The \u201cConstitutional Carry\u201d bill was sponsored by state Rep. Matt Schaefer, <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2021\/04\/15\/in-historic-vote-texas-house-gives-initial-sign-off-on-bill-letting-people-carry-handguns-without-a-license\/\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to The Dallas Morning News.<\/p>\n<p>\u201cThe bill should be called common-sense carry,\u201d Schaefer said. \u201cLaw abiding citizens need the ability to protect themselves and their families.\u201d<\/p>\n<p>Under the current Texas law, citizens must obtain a license to carry a handgun openly, The Texas Tribune <a href=\"https:\/\/www.texastribune.org\/2021\/04\/06\/texas-constitutional-carry\/\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a>. To purchase a <a href=\"https:\/\/dailycaller.com\/2013\/04\/11\/house-republicans-on-gun-compromise-its-not-a-foregone-conclusion\/\" target=\"_blank\" rel=\"noopener noreferrer\">gun<\/a> an applicant must submit fingerprints, go through training, take a written exam and complete a shooting proficiency test.<\/p>\n<p>State Rep. James White issued a <a href=\"https:\/\/house.texas.gov\/news\/press-releases\/?id=7430\" target=\"_blank\" rel=\"noopener noreferrer\">statement<\/a> Wednesday saying that citizens will continue to seek training and licenses, regardless of the bill\u2019s proposed changes. The statement includes quotes from five firearm instructors that support the legislation. <strong><a href=\"https:\/\/dailycaller.com\/2021\/04\/08\/tennessee-bill-lee-permitless-constitutional-carry\/\" target=\"_blank\" rel=\"noopener noreferrer\">(Related: Tennessee Gov. Bill Lee Sign Constitutional Carry Into Law)<\/a><\/strong><\/p>\n<p>\u201cIf other states\u2019 experiences are any indication, passage of this bill will not likely diminish the number of people acquiring an LTC. Democratic pro tempore and state Rep. Joe Moody, an opponent of the legislation, strived to pass an amendment that would scrap the bill.<\/p>\n<p>Moody said no action has been taken to prevent mass <a href=\"https:\/\/dailycaller.com\/2019\/08\/03\/el-paso-shooting-walmart\/\" target=\"_blank\" rel=\"noopener noreferrer\">shootings<\/a> after a gunman killed 23 people in El Paso in August 2019, according to the Tribune.<\/p>\n<p>\u201cAfter those shootings\u2026there were roundtable discussions and stakeholder meetings and a lot of promises-and I was hopeful, members, even knowing the political realities, I was hopeful,\u201d he said to members on the House floor, according to the Tribune. \u201cMembers, I\u2019m so tired of doing nothing, &nbsp;when are we going to do something?\u201d<\/p>\n<p>Texas currently has over 580,000 registered guns making it the state with the highest number of registered firearms in the country, <a href=\"https:\/\/worldpopulationreview.com\/state-rankings\/guns-per-capita\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to the World Population Review.
