The local police department will also require permit applications to be completed by protestors.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">On Thursday, authorities identified deputies who had been involved in a shooting incident last week when law enforcement authorities arrived at the home of Andrew Brown Jr., 42, to serve a search and arrest warrant due to felony drug charges.<span class=\"Apple-converted-space\"> Brown was allegedly shot during the encounter and died.\u00a0<\/span><\/p>\n<p class=\"p1\">As reported by <a href=\"https:\/\/www.wavy.com\/andrew-brown\/sheriffs-office-ids-deputies-placed-on-administrative-leave-after-fatal-shooting-of-andrew-brown-jr-3-still-on-leave\/\"><span class=\"s1\">Hampton Roads news site<\/span><\/a>, Pasquotank County Sheriff Tommy Wooten said that four of the deputies involved have returned to the force. He said \u201cit\u2019s obvious\u201d they did not shoot at Brown. The three other deputies who did fire their weapons will stay on administrative leave while the investigation continues.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">\u201cAfter reviewing the preliminary conclusions of the independent investigators conducting the internal review, and after carefully examining the body camera footage of the incident with my own staff, it\u2019s obvious that four of the deputies never fired their weapons and deserve to be reinstated to active duty,\u201d Wooten said in a release Thursday. \u201cMore investigation is necessary into the three deputies who did fire their weapons and they will remain on administrative leave pending completion of the internal investigation and\/or the criminal investigation being conducted by the State Bureau of Investigation.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">\u201cOur county is united behind the importance of doing a careful, serious, and impartial review of everything that happened,\u201d Wooten concluded. \u201cSome people want a rush to judgment and others want to pit people against each other in a way that can only hurt our county. My job is to ensure transparency and accountability, while also preserving the ability for the independent investigators to do their deliberate, painstaking, and vital work,\u201d Wooten said.<\/p>\n<p class=\"p1\">As <a href=\"https:\/\/abc11.com\/police-make-arrests-as-elizabeth-city-demonstrations-go-past-curfew\/10558378\/\"><span class=\"s1\">reported<\/span><\/a> by ABC 11, a gathering of hundreds of demonstrators occurred Wednesday night after a North Carolina judge <a href=\"https:\/\/www.dailywire.com\/news\/nc-judge-delays-release-of-body-camera-footage-of-andrew-brown-jr-shooting-to-public\"><span class=\"s1\">decided<\/span><\/a> against releasing the body camera footage to the public for at least 30 days, until the investigation is complete. The judge ruled that Brown\u2019s family would be able to see the video sooner than that.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">The outlet reported that over a dozen protestors \u201cwere seen refusing to disperse after 8 p.m., which is when local leaders have implemented a curfew making gatherings after that time illegal.\u201d<\/p>\n<p class=\"p1\"><span class=\"s1\"><a href=\"https:\/\/www.newsobserver.com\/article251012334.html\">The Raleigh News &#038; Observer<\/a><\/span> reported that Elizabeth City police wearing tactical gear started to take action against violators of the 8 p.m. curfew a little before 11 p.m. Police said, \u201cMove Back! Move Back!\u201d and took half steps at a time as they came forward from two sides and allegedly told media to leave. At least five protestors were arrested.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Local business owners <a href=\"https:\/\/abc11.com\/elizabeth-city-downtown-curfew-coasters-draught-house\/10560852\/\"><span class=\"s1\">told<\/span><\/a> ABC 11 that they were not in support of the 8p.m. curfew earlier this week, while City Manager Montre\u2019 Freeman told the outlet that the decision to impose a curfew was done in order to be cautious, saying, \u201c\u2026I still have a duty, a sworn duty to protect our citizens, our infrastructure, and our assets.\u201d<\/p>\n<p class=\"p1\"><span class=\"s1\"><a href=\"https:\/\/www.dailywire.com\/news\/nc-judge-delays-release-of-body-camera-footage-of-andrew-brown-jr-shooting-to-public\">Last week<\/a><\/span>, Andrew Brown, Jr., a 42-year-old black man, was\u00a0<a href=\"https:\/\/www.dailywire.com\/news\/mayor-declares-state-of-emergency-ahead-of-bodycam-footage-release-of-fatal-shooting\"><span class=\"s1\">reportedly<\/span><\/a>\u00a0killed following an encounter with law enforcement authorities. As reported by\u00a0<a href=\"https:\/\/apnews.com\/article\/shootings-north-carolina-elizabeth-city-arrests-01c55d101b91880fa4389025fe00b1fb\"><span class=\"s1\">The Associated Press,<\/span><\/a>\u00a0\u201cPasquotank County Sheriff Tommy Wooten II has said that deputies shot and killed Brown while serving drug-related search and arrest warrants but released few other details.\u201d<\/p>\n<p class=\"p1\"><span class=\"s1\"><a href=\"https:\/\/www.wunc.org\/news\/2021-04-23\/calls-mount-for-video-release-in-fatal-shooting-by-deputies\">WUNC North Carolina Public Radio<\/a><\/span>\u00a0reported:<\/p>\n<blockquote readability=\"9\">\n<p class=\"p1\"><i>Recordings of scanner traffic compiled by broadcastify.com from the morning of the shooting include emergency personnel indicating that Brown was shot in the back. An eyewitness has said that deputies fired shots at Brown as he tried to drive away, and a car authorities removed from the scene appeared to have multiple bullet holes and its back windshield shattered.<span class=\"Apple-converted-space\">\u00a0<\/span><\/i><\/p>\n<\/blockquote>\n<p class=\"p1\">Attorneys for Brown\u2019s family have\u00a0<a href=\"https:\/\/www.dailywire.com\/news\/fbi-announces-investigation-into-andrew-brown-jr-shooting\"><span class=\"s1\">said<\/span><\/a>\u00a0that the shooting was an \u201cexecution,\u201d but Andrew Womble, district attorney for the First Prosecutorial District, has pushed back against those claims. He said that Brown\u2019s car moved and \u201cmade contact with law enforcement\u201d before deputies began to shoot.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">\u201cThe next movement of the car is forward, it is in the direction of law enforcement, and makes contact with law enforcement. It is then and only then that you hear shots,\u201d the district attorney said.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">The Federal Bureau of Investigation (FBI)\u00a0<a href=\"https:\/\/www.dailywire.com\/news\/fbi-announces-investigation-into-andrew-brown-jr-shooting\"><span class=\"s1\">announced<\/span><\/a>\u00a0Tuesday that it will be investigating Brown\u2019s death. The investigation was announced a day after Brown\u2019s family and their attorneys were able to view the body camera footage of the incident. An\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/andrew-brown-jr-shot-five-times-once-back-head-according-n1265460\"><span class=\"s1\">autopsy<\/span><\/a>\u00a0was also conducted that the family commissioned.
