delivery of COVID-19 vaccines in low- and middle-income countries around the world,\u201d the waiver said, adding that Bilimoria \u201cpossesses unique knowledge and understanding about how the coordinated, worldwide COVID-19 vaccination effort will proceed and how Gavi will lead in that effort.\u201d<\/span><\/p>\n<p><span>The administration has so far granted ethics waivers to at least eight officials. Marianne Engelman-Lado, an attorney at the EPA, was granted an ethics waiver for her work with the Natural Resources Defense Council, a progressive environmental advocacy group that \u201cstrongly <\/span><a href=\"https:\/\/www.nrdc.org\/media\/2019\/190207-1\"><span>supports<\/span><\/a><span>\u201d the Green New Deal.\u00a0<\/span><\/p>\n<p><span>Dr. Suhas \u201cMicky\u201d Tripathi, serving as National Coordinator for Health Information Technology at the Department of Health and Human Services, was granted a waiver for his work with health data nonprofits Health Level Seven and the Sequoia Project.\u00a0<\/span><\/p>\n<p><span>Finally, Aviva Aron-Dine, an Office of Management and Budget official, received a waiver allowing her to communicate with the Center on Budget and Policy Priorities, a progressive think tank where she was vice president for health policy.<\/span><\/p>\n<p><i>The Daily Wire is one of America\u2019s fastest-growing conservative media companies and counter-cultural outlets for news, opinion, and entertainment.
