The <a href=\"https:\/\/www.justice.gov\/usao-wdmi\/pr\/2021_0428_Fox%20et%2C%20al%20SIND\">Department of Justice<\/a> alleges that the three men intended to use explosives to harm and hinder Whitmer\u2019s security detail as well as any potential law enforcement responses to the kidnapping effort.\u00a0<\/span><\/p>\n<p><span>\u201cThe defendants shared an overlapping set of views and objectives, and worked cooperatively on the plan to kidnap the Governor,\u201d reads the indictment. \u201cThe defendants engaged in domestic terrorism.\u201d<\/span><\/p>\n<p><span>According to the Department of Justice, Fox and Croft \u201cstopped to inspect the underside of a highway bridge\u201d during a September surveillance trip of the governor\u2019s home to find \u201ca place to mount an explosives charge.\u201d The next day, Fox allegedly ordered $4,000 in explosives from a man he thought was a co-conspirator but who was really an FBI agent.\u00a0<\/span><\/p>\n<p><span>The indictment alleges that Harris and Croft \u201cattempted to detonate two improvised explosive devices containing shrapnel\u201d in July, and then the day after the September trip, \u201csuccessfully detonated an improvised explosive device containing shrapnel near human silhouette targets to assess its effectiveness as an anti-personnel weapon.\u201d <\/span><span>Harris and Croft also tried to make \u201ca good faith payment toward explosives\u201d shortly before they were arrested. <\/span><\/p>\n<p><span>Both Harris and Croft have been charged with possession of an unregistered destructive device, and Harris has additionally been charged with possession of an unregistered short-barreled rifle.<\/span><\/p>\n<p>Earlier this year, Ty Garbin, one of the alleged co-conspirators, <a href=\"https:\/\/www.dailywire.com\/news\/man-pleads-guilty-in-whitmer-kidnapping-plot-agrees-to-fully-cooperate\">pleaded guilty to one count of kidnapping conspiracy<\/a> and agreed to \u201ccooperate\u201d with prosecutors. As The Daily Wire previously reported, the plea agreement implicated the other men, including Fox, Harris, Croft and two members of a Michigan-based militia of which Harris was also a member.<\/p>\n<blockquote readability=\"18.504655493482\">\n<p><em>In a\u00a0<a href=\"https:\/\/www.scribd.com\/document\/492317879\/Ty-Garbin-Guilty-Plea-Court-Document\">plea agreement<\/a>, the man, Ty Garbin, said he and others conducted a field training session at his property, where they discussed a plan to kidnap Whitmer. Garbin also said that he and others traveled to the governor\u2019s vacation home on that night for a surveillance trip.<\/em><\/p>\n<p><em>Furthermore, during a private conversation with a government informant, Garbin allegedly suggested blowing up a bridge to hinder a police response to the plot, and around the same time, offered to paint his boat black to conduct a night-time surveillance trip.<\/em><\/p>\n<\/blockquote>\n<p>Fox and Croft, according to details provided in court documents, appear to be the two earliest members of what would later become the alleged kidnapping plot group.
