He\u2019s hardly alone; plenty of political scientists reached the same conclusion, using similar methodology, throughout the Trump era.<\/p>\n<p>But a closer look at Grumbach\u2019s scoring system reveals a paradox: At least three of the factors that decrease a state\u2019s democracy score\u2014voter ID laws, high incarceration rates, and denying felons the right to vote\u2014are things that large majorities of Americans support. According to Grumbach, maximizing democracy means defying the popular will.<\/p>\n<p>Grumbach\u2019s study and others like it have reverberated across the media in recent months. &#8220;[T]he Republican War on Democracy is Moving to the States,&#8221; <em>New York Magazine<\/em> <a href=\"https:\/\/nymag.com\/intelligencer\/article\/republican-war-on-democracy-voter-suppression-georgia.html\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/nymag.com\/intelligencer\/article\/republican-war-on-democracy-voter-suppression-georgia.html&amp;source=gmail&amp;ust=1620761260270000&amp;usg=AFQjCNG71Fb5443MYpMeG5iw58WSSjSAYA\">said<\/a> of Grumbach\u2019s findings. &#8220;US Republicans are starting to look a lot like authoritarian parties in Hungary and Turkey, study finds,&#8221; read an October CNN <a href=\"https:\/\/www.cnn.com\/2020\/10\/26\/world\/republican-party-more-illiberal-study-intl\/index.html\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.cnn.com\/2020\/10\/26\/world\/republican-party-more-illiberal-study-intl\/index.html&amp;source=gmail&amp;ust=1620761260270000&amp;usg=AFQjCNG69SaUVpf4Hk_6z7yjMIABVPtHUQ\">headline<\/a>. &#8220;Historic data&#8221; show that &#8220;the United States is backsliding into autocracy under Trump,&#8221; the <em>Washington Post<\/em>\u2019s Christopher Ingraham <a href=\"https:\/\/www.washingtonpost.com\/business\/2020\/09\/18\/united-states-is-backsliding-into-autocracy-under-trump-scholars-warn\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.washingtonpost.com\/business\/2020\/09\/18\/united-states-is-backsliding-into-autocracy-under-trump-scholars-warn\/&amp;source=gmail&amp;ust=1620761260270000&amp;usg=AFQjCNHjyzbYv4x-L7X2gLhOzg8QjVb-Bw\">said<\/a> in September.<\/p>\n<p>The studies are all part of a political science cottage industry that purports to &#8220;measure&#8221; democracy, often with support from government-funded NGOs. Freedom House and the Polity Project\u2014funded by Congress and the CIA respectively\u2014have both devised widely used indexes for quantifying democratic performance, as has the Sweden-based V-Dem Institute. Linking these indexes together is the idea that democracy is not just in the eye of the beholder; it\u2019s something scholars can measure empirically.<\/p>\n<p>But in practice, most political scientists just seem to be measuring their own biases, which are then passed off as impartial, statistical truths. Beneath each metric of democracy is an implicit definition of it, an account of what democracy is or should be. And when the media report on these metrics, they often omit the assumptions and values underpinning them\u2014reinforcing the veneer of objectivity the metrologists project.<\/p>\n<p>Bias enters the measurements in two ways: the choice of variables used as proxies for democracy and the process by which those proxies are assessed.<\/p>\n<p>Grumbach\u2019s paper exemplifies the first sort of bias. Many of its &#8220;democracy indicators&#8221;\u2014absentee voting, same-day voter registration, felon enfranchisement, decarceration, no voter ID laws\u2014parallel the policy preferences of progressive activists. Not all of those policies are popular. Most Republicans and over half of Democrats back voter ID laws, recent <a href=\"https:\/\/www.foxnews.com\/politics\/voter-id-poll-americans-approve-georgia-bill\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.foxnews.com\/politics\/voter-id-poll-americans-approve-georgia-bill&amp;source=gmail&amp;ust=1620761260270000&amp;usg=AFQjCNHkWOgCXIIktQbyhpibgh-R3o3EmA\">polling<\/a> suggests, and one <a href=\"https:\/\/thehill.com\/hilltv\/what-americas-thinking\/441863-poll-69-percent-of-voters-say-prisoners-shouldnt-be-allowed-to\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/thehill.com\/hilltv\/what-americas-thinking\/441863-poll-69-percent-of-voters-say-prisoners-shouldnt-be-allowed-to&amp;source=gmail&amp;ust=1620761260270000&amp;usg=AFQjCNGl25Qohm2AmddG_su-nJyHIrYz3Q\">2019 survey<\/a> found that 69 percent of Americans oppose letting felons vote in national elections. Furthermore, 76 percent of Americans <a href=\"https:\/\/news.gallup.com\/poll\/324164\/fewer-americans-call-tougher-criminal-justice-system.aspx\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/news.gallup.com\/poll\/324164\/fewer-americans-call-tougher-criminal-justice-system.aspx&amp;source=gmail&amp;ust=1620761260270000&amp;usg=AFQjCNF0ruHDl474eH31Zowhfi5n2-iB0g\">say<\/a> the criminal justice system is either &#8220;too lenient&#8221; or &#8220;about right.&#8221;<\/p>\n<p>Reached for comment, Grumbach acknowledged the paradox, conceding it was a &#8220;fundamental&#8221; problem that he hadn\u2019t solved.