Chip Roy (R-TX) recently introduced legislation to strip federal funding from the United Nations Population Fund (UNPF), an international program that is openly complicit in China\u2019s two-child policy and other inhumane population control tactics.<\/p>\n<p>Titled the \u201cNo Taxpayer Funding for the UN Population Fund Act,\u201d the proposed bill would permanently prohibit U.S. taxpayer money from going toward funding the communist regime\u2019s forced abortions and sterilizations. Though he voted against funding the UNPF when he was a senator in 1985, President Joe Biden has recently <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/01\/28\/memorandum-on-protecting-womens-health-at-home-and-abroad\/\" target=\"_blank\" rel=\"noopener noreferrer\">moved forward<\/a> to reinstate the funding that former President Donald Trump <a href=\"https:\/\/fas.org\/sgp\/crs\/row\/R41360.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">rolled back<\/a>\u00a0because of the fund\u2019s ties to China.<\/p>\n<p>\u201cAmerican tax dollars should never directly or indirectly support taking of innocent human life through abortion or the dehumanizing act of involuntary sterilization, and they certainly shouldn\u2019t be used to support the oppressive, America-hating Chinese Communist Party in any way whatsoever,\u201d Roy said in a press release. \u201cFormer President Trump was right to stop funding the UN Population Fund due to their open partnership with the oppressive Chinese regime and their support for China\u2019s atrocious human rights violations. This legislation will continue that policy.\u201d<\/p>\n<p>As The Federalist <a href=\"https:\/\/thefederalist.com\/2021\/04\/19\/american-dollars-should-have-no-part-in-chinas-forced-sterilizations\/\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a>:<\/p>\n<blockquote readability=\"24.073311367381\">\n<p><em>Since 1985, presidents have had discretion under the <a href=\"https:\/\/pdf.usaid.gov\/pdf_docs\/Pcaab709.pdf?bcs-agent-scanner=372b6471-1089-4444-9f94-93c7eb0f4d6a\">Kemp-Kasten Amendment<\/a> to withhold funds from any organization that supports or participates in coercive abortions or involuntary sterilizations. Under this provision, the United States has <a href=\"https:\/\/fas.org\/sgp\/crs\/row\/R41360.pdf\">withheld<\/a> funds from the UNFPA in 18 of the past 36 years. All of these presidential determinations have been based on the UNFPA\u2019s cooperation with the Chinese government.<\/em><\/p>\n<p><em>A Jamestown Foundation <a href=\"https:\/\/jamestown.org\/program\/sterilizations-iuds-and-mandatory-birth-control-the-ccps-campaign-to-suppress-uyghur-birth-rates-in-xinjiang\/\">report<\/a> found funds from the Chinese central government went towards funding sterilizations in Xinjiang, sufficient for almost 200,000 sterilizations. The UNFPA should not be partnering on \u201cfamily planning\u201d efforts with a government that brutally employs sterilization and abortion to commit genocide against a minority group. The fact that the UNF<\/em><em>PA continues to do so is more than enough reason for the United States to halt all contributions.<\/em><\/p>\n<p><em>[\u2026]<\/em><\/p>\n<p><em>China is the world\u2019s foremost perpetrator of coerced abortions and sterilizations. Its notorious \u201cOne Child Policy,\u201d which lasted from 1979\u20132015, was responsible for <a href=\"http:\/\/en.people.cn\/90882\/7629166.html\">preventing<\/a> more than 400 million births, according to Chinese state media. Forced abortions and subsequent sterilizations were central to the program.<\/em><\/p>\n<\/blockquote>\n<p>The legislation has been met with support from more than 30 other members of Congress, as well as from Heritage Action, Family Research Council Action, Concerned Women for America Legislative Action Committee, Students for Life Action, Texas Values, Texas Right to Life, and the U.S. Conference of Catholic Bishops.<\/p>\n<p>\u201cThe current administration plans to restart funding UNFPA despite the organization\u2019s consistent support for China\u2019s brutal child policy and the lack of evidence that UNFPA has changed course,\u201d said Thomas McClusky, who is president of March for Life Action. \u201cWe, therefore, urge you to support the legislation sponsored by Representative Chip Roy to remove taxpayer funding of UNFPA.
