Joe Manchin (D-WV) indicated his opposition to making the nation\u2019s capital a state, despite a bill that passed the House of Representatives approving such a measure. Manchin\u2019s reticence renders the legislation virtually dead-on-arrival in the Senate.<\/p>\n<p>WATCH:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"5.6603773584906\">\n<p lang=\"en\" dir=\"ltr\">WATCH: <a href=\"https:\/\/twitter.com\/MayorBowser?ref_src=twsrc%5Etfw\">@MayorBowser<\/a> and Gov. <a href=\"https:\/\/twitter.com\/Michelle4NM?ref_src=twsrc%5Etfw\">@Michelle4NM<\/a> announce Washington, D.C. joining <a href=\"https:\/\/twitter.com\/DemGovs?ref_src=twsrc%5Etfw\">@DemGovs<\/a>: <a href=\"https:\/\/t.co\/8rYQmuxjMx\">pic.twitter.com\/8rYQmuxjMx<\/a><\/p>\n<p>\u2014 Democratic Governors (@DemGovs) <a href=\"https:\/\/twitter.com\/DemGovs\/status\/1390046581513150464?ref_src=twsrc%5Etfw\">May 5, 2021<\/a><\/p>\n<\/blockquote>\n<p>\u201cWell, look, she\u2019s an executive leader in the District, working on all of the things that Democratic governors are responsible [for], from continuing to save lives, get folks vaccinated in our fight against COVID, but to every other meaningful issue, from voting rights protection, health care reform and access, educational investments for every single one of her constituents and families,\u201d said Democratic New Mexico Governor Michelle Lujan Grisham on Wednesday, who serves as chairwoman of the DGA.<\/p>\n<p>\u201cAnd that is exactly what every one of our Democratic governors are doing every day,\u201d Grisham further explained regarding why a mayor had been admitted to an association of governors. \u201cAnd this partnership is an incredible announcement to really reinforce that\u2019s what we\u2019re dedicated to and that\u2019s what we are about, and we\u2019re delighted to make this announcement today.\u201d<\/p>\n<p>Despite Manchin\u2019s position, Bowser maintained that D.C. statehood was not dead-on-arrival.\u00a0\u201cLike [Grisham] said, we function as a state in so many ways. We\u2019re treated as a state throughout federal law, and what\u2019s missing is two senators to represent us in the Senate, so we\u2019ll be just like very other taxpaying American.\u201d<\/p>\n<p>Washington, D.C., has been represented in Congress by non-voting Democratic Del. Eleanor Holmes Norton since 1991, who has <a href=\"https:\/\/www.heritage.org\/political-process\/report\/dc-statehood-not-without-constitutional-amendment\" target=\"_blank\" rel=\"noopener noreferrer\">pushed for D.C. statehood<\/a> for most of her 30-year tenure.<\/p>\n<p>The Biden administration issued an official\u00a0<a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2021\/04\/SAP-H.R.-51.pdf\">endorsement<\/a>\u00a0of D.C. statehood titled, \u201cStatement of Administration Policy\u201d on H.R. 51, which said:<\/p>\n<blockquote readability=\"25\">\n<p><em>The Administration strongly supports H.R. 51, the Washington, D.C. Admission Act. For far too long, the more than 700,000 people of Washington, D.C. have been deprived of full representation in the U.S. Congress. This taxation without representation and denial of self-governance is an affront to the democratic values on which our Nation was founded. H.R. 51 rights this wrong by making Washington, D.C. a state and providing its residents with long overdue full representation in Congress, while maintaining a Federal District that will continue to serve as our Nation\u2019s seat of government.<\/em><\/p>\n<p><em>Establishing the State of Washington, Douglass Commonwealth as the 51st state will make our Union stronger and more just. Washington, D.C. has a robust economy, a rich culture, and a diverse population of Americans from all walks of life who are entitled to full and equal participation in our democracy. The Administration looks forward to working with the Congress as H.R. 51 proceeds through the legislative process to ensure that it comports with Congress\u2019 constitutional responsibilities and its constitutional authority to admit new states to the Union by legislation.