<\/p>\n<p>The paper also gives extra weight to metrics on which the GOP underperforms. Sixteen of its 61 indicators\u2014over 25 percent\u2014are different measurements of gerrymandering, a practice Republicans have recently engaged in more than Democrats. No other factor comprises such a large percentage of the index. So even if all 61 indicators mattered equally, gerrymandering would still have an outsized effect on states\u2019 democracy scores, since an outsized portion of the indicators concerns gerrymandering.<\/p>\n<p>If Grumbach\u2019s scale has a leftwing bias, others have a reactionary one. According to the Polity Project, the United States was a full democracy\u201410 out of 10\u2014as early as 1850, when slavery was legal and women could not vote. That\u2019s because the <a href=\"https:\/\/www.systemicpeace.org\/inscr\/p4manualv2016.pdf\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.systemicpeace.org\/inscr\/p4manualv2016.pdf&amp;source=gmail&amp;ust=1620761260270000&amp;usg=AFQjCNGyYl7zN0MsuYS228xKVxlrgbROlQ\">Polity proxies<\/a>&nbsp;give a great deal of weight to constraints on executive power, but almost none to constraints on universal suffrage\u2014implying that democracy is more about limited government than the consent of the governed.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-large wp-image-1473516\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM-1024x731-1.png\" alt width=\"1024\" height=\"731\" srcset=\"https:\/\/freebeacon.com\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM-1024x731.png 1024w, https:\/\/freebeacon.com\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM-300x214.png 300w, https:\/\/freebeacon.com\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM-768x548.png 768w, https:\/\/freebeacon.com\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM-538x385.png 538w, https:\/\/freebeacon.com\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM-1400x999.png 1400w, https:\/\/freebeacon.com\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM-736x525.png 736w, https:\/\/freebeacon.com\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM-688x491.png 688w, https:\/\/freebeacon.com\/wp-content\/uploads\/2021\/05\/Screen-Shot-2021-05-06-at-4.58.12-PM.png 1524w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>In 2017, <em>Vox<\/em> <a href=\"https:\/\/www.vox.com\/the-big-idea\/2018\/1\/3\/16843404\/good-news-2017-global-health-development-war\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.vox.com\/the-big-idea\/2018\/1\/3\/16843404\/good-news-2017-global-health-development-war&amp;source=gmail&amp;ust=1620761260270000&amp;usg=AFQjCNGaz3ir1UJNbbaJpc6zTA2LACtUdw\">cited<\/a> the Polity Project to argue that democracy was on the rise worldwide.<\/p>\n<p>The most balanced framework is arguably V-Dem, which uses hundreds of indicators to measure democracy along multiple dimensions. Some track values emphasized by conservatives, while others track values emphasized by progressives, making the index appear neutral and nonpartisan.<\/p>\n<p>But it too reflects the liberal consensus\u2014because the indicators are all scored by liberal academics. For each indicator, V-Dem asks five experts to rate a country\u2019s performance on a numerical scale, then aggregates their ratings into a single number. That number doesn\u2019t reflect anything objective; it\u2019s just a mathematical representation of expert opinion. And since most academics are liberal, so are V-Dem\u2019s ratings\u2014even on dimensions of democracy that are ostensibly objective.<\/p>\n<p>That helps explain why &#8220;executive respect for the Constitution&#8221; took a nosedive only after Trump\u2019s election, even though most conservatives\u2014including those who are anti-Trump\u2014argue the decline began earlier and accelerated with Obama\u2019s executive orders. Respect for the Constitution is an abstract concept; it can\u2019t be counted the way elections can. But by framing both quantitatively, V-Dem hides the bias inherent in its indicators.<\/p>\n<p>This sort of bait-and-switch lets experts launder partisanship as political science. According to Jason Blakely, a political theorist at Pepperdine University, it also lets them usurp democracy.<\/p>\n<p>&#8220;What democracy \u2018ought\u2019 to be is too often dressed up in the guise of what it simply \u2018is,\u2019&#8221; Blakely told the <em>Washington Free Beacon<\/em>. This gives expert opinion &#8220;an aura of scientific inevitability&#8221; that is then &#8220;used to override&#8221; the popular will. Ironically, Blakely went on, the very act of measuring democracy can become &#8220;anti-democratic by certain definitions.&#8221;<\/p>\n<p>Grumbach said that he was &#8220;sympathetic&#8221; to this argument.<\/p>\n<p>Scientific concepts of politics seemed due for a reckoning after the 2016 election. Thinkers from across the political spectrum saw Trump\u2019s victory as a revolt against technocrats, who stood accused of taking too many matters out of the hands of the people. The technocratic tendency, these thinkers stressed, was bipartisan; those dissatisfied with it had rallied around the one candidate promising to &#8220;drain the swamp.&#8221;<\/p>\n<p>Yet for all that, the desire to displace democracy persists. Neither left nor right is &#8220;immune [to] the temptation to present their ideology as the only \u2026 scientifically supported way to do politics,&#8221; Blakely cautioned.
