Rand Paul during a hearing before the Senate Committee on Health, Education, Labor and Pensions.<\/p>\n<p>\u201cGain of function research, as you know, is juicing up naturally occurring animal viruses to infect humans. To arrive at the truth, the U.S. government should admit that the Wuhan Virology Institute was experimenting to enhance the coronavirus\u2019s ability to infect humans,\u201d Paul said.<\/p>\n<p>\u201cFor years, Ralph Baric, a virologist in the U.S., has been collaborating with Shi Zhengli of the Wuhan Virology Institute, sharing his discoveries how to create super viruses. This gain-of-function research has been funded by the [National Institutes of Health].\u201d<\/p>\n<p>\u201cDrs. Baric and Shi worked together to insert bat virus spike protein into the backbone of the deadly SARS virus, and then used this manmade supervirus to infect human airway cells,\u201d Paul continued. \u201cDr. Fauci, do you still support NIH funding of the lab in Wuhan?\u201d<\/p>\n<p>Fauci said in response that Paul was \u201centirely and completely incorrect.\u201d<\/p>\n<p>\u201cThe NIH has not ever and does not now fund gain of function research in the Wuhan Institute of Virology,\u201d Fauci said. \u201cDr. Baric does not do gain of function research and if it is, it is according to the guidelines and is being conducted in North Carolina, not in China.\u201d<\/p>\n<p>The Daily Caller News Foundation previously reported that the NIAID, which is led by Fauci, funded the nonprofit group EcoHealth Alliance to study bat-based coronaviruses in China that included the transfer of $600,000 to the Wuhan Institute of Virology. <strong><a href=\"https:\/\/dailycaller.com\/2021\/04\/04\/nih-gain-of-function-anthony-fauci-review-board-wuhan-lab\/\">(RELATED: US Grant To Wuhan Lab To Enhance Bat-Based Coronaviruses Was Never Scrutinized By HHS Review Board, NIH Says)<\/a><\/strong><\/p>\n<p>Experts say the grant describes scientists conducting gain-of-function research, but a federal oversight board that exists to evaluate such grants was never notified of its existence because the NIAID did not flag the research for review under the HHS <a href=\"https:\/\/www.phe.gov\/s3\/dualuse\/documents\/p3co.pdf\">Potential Pandemic Pathogens Control and Oversight<\/a> (P3CO) Framework.<\/p>\n<p>\u201cAfter careful review of the grant, NIAID determined research in the grant was not gain-of-function research because it did not involve the enhancement of the pathogenicity or transmissibility of the viruses studied,\u201d an NIH spokesperson told the DCNF.<\/p>\n<p>Rutgers University professor of chemical biology Richard H. Ebright told the DCNF that the NIH\u2019s ability to sidestep the federal gain-of-function review board \u201cis a systemic problem.\u201d<\/p>\n<p>Fauci insisted Tuesday that the EcoHealth Alliance grant did not include gain-of-function research.<\/p>\n<p>\u201cIf you look at the grant and you look at the progress reports, it is not gain-of-function, despite the fact that people tweet that, they write about it,\u201d Fauci said.<\/p>\n<p>Fauci added that it would have been irresponsible for his agency to not fund research into bat-based coronaviruses in China prior to the pandemic, given that the first SARS outbreak originated there.<\/p>\n<p>\u201cIt would have been irresponsible of us if we did not investigate the bat viruses and the serology to see who might have been infected in China,\u201d Fauci said.<\/p>\n<p>Content created by The Daily Caller News Foundation is available without charge to any eligible news publisher that can provide a large audience.
