Morrissey sent an email on Wednesday informing all court employees of the new policy, which bans face masks and other clothing depicting the\u00a0\u201cthin blue line,\u201d the Baltimore Sun <a href=\"https:\/\/www.baltimoresun.com\/news\/crime\/bs-prem-md-ci-cr-thin-blue-line-masks-20210506-wy57ocixwnfvtoqxl6ijko3g4a-story.html\">reported<\/a>.<\/p>\n<p>The judge cited concerns about a perception of bias or favoritism if court employees display the emblem.<\/p>\n<p>\u201cThe Judiciary must maintain itself as an unbiased and independent branch of Maryland state government,\u201d Morrissey wrote in his email. \u201cEmployees of the District Court wearing any clothing item or apparel which promotes or displays a logo, sticker, pin, patch, slogan, or sign which may be perceived as showing bias or favoritism to a particular group of people could undermine the District Court\u2019s mission of fair, efficient, and effective justice for all and call into question the Judiciary\u2019s obligation to remain impartial and unbiased.\u201d<\/p>\n<p>The order applies to all staff, including\u00a0bailiffs, commissioners, clerks, and judges, at\u00a034 district court sites throughout the state, but will not apply to visitors to the courts.<\/p>\n<p>Morrissey\u2019s memo came in response to a May 4 letter from Maryland Public Defender Paul DeWolfe, who complained about court employees displaying the \u201cthin blue line\u201d on their persons, arguing that the design is associated with white supremacist groups.<\/p>\n<p>\u201cThe \u2018thin blue line\u2019 is commonly depicted as a black and white rendition of the American flag with a blue stripe running just under the stars, with the \u2018thin blue line\u2019 itself representing the belief that the police are the only thing that stands between order and chaos,\u201d DeWolfe wrote. \u201cIt has been adopted by the \u2018Blue Lives Matter\u2019 movement, which launched in response to the Black Lives Matter movement, and has been associated at times with white supremacist groups.\u201d<\/p>\n<p>DeWolfe added that the concern is a fair trial issue for the black community in particular.<\/p>\n<p>\u201cTo allow these masks to be worn by courtroom staff during the hearings and trials of our clients, a large swath of them Black, denies to them the appearance that their hearing is being conducted fairly and without bias,\u201d DeWolfe added.<\/p>\n<p>Last year, Maryland Governor Larry Hogan spoke out against a <a href=\"https:\/\/www.baltimoresun.com\/politics\/bs-md-ci-larry-hogan-thin-blue-line-flag-20191104-6hcp3ef3bjdpdfkabjumnlerk4-story.html\">decision<\/a> by a Democratic\u00a0county executive to ban a Maryland police station from displaying a \u201cthin blue line\u201d flag that was gifted to the station, saying he was \u201coffended and disgusted\u201d by the move.<\/p>\n<p>\u201cWe are proud to hang these Thin Blue Line flags in Government House to honor our brave law enforcement officers.
