The state will also increase capacity limits at gyms to 50%, and lift curfews on restaurants and bars.<\/li>\n<li class=\"p4\">Two weeks after\u00a05.3 million Michiganders have received their first vaccine dose (65% of the eligible population), the state will lift all indoor capacity restrictions and relax limits on social gatherings.<\/li>\n<li class=\"p4\">Two weeks after 5.7 million Michiganders have received their first vaccine dose (70% of the eligible population), the state will rescind the health department\u2019s facemask and gathering order and stop issuing similar rules \u201cunless unanticipated circumstances arise.\u201d<\/li>\n<\/ul>\n<p class=\"p1\"><span class=\"s3\"><a href=\"https:\/\/www.detroitnews.com\/story\/news\/politics\/2021\/04\/29\/gov-whitmer-provide-covid-19-update-surge-slows-michigan\/4886306001\/\">The Detroit News<\/a><\/span><span class=\"s1\"> reported that for the second and third steps, the governor \u201csaid\u00a0the state health department may delay implementation in a certain region of the state if its seven-day average of new cases is greater than 250 a day per million residents.\u201d<\/span><\/p>\n<p class=\"p4\">\u201cWe believe this is unlikely, but it\u2019s an important safety valve if something unexpected were to happen,\u201d Whitmer said.<\/p>\n<p class=\"p4\">When she was asked why she was adjusting her methods after pushing back on connecting reopening to certain measurements in the past, Whitmer reportedly said that the state now has the ability to access a vaccine supply.<\/p>\n<p class=\"p4\">\u201cFor 11 out of the last 15 months we didn\u2019t have vaccines, and so we couldn\u2019t tie something to a metric that really is the best tool that we have to get back to normal,\u201d she said. \u201cI think you\u2019re going to see this is a creative way of challenging us to rise to this moment and to meet it, and every one of us can play a part in doing that, and it benefits the whole state when we do so.\u201d<\/p>\n<p class=\"p1\">Whitmer told the press she doesn\u2019t think Michigan is the first state to connect vaccines to the easing of restrictions. \u201cI think we may be one of the first that really has put together a plan of this nature, and we\u2019re proud of this work,\u201d she said.<\/p>\n<p class=\"p1\">Reopening attempts in Michigan have been a tense political issue. Republicans in the state legislature <a href=\"https:\/\/www.freep.com\/story\/news\/local\/michigan\/2021\/04\/29\/michigan-covid-coronavirus-vaccinations-restrictions-whitmer\/4885905001\/\"><span class=\"s3\">reportedly<\/span><\/a> leveraged federal and state funding in order to push Whitmer and health officials to ease COVID-19 restrictions in the past.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Whitmer has also been criticized for allegedly refusing to follow her own administration\u2019s guidance on avoiding travel.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s3\"><a href=\"https:\/\/www.dailywire.com\/news\/michigan-democrat-governor-gretchen-whitmer-caught-allegedly-making-false-statements-about-travels-report\">The Daily Wire<\/a><\/span> reported, \u201cWhitmer was allegedly caught making false statements in a recent interview where she claimed that she was \u2018here in town the whole time\u2019 despite having recently traveled to Florida.
