Justin Lafferty, R-Knoxville, about the <\/span><a href=\"http:\/\/therightswriter.com\/2009\/10\/now-im-only-going-to-say-this-once-the-three-fifths-compromise\/\"><span>Three-Fifths Compromise<\/span><\/a><span>. Then, he devoted a segment in the <\/span><a href=\"http:\/\/transcripts.cnn.com\/TRANSCRIPTS\/2105\/05\/cnnt.02.html\"><span>second hour<\/span><\/a><span> of Wednesday\u2019s \u201cCNN Tonight\u201d to the subject.<\/span><\/p>\n<p><span>Lemon told his audience, incorrectly, that the Constitution \u201cexplicitly counted [slaves] as three-fifths of a free person, or three-fifths of a man, so that the slave states would be able to accrue more political power without having to count a slave as a full person.\u201d<\/span><\/p>\n<p><span>In fact, the Three-Fifths Compromise <\/span><i><span>denied<\/span><\/i><span> slave-owning states their request to count 100% of their slaves in the Census. Northerners wanted no slaves counted; Southerners wanted all slaves counted \u2014 with congressional delegates awarded accordingly. More slaves meant more political power for slave owners. To assure all 12 colonies ratified the U.S. Constitution, delegates brokered an agreement that only three-fifths of all slaves would be counted.<\/span><\/p>\n<p><span>During unrehearsed remarks on Tuesday, Rep. Lafferty said the Three-Fifths Compromise represented \u201ca bitter, bitter pill that haunts us today\u201d \u2014 but we swallowed it \u201cto lay the foundation for all this that we enjoy in this country.\u201d\u00a0<\/span><\/p>\n<p><span>\u201cThe Three-Fifths Compromise was a direct effort to ensure that Southern states never got the population necessary to continue the practice of slavery everywhere else in the country,\u201d Rep. Lafferty said. \u201cBy limiting the number of population in the count, they specifically limited the number of representatives that would be available in the slave-holding states, and they did it for the purpose of ending slavery.\u201d<\/span><\/p>\n<p><span>\u201cThat is what we\u2019re dealing with right now,\u201d Lemon said in his familiar mix of outrage and exasperation. \u201cSo, let\u2019s get the facts now.\u201d<\/span><\/p>\n<p><span>But his guest \u2014 Peniel Joseph, a history professor at the University of Texas at Austin \u2014 subtly corrected the host in his very first sentence.\u00a0<\/span><\/p>\n<p><span>\u201cThe compromise is really the fact that Southern colonies actually wanted to count enslaved African-Americans as one person each for issues of representation,\u201d Joseph said. \u201cAnd the compromise was that they would be counted as three-fifths.\u201d<\/span><\/p>\n<p><span>Lemon began <\/span><a href=\"https:\/\/www.psychologytoday.com\/us\/blog\/spycatcher\/200912\/the-body-language-the-eyes\"><span>blinking rapidly<\/span><\/a><span> and looking down.<\/span><\/p>\n<p><span>Joseph added that what the compromise \u201cdid is actually give Southern, slave-holding states more proportional representation than their actual citizens who could vote.\u201d But viewers had to read between the lines to realize that the Southern states did not get to add<\/span><i><span> as<\/span><\/i> <i><span>many<\/span><\/i><span> extra congressional seats as they wanted \u2014 that the Three-Fifths Compromise withheld 40% of the extra members of Congress that slaveholders requested to \u201crepresent\u201d their slave population.\u00a0<\/span><\/p>\n<p><span>\u201cThe Three-Fifths Clause is a compromise to create the United States of America and have the Constitution ratified in 1787,\u201d Joseph said, essentially agreeing with Lafferty.<\/span><\/p>\n<p><span>Lemon abruptly ended the segment as soon as Joseph finished talking.<\/span><\/p>\n<p><span>\u201cI want to have you back to discuss this more,\u201d Lemon said. \u201cThis conversation is going to continue.\u201d\u00a0<\/span><\/p>\n<p><span>But the professor may not be as frequent a guest as Lemon lets on, unless he changes his ways. His crime? He showed too much independence, according to secret recordings of the network\u2019s management.<\/span><\/p>\n<p><span>When \u201cany reporter on CNN\u201d asks a question, \u201cwhat they\u2019re actually doing is they\u2019re telling the person what to say. \u2026<\/span><span> It\u2019s always like leading them in a direction before they even open their mouths<\/span><span>,\u201d CNN Technical Director Charlie Chester <\/span><a href=\"https:\/\/www.dailywire.com\/news\/cnn-director-cnn-reporters-manipulate-people-those-on-tv-have-proven-track-record-of-taking-bait\"><span>told<\/span><\/a><span> James O\u2019Keefe\u2019s Project Veritas. \u201c<\/span><span>And the only people that we let on the air, for the most part, are people that have a proven track record of taking the bait.<\/span><span>\u201d<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"8.9678714859438\">\n<p lang=\"en\" dir=\"ltr\">A Tennessee lawmaker falsely suggested the infamous and racist 3\/5ths compromise was to help end slavery.<br \/><a href=\"https:\/\/twitter.com\/donlemon?ref_src=twsrc%5Etfw\">@donlemon<\/a> gets the facts from Peniel Joseph, a professor of history.
